PolyU Policy Research Centre for Innovation and Technology About PReCIT

As a central driven initiative, the Policy Research Centre for Innovation and Technology (PReCIT) is a University-level Research Centre.

The PReCIT aims to bring experts together to facilitate inter-disciplinary collaboration for impactful research within PolyU, and to address key societal challenges identified in the National 14th Five-Year Plan, 2021 Policy Address and upcoming government policies. The establishment of the PReCIT is timely, and it is well-positioned to conduct high-level research to support Hong Kong’s integratio

n into the national innovation and technology plan. The PReCIT aspires to be a leading research centre in Hong Kong and the region with an influential voice in the field of innovation and technology, development strategy, and related policies. The following research directions, which were formulated based on general and specific government policy orientations representing present and forthcoming interests of governments, academia, industries, and businesses, are set for the first three years of operation:

• Carbon Neutral Cities
• Greater Bay Area I&T Development
• One Belt and Road Development (with a special focus on Southeast Asia)

The three directions shall serve as the main short- and mid-term focus points of research at the PReCIT. In response to changing demands and circumstances in society, policies are bound to keep evolving. Consequently, the PReCIT shall keep an open-mind for expeditiously and meaningfully responding to upcoming new policies.

【理大首次亮相 VivaTech 2026】
香港理工大學(理大)將首度參與於巴黎舉行的 Viva Technology(VivaTech)2026。活動專注促進科技創新及初創企業合作,是歐洲旗艦級科技盛會。理大將於是次活動舉辦初創企業展覽及兩場內容豐富的專題研討會,代表團則由理大高級副校長(研究及創新)趙汝恒教授與副校長(知識轉移)鄭子劍教授率領。是次參展將為大學進一步發揮國際影響力及深化與歐洲市場的合作聯繫,立下新的里程。

理大展位將展示五家由大學培育的優秀初創企業,所涉的高增長科技領域涵蓋人工智能與機械人技術、醫療科技、可持續發展與氣候科技,以及金融科技。作為歐洲極具影響力的創科盛事,VivaTech匯聚全球創科先驅、初創企業家、業界領袖、投資者及企業創新者,提供跨境合作與技術交流的重要平台。理大將透過是次參展進一步拓展創新版圖至歐洲,協助大學及其初創團隊對接國際投資與市場資源。

除初創展覽外,理大還將在展會現場舉辦專場主題研討會,並參與高層次業界對談環節,以深化香港與歐洲的合作。理大專場研討會將於6 月 18 日舉行,主題為「突破自主系統的界限:以人工智能創新推動產業轉型」,由趙汝恒教授致開幕詞,鄭子劍教授則會圍繞香港作為人工智能樞紐城市如何做大創新產業、推動科技發展,以及拓展全球合作發表真知灼見。五家參展初創企業屆時也會分享其創新創業歷程。

此外,貿發局將於6 月 19 日舉行「香港專題研討暨交流酒會」,屆時趙汝恒教授將以特邀演講嘉賓身份參與當中的行政人員對談環節。是次高端對談以《賦能香港創科發展、締結環球合作的人才與基建》為主題,邀請多位香港創科生態圈前線領袖擔任講者。趙教授將深入探討如何引進及培育環球人才,以及學術舉措如何促成港歐技術協同等議題。

【PolyU’s Inaugural Participation in VivaTech 2026】
The Hong Kong Polytechnic University (PolyU) is set to make its debut at Paris-based Viva Technology 2026 (VivaTech), Europe's flagship premier event dedicated to technological innovation and startup collaboration. PolyU's first-ever participation at the prestigious tech summit which is composed of a startup exhibition and two insight-packed seminars, will be led by Prof. Christopher CHAO, PolyU's Senior Vice President (Research and Innovation), and Prof. ZHENG Zijian, Vice President (Knowledge Transfer). This milestone underscores the University's expanded global outreach and strengthened engagement with European markets.

