PUP Center for Public Administration and Governance Studies - CPAGS

VISION

The PUP Center for Public Administration and Governance Studies (CPAGS) aims to succeed in its crucial role of being at the forefront of research, extension and development initiatives that seek to unite efforts to mitigate poverty which is glaringly manifested in different states of extreme human deprivation.

The PUP CPAGS is committed to contribute in alleviating poverty through its advocacy of promoting good governance. It intends to be directly involved in the continuing dialogue for better delivery of government services that will benefit the underprivileged. Its institutional competencies will be utilized to contribute in the area of good public management and effect societal transformation.

MISSION

The PUP CPAGS will vigorously engage in capacity-building for its faculty and students to significantly undertake continuing research, develop instruction, conduct community extension services towards attaining the following advocacies - helping government in advancing human development through pro-poor policies and programs; empower and enable key sectors of civil society and the marginalized through meaningful involvement and constructive engagement with government; and assist in introducing key institutional reforms demanding more accountability, accessibility, transparency and responsiveness in the delivery of basic services of the bureaucracy.

OBJECTIVES

Play a major role in the localization and mainstreaming of the Sustainable Development Goals particularly the following: Goal 1 - End poverty in all its forms everywhere by 2030; and Goal 17 - Strengthen the means of implementation and revitalize the global partnership for sustainable development (particularly in the following areas of intervention - Political, Electoral, Legislative and Government Reforms).

- Embed a culture of research in PUP as part of the Ten Pillars of President Manuel M. Muhi;
- Re-tool the technical-administrative-political capacities of policymakers and public managers through relevant trainings and similar academic discourses;
- Reinforce the performance of academic scholars in shaping government actions on urgent policy issues and undertaking of public sector reforms; and
- Enrich the instruction of public administration geared towards dynamic political participation in both national and local settings.

FUNCTIONS

- Formulates plans and programs towards the development of researches and studies on public administration, governance and related issues;
- Undertakes researches, organizes lectures, symposia, conferences and the like promoting effective and efficient public administration and governance;
- Establishes linkages and networking activities with groups and agencies having similar objectives;
- Publishes papers and documents on field experience and theoretical studies on public administration and governance;
- Provides consultancy and advisory services on public administration and governance research, and development studies;
- Establishes Professorial Chairs, Fellowship Grants, Scholarships and Student/Faculty Exchange Programs for the study of public administration and governance; and
- Promotes integration of courses on good public administration and governance in the curriculum for a Bachelor’s degree as a minor field of study.

PUP, MMDA partner for Research and Academic-related projects

The Polytechnic University of the Philippines, through the College of Political Science and Public Administration (CPSPA) and the Open University System, and the Metropolitan Manila Development Authority MMDA are now official partners after signing the Memorandum of Agreement on September 1, 2021.

PUP and MMDA have committed to collaborate on areas of Research, Extension Activities, Faculty Immersion, Students Internship, Chairman Abalos as Professorial Chairholder for Public Administration, and the enrollment of MMDA personnel in the Master of Public Administration MPA, Bachelor of Public Administration (BPA) and other programs offered by PUP under the MMDA Staff Development Program.

The ceremonial signing was attended by PUP President Dr. Manuel M. Muhi and MMDA Chairman Benjamin “Benhur” C. Abalos Jr. accompanied by Atty. Victor Nunez and Atty. Victor Trinidad.

Also present in the event were officials of the CPSPA led by Dean Antonius C. Umali, Chairpersons Elmer M. Soriano of the Department of Public Administration and Governance, Jean Paul G. Martirez of the Department of Political Science and International Studies, Estefanie R. Cortez of the Department of Political Economy, Ramces Dili, the Chief of the Center for Public Administration and Governance under the OVPRED, and several faculty members.

OUS Executive Director Dr. Carmencita L. Castolo, Institute for Open and Distance Education Director Dr. Rosemariebeth Dizon, Institute of Non-traditional Study Program and ETEEAP Director Dr. Guillermo O. Bernabe, Institute of Continuing and Professional Development Director Dr. Evangelina Seril, OUS Registrar Ms. Elizabeth Fernando, the chiefs of offices, and course specialists from the BPAOUS program also witnessed the ceremonial signing.

RAMCES DILI, Chief of Center for Public Administration and Governance Studies presented his research, SUSTAINABILITY IN AGRICULTURAL SECTOR: AN ASSESSMENT ON THE IMPACT OF THE COVID-19 OUTBREAK ON FOOD SECURITY IN THE PHILIPPINES this afternoon on the 2nd International Conference on Education, Environment and Agriculture (ICEEA 2021).

Indeed, Mr. Dili said that "The COVID-19 pandemic has a great impact on the actions and activities of humanity, and these impacts are also being felt by the food and agriculture sector."

Last June 14, 2021, the College of Political Science and Public Administration (CPSPA) Faculty headed by Dean Antonius Umali had a meeting with Metropolitan Manila Development Authority (MMDA) Chairman Benhur Abalos for the official seal of their partnership.

Dean Umali and Assoc Dean Soriano presented the linkage and possible research collaboration between MMDA and PUP. This collaboration is a stepping stone to successfully provide research that aims to give betterment to the community. The meeting ended successfully, and everyone is excited about the partnership.
