Good news from the Niederrhein Nachrichten newspaper from 18.11.2017 about the foreigners office:

"KREIS KLEVE. The foreigners office of the district administration Kleve takes on Thursday 23rd of November a new waiting area into operation. This is located at the Nassauerallee 81.[...] The new waiting area at Nassauerallee 81 will open at 6 o'clock in the morning. There are seating, sanitary facilities and a changing room available.

[...]Dates for students soon at the University

In the future, the foreigners office of the district administration intends to serve foreign students directly by appointment at the Rhein-Waal University of Applied Sciences.
Coordination talks between the district of Kleve and the Rhein-Waal University of Applied Sciences are underway."