The University will present five outstanding PolyU-nurtured startups across high-growth tech domains, including AI and Robotics, Health Tech, Sustainable and Climate Tech, and FinTech. As Europe's most influential innovation gathering, VivaTech brings together global visionaries, startup founders, industry leaders, investors and corporate innovators, serving as a pivotal platform for cross-border collaboration and technological knowledge exchange. PolyU's participation at VivaTech further extends its global innovation footprint into Europe, and connects the University and its startups with international investment and market resources.

In addition to the exhibition, PolyU will host an exclusive thematic session on-site and engage in high-level industry dialogues to deepen collaboration between Europe and Hong Kong. On 18 June, PolyU will stage a dedicated seminar titled “Breaking Barriers with Autonomous Systems: Transforming Industries with AI Innovation,” where Prof. Chao will deliver the opening remarks, and Prof. Zheng will share his insight on how Hong Kong is scaling innovation as a leading AI hub, driving technological advancement and fostering global collaboration. Meanwhile, the five PolyU startups will share about their journeys in innovation and entrepreneurial endeavours.

On 19 June, Prof. Chao will participate as a distinguished speaker in the Executive Dialogue during the HKTDC-hosted Hong Kong Seminar-cum-Networking Reception. Centred on the theme “Talent & Infrastructure Powering the Hong Kong Tech Leadership and Global Collaboration,” the high-level seminar also features distinguished leaders representing the forefront of Hong Kong's innovation and technology ecosystem. Prof. Chao will engage in in-depth topics such as how to attract and nurture global talent, and how academia-driven initiatives can drive technological synergies between Hong Kong and Europe.

【Prof. Christopher Chao and Prof. Yang Hongxia on promoting the expansion of computing power to support the development of new industrialisation】
Computing power is the “new water and electricity” of the digital era. The training, inference, deployment, and industrial application of artificial intelligence (AI) all rely on sufficient and efficient computing power. In the face of global competition in AI infrastructure, Hong Kong should leverage its own strengths to build a high-performance, high-credibility, low-carbon, and sustainable AI infrastructure system. Prof. Christopher Chao, Senior Vice President (Research and Innovation) of PolyU and Director of PReCIT, and Prof. Yang Hongxia, Executive Director of PolyU Academy for Artificial Intelligence and Associate Dean (Global Engagement) of Faculty of Computer and Mathematical Sciences, penned an article in Wen Wei Po, stating that with the rapid growth in demand for AI computing power, energy efficiency will become a key indicator of the competitiveness of future AI infrastructure. Given Hong Kong's hot climate, high electricity costs, and limited energy resources, greater attention must be paid to the “cooling techniques” behind computing power. Through intelligent energy management and advanced cooling technologies, Hong Kong can explore a low-carbon path that releases more computing power value with less energy consumption.

【Prof. Christopher Chao and Prof. Zheng Zijian on facilitating research translation】
PolyU led 18 start-up teams to participate in the Hong Kong International InnoEX last month. With artificial intelligence as the theme, the teams showcased cutting-edge technologies in AI+, robotics, and low-altitude economy to over 88,000 attendees from different regions, demonstrating innovative solutions and exploring opportunities for the translation and implementation of relevant projects.

Prof. Christopher Chao, Senior Vice President (Research and Innovation) of PolyU and Director of PReCIT, shared that PolyU's projects possess outstanding transformation potential. Many of these solutions integrate AI and robotics technologies, reflecting PolyU's commitment to advancing research in related fields, which also aligns closely with the government's direction of promoting “AI+” innovation and technology development.

Prof. Zheng Zijian, Vice President (Knowledge Transfer) of PolyU, added that PolyU actively arranges for start-up teams to participate in high-quality local and international innovation activities, providing them with an international showcase platform, thereby further realising research translation, and enhancing commercial value and social impact.

