I have heard of several Catholic teachers who live in different Halton municipalities but work at a Catholic school board outside of Halton, that have received OECTA's pamphlet / flyer mailed directly to their home address. This is clearly third party advertising for which OECTA is required to register as well as file a financial statement. I did hear back from the City of Burlington's Clerk's office late this afternoon that the municipalities would be issuing a joint letter asking OECTA to register as a third party advertiser.
In addition to breaching third party advertising rules however, this situation also raises the question of how the local chapter of OECTA obtained the home addresses of teachers registered in different chapters, and whether any privacy rules were breached. Also, in this news story published by Inside Halton: https://www.insidehalton.com/news-story/8946578-catholic-teachers-association-endorsement-process-flawed-halton-hills-trustee-candidate/; Keith Boyd, the OECTA secondary president, describes the process he used to actively recruit Trustee candidates, starting with "sending out invitations to about 110 people who had contact with the board in a variety of capacities in the past, including being on parent councils". Besides the obvious red flags....I would be really interested to know how the union was able to obtain this contact information that I know even the Catholic Parent Involvement Committee (CPIC) is not permitted to access, despite the fact that this would certainly facilitate their ability to fulfill their mandate of improving parent engagement throughout our Board.
How was OECTA able to obtain this information? If Board resources were used in the process, which I suspect they must have been, that raises another huge question of conflict of interest, not to mention unethical behaviour.
These are questions to which I intend to pursue answers after the election, if still unresolved at that time.
If elected, I will also ensure that any individuals who breached privacy laws, or any other laws or Board policies, are held accountable. I will also ensure that policies are tightened up to ensure that this does not happen in the future and that the Board of Trustees remains an independent body, accountable to the parents and the community members which it represents. This includes, but is not limited to, support for teachers.
