Chief Olisa Metuh, in his address at Maiden International Conference of the Department of Political Science, Nnamdi Azikiwe University on July 24, 2025, calls for urgent reforms to Nigeria’s party system as essential for achieving good governance, security, and development. He argues that Nigeria cannot move forward without institutionalizing its political parties and ensuring they are robust and accountable. Drawing from global and African political realities, he advocates for deep ideological, structural, and constitutional reforms in Nigeria's democracy.
Key Insights:
1. Shift from Government to Governance: Development should focus not only on economic growth (GDP) but also on democratic principles like rule of law and transparency, emphasizing good governance over large government structures.
2. Significance of Strong Institutions: Political parties play a critical role in fostering sustainable development. Weak institutions in Nigeria fuel corruption and instability, hindering progress.
3. Challenges to Democracy in Africa: Despite adopting multi-party systems, many African countries, including Nigeria, have failed to achieve expected development. Influential African leaders have raised doubts about whether Western democratic models are suitable without internal reforms.
4. Problems in the Current System: Growing discontent, especially among the youth, has led to nostalgia for military regimes and authoritarian models. However, history shows that military rule causes more harm than good, making it imperative to fix, rather than abandon, democracy.
5. Weak Political Parties: Nigeria's political parties are plagued by a lack of clear ideology, instability, poor funding, and inconsistent discipline, leading to weak governance.
Metuh’s Doctrine for Reform:
1. Restore Ideology: Political parties should have clear ideological frameworks to guide their actions and gain public trust.
2. Enforce Manifestos: Political parties must be held accountable for their campaign promises, ensuring that manifestos are binding and trackable.
3. Ban Political Defections: Constitutional amendments should prevent defection during a term, except in cases like mergers.
4. Institutionalize Zoning: Implement power rotation in the Constitution to reduce ethnic tension and ensure inclusivity.
5. Reform Party Funding: Introduce transparent fundraising mechanisms, performance-based public funding, and caps on campaign spending. An Independent Party Finance Commission should be established to oversee and sanction parties.
6. Political Education: Educate citizens on party ideologies, manifestos, and political accountability to foster deeper civic engagement.
Relevance to Anambra 2025 Gubernatorial Election:
Metuh’s message is a call for action in Anambra, urging voters to assess political parties beyond personal loyalty and consider their ideological commitment. He emphasizes the importance of supporting a party system that focuses on people’s needs, not individual power. The election is an opportunity for Anambra to choose a leader committed to institutional reforms and democracy, not just a figurehead.