特首政策組組長黃元山博士衷心感謝專家組成員一直積極建言獻策,無私分享各自領域的專業知識與研究成果,為特首政策組的政策研究工作提供重要參考。

特首政策組專家組是一個諮詢組織,於2023年5月成立,由61位來自商業和金融界別、專業人士、智庫及學術界等不同背景的人士組成,就各項議題向特首政策組提供專業意見和嶄新構思。

【Prof. Christopher Chao reappointed to Chief Executive's Policy Unit Expert Group】
Prof. Christopher Chao, Senior Vice President (Research and Innovation) of PolyU and Director of PReCIT, has been reappointed to the Research Strategy Expert Group of the Chief Executive's Policy Unit Expert Group (CEPU). The term will take effect from 30 May 2026, and end on 30 June 2027.

The Head of the CEPU, Dr Stephen Wong, expressed his gratitude to the Expert Group members for their active contributions and invaluable advice, as well as for their generous sharing of expertise and research findings in their respective fields, providing important references for the policy research work of the CEPU.

As an advisory body, the CEPU Expert Group was established in May 2023 and consists of 61 members of different backgrounds including business, finance, professional, think tanks and academia to provide expert views and new ideas to the CEPU on various topics.

【Prof. Christopher Chao on the development of new energy vehicles in Hong Kong】
Prof. Christopher Chao, Senior Vice President (Research and Innovation) of PolyU and Director of PReCIT, penned an article in Wen Wei Po, sharing the research team’s latest findings on the suitability of electric vehicles (EVs) and hydrogen fuel cell vehicles (HFCVs) in Hong Kong. The study, supported by the Public Policy Research Funding Scheme, provides evidence-based reference for Hong Kong’s transport decarbonisation policies. Prof. Chao also highlighted that Hong Kong’s new energy vehicle development is transitioning from primarily replacing fuel-powered cars with EVs toward a new ecosystem where multiple energy technologies coexist and different transport scenarios operate in synergy.

【國際氫能發展論壇2026:高溫電解技術引領綠氫未來】
由機電工程署主辦,中國氫能聯盟協辦,以及香港理工大學(理大)科技及創新政策研究中心與多個單位聯合支持的國際氫能發展論壇2026於5月18日至20日在香港會議展覽中心圓滿舉行,匯聚全球專家共同探索氫能技術前沿與產業路徑。

理大建設及環境學院副院長兼建築環境及能源工程學系主任倪萌教授應邀發表演講,聚焦 「用於綠色氫能生產的高溫電解技術」,深入剖析如何通過科技創新降低綠氫成本、提升效率,助力碳中和目標。倪教授表示,高溫電解槽相比低溫電解效率更高、無需貴金屬催化劑,被視為實現大規模綠氫生產的關鍵技術。

【International Hydrogen Development Forum 2026: High-Temperature Electrolysis Technology Leads the Future of Green Hydrogen】
The International Hydrogen Development Forum 2026, hosted by the Electrical and Mechanical Services Department, co-organised by the China Hydrogen Alliance, and supported by The Hong Kong Polytechnic University's (PolyU) Policy Research Centre for Innovation and Technology and several other units, was successfully held from 18 May to 20 May at Hong Kong Convention and Exhibition Centre. The forum brought together global experts to explore the frontiers of hydrogen technology and industry pathways.

Prof. Ni Meng, Associate Dean of Faculty of Construction and Environment and Head of Department of Building Environment and Energy Engineering of PolyU, was invited to deliver a speech focusing on “high temperature electrolyzers for green hydrogen production,” analysing how technological innovation can reduce the cost of green hydrogen, improve efficiency, and contribute to carbon neutrality goals. Prof. Ni shared that compared to low-temperature electrolysis, high-temperature electrolyzers offer higher efficiency and do not require precious metal catalysts, making them a key technology for achieving large-scale green hydrogen production.

Hydrogen energy is a crucial carrier for a zero-carbon future. PolyU continues to advance cutting-edge technology research and development and foster cross-disciplinary collaboration, contributing Hong Kong's expertise to the global energy transition.

【理大舉辦前海創享周 科技聯通亞太論壇推動國際創新合作】
理大積極推動科技創新,於5月6日至20日在深圳前海舉行「前海『理』好:香港理工大學前海創享周」。是次活動由理大前海前沿技術創新中心、理大科技及創新政策研究中心、理大知識轉移及創業處主辦,並由香港青年科學家協會、前海國際人才服務中心、前海深港青年夢工場合辦。全系列活動包括粵港澳大灣區智慧醫療學術論壇、人工智能生成内容(AIGC)主題沙龍、科技聯通亞太主題論壇、人工智能(AI)智能設計論壇、深港雙城博士行,以及創業落地的政策導航與實務分享等,為深港兩地與亞太地區搭建科技創新交流合作的重要平台。

【PolyU holds Qianhai Innovation and Culture Week; Asia-Pacific technology forum promotes international innovation cooperation】
PolyU held the “PolyU Qianhai Innovation and Culture Week” in Qianhai, Shenzhen from 6 to 20 May. The Week, organised by PolyU’s Qianhai Disruptive Technology and Innovation Research Centre (QHRC), Policy Research Centre for Innovation and Technology (PReCIT), and Knowledge Transfer and Entrepreneurship Office (KTEO), and co-organised by The Hong Kong Young Scientist Association, Qianhai International Talent Service Center, and Qianhai Shenzhen-Hong Kong Youth Innovation and Entrepreneur Hub, featured a series of activities, including the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) Academic Forum on Smart Healthcare, an Artificial Intelligence Generated Content (AIGC)-themed Salon, an Asia-Pacific technology forum, an Artificial Intelligence (AI) Intelligent Design Forum, a Shenzhen-Hong Kong PhD Exchange and Study Tour, and sessions on Policy Navigation and Landing Practice for Entrepreneurs. These activities created a vital platform for science and technology innovation exchange and cooperation between Shenzhen, Hong Kong and the wider Asia-Pacific region.

The flagship event, “Technology Connecting Asia-Pacific: APEC Economies’ Innovation Policy and International Cooperation Forum”, was held on 11 May. The Forum brought together leading experts and scholars from home and abroad to explore pathways for synergy in innovation policies and international collaboration across the Asia-Pacific region, and attracted over 100 participants from government, academia, research institutions and industry.

Prof. Christopher CHAO, Senior Vice President (Research and Innovation) and Director of PReCIT of PolyU, and Fellow and Senior Vice President of the Hong Kong Academy of Engineering, said in his opening remarks, “The Forum’s theme accurately captures the pulse of the times. Technological innovation is the core driver of global economic growth, while deepening regional cooperation, facilitating knowledge flows, and strengthening policy coordination are shared priorities for all APEC economies. It creates vital connections between talent, industry and markets, fostering shared prosperity across the Asia-Pacific region.”

【PolyU Showcases Startup Incubation and Knowledge Transfer Excellence at Asia Summit on Global Health】
Ageing populations and the growing prevalence of chronic diseases means demand for healthcare services continues to rise. PolyU is leveraging its strengths in interdisciplinary research by bringing together expertise in artificial intelligence, healthcare and biomedical engineering to drive research and knowledge transfer, and support Hong Kong’s development into an international health and medical innovation hub. On 11 and 12 May, PolyU scholars, startups and research teams participated in the Asia Summit on Global Health, engaging with experts, academics, investors and industry representatives from around the world through thematic forums, the InnoHealth Showcase exhibition and startup pitching sessions. The event provided a valuable platform for showcasing PolyU’s innovative research achievements in life sciences and healthcare technologies.

Prof. Christopher CHAO, Senior Vice President (Research and Innovation) of PolyU and Director of PReCIT, served as the panel chair for the thematic session “Unlocking Growth in Silver Health: From Precision Medicine to Smart Ageing Innovations.” Together with industry experts from around the world, the panel shared their views on how precision medicine and smart technologies can be harnessed to improve quality of life for the elderly and to address social and economic challenges arising from an ageing population. Prof. Chao said, “Our participation today reflects PolyU’s steadfast commitment to becoming a global powerhouse in health technology. By combining our research excellence with a strong startup ecosystem, we are not just imagining the future of medtech—we are building it.”

【陳家聰博士及鄒國棠教授剖析香港新能源與電動車發展機遇】
由香港理工大學(理大)科技及創新政策研究中心(PReCIT)與電動車研究中心(RCEV)合辦的「香港新能源發展研討會」匯聚了頂尖專家、學者及業界代表,共同探討電動車普及、智能充電、氫能基礎設施及低空經濟等關鍵領域的系統性發展藍圖。研討會期間,理大建築環境及能源工程學系兼PReCIT助理教授(研究)陳家聰博士,以及RCEV聯合主任兼電能工程講座教授鄒國棠教授就香港新能源發展的挑戰接受了香港中通社的訪問。

陳家聰博士指出,目前香港的充電設施過於集中在維港兩岸,外圍地區明顯不足。他建議按「因地制宜」的原則佈局:在住宅區提供中慢速充電設施供車主過夜充電,而商業樓宇較多的地區則適合設置快速充電設施。此外,他建議政府整合資訊平台以提供準確的即時數據。在長遠電網脫碳方面,陳博士提出結合「車網互動」(V2G)技術將電動車轉化為電能儲備以減緩用電峰值,並期望在2030年前開展海上風力發電測試項目。

鄒國棠教授則分享了對未來充電技術的展望,預期無線充電將會大行其道。他指出無線充電具備極高安全性且無觸電危險,更是未來無人駕駛汽車的必要條件。他預計靜態無線充電將於未來一兩年內普及;而能讓車輛邊走邊充的動態無線充電,雖然投資龐大,但有望在五年後出現,這將大幅減少車輛對電池的依賴,對整體環境大有裨益。

【Dr Oscar Chan and Prof. Chau Kwok-tong Analyzed Opportunities in Hong Kong's New Energy and EV Development】
At the Hong Kong New Energy Development Symposium hosted by PolyU PReCIT and RCEV, leading experts, academics, and industry representatives gathered to discuss a systematic development blueprint for key areas, including electric vehicle (EV) adoption, smart charging, hydrogen infrastructure, and the low-altitude economy. During the symposium, Dr Oscar Chan, Research Assistant Professor at BEEE and PReCIT, and Prof. Chau Kwok-tong, CDoRCEV and Chair Professor of Electrical Energy Engineering, were interviewed by Hong Kong China News Agency regarding the challenges facing the city in new energy development.

Dr Oscar Chan pointed out the uneven distribution of current charging facilities, which are concentrated on both sides of Victoria Harbour. He recommended a "location-specific" deployment approach: installing medium and slow chargers in residential areas for overnight charging, while deploying fast-charging facilities in commercial districts. Furthermore, he suggested integrating information platforms to provide accurate real-time data for users. For long-term grid decarbonisation, Dr Chan highlighted the potential of Vehicle-to-Grid (V2G) technology, which turns EVs into energy reserves to shave peak electricity loads, and expressed hope for conducting offshore wind power test projects before 2030.

Prof. Chau Kwok-tong shared his insights on the future of charging technologies, anticipating that wireless charging will become mainstream. He emphasised that wireless charging is highly safe with no risk of electric shock, making it an essential condition for future autonomous vehicles. He projected that static wireless charging will emerge in the next one to two years, while dynamic wireless charging (charging on the go) could become a reality in about five years. Despite the substantial investment required, it would significantly reduce reliance on batteries and benefit the overall environment.

香港的能源轉型不僅是技術革新,更是發展理念與城市治理模式的系統性升級。在5月4日舉行的「香港新能源發展研討會」中,與會者一致認為香港需完善政策與基建,並構建從上游生產到下游應用的新能源供應鏈,以提升能源安全與產業競爭力。

理大高級副校長(研究及創新)兼科技及創新政策研究中心主任趙汝恒教授表示,香港新能源轉型須以電力系統承載力為核心,推動新能源由點至面全面鋪開。趙教授強調,電動車的規模化普及是能源轉型中可見度最高的一環,但其發展正面臨充電體驗不均、電網承載壓力等瓶頸。他提出三個重點策略:第一,以需求為本「按區補短板」,在充電缺口或增長快速地區制定清晰目標,兼顧快充與住宅充電的公平性;第二,推動「智能充電與需求側管理」,透過利用非高峰時段充電及加強與電網協同,緩解用電高峰負荷壓力;第三,加速「綠電與儲能協同部署」,提升本地零碳電力比例,確保減排效益可驗證。

理大建築環境及能源工程學系兼科技及創新政策研究中心助理教授(研究)陳家聰博士指出現有充電站設置存在四大問題,包括電網及電力接入限制、標準化與互操作性問題、土地/單位空間不足、地理分佈不均。他建議以「因地制宜」的方式佈局充電樁:住宅密集區如元朗、西貢,應集中安裝中/慢速充電樁,讓車主過夜充電;商業核心區則應部署快速充電設施。

信能低碳有限公司執行董事蘇達文先生亦強調,香港需要全面建設一個「EV生態系統」,並促請政府設立針對新能源產業的跨部門工作小組或審批機制,讓業界毋須逐個部門奔走,加快審批流程。

香港特別行政區立法會議員(科技創新界)邱達根先生認為,㇐方面政府要完善政策和基建,㇐方面業界要構建上游生產、中游輸送以至下游應用的完整供應鏈,兩者協同推進才可望令新能源逐步普及。

【Academia, industry and researchers on the future of new energy】
Hong Kong’s energy transition is not merely a matter of technological upgrade, but a systematic evolution in development philosophy and urban governance. At the Hong Kong New Energy Development Symposium held on 4 May, participants agreed on the need to refine its policies and infrastructure, and build a new energy supply chain encompassing upstream production and downstream application to enhance energy security and industrial competitiveness.

Media further reported the Symposium:
Prof. Christopher CHAO, Senior Vice President (Research and Innovation) of PolyU and Director of PReCIT, stated that Hong Kong’s new energy transition must be centred on the carrying capacity of the power system to enable a comprehensive rollout. Prof. Chao highlighted that the widespread adoption of EVs is the most visible aspect of the energy transition, yet it faces bottlenecks such as uneven charging experiences and grid load pressure. He proposed three key strategies: first, adopting a demand-driven approach to “address regional gaps”, setting clear targets and timelines for areas with charging shortages or rapid growth, and ensuring fairness between fast and residential charging; second, promoting “smart charging and demand-side management” to alleviate peak loads through off-peak charging and grid coordination; and third, accelerating the “coordinated deployment of green power and energy storage” to increase the proportion of local zero-carbon electricity and ensure verifiable emission reduction benefits.

Dr Oscar CHAN Ka-chung, Research Assistant Professor of the PolyU Department of Building Environment and Energy Engineering and PReCIT, pointed out four major issues with the existing charging station setup, including grid and power access limitations, standardisation and interoperability problems, insufficient land/unit space, and uneven geographical distribution. He recommended adopting a “location-specific” approach to deploy charging piles: in densely populated residential areas like Yuen Long and Sai Kung, medium/slow charging piles should be concentrated to allow overnight charging for vehicle owners; while in commercial core areas, fast charging facilities should be deployed.

Mr David SO, Executive Director of CCIAM E&E Engineering Limited, also emphasised that Hong Kong needs to comprehensively develop an “EV ecosystem” and urged the Government to establish a cross-departmental task force or approval mechanism for the new energy industry, enabling the sector to avoid running between multiple departments and speeding up the approval process.

The Hon. Duncan CHIU, Member of the Legislative Council (Technology and Innovation Constituency) of the Hong Kong Special Administrative Region, argued that, whilst the Government must refine its policies and infrastructure, industry had to establish an extensive supply chain, spanning from upstream production, midstream distribution and storage, to downstream applications; only through coordinated efforts could the widespread adoption of new energy be achieved.
