𝗣𝗦𝗧 𝗦𝘂𝗺𝗽𝗮𝘆 𝗟𝗶𝗸𝗲𝗻𝘀 𝗟𝗲𝗮𝗱𝗲𝗿𝘀𝗵𝗶𝗽 𝘁𝗼 𝗮 𝗦𝘂𝗻𝗳𝗹𝗼𝘄𝗲𝗿: 𝗚𝗿𝗼𝘄 𝗪𝗶𝘁𝗵 𝘁𝗵𝗲 𝗟𝗶𝗴𝗵𝘁, 𝗦𝘁𝗮𝘆 𝗚𝗿𝗼𝘂𝗻𝗱𝗲𝗱

Hon. Jester Carl Sumpay, President and Student Trustee of the CSPC – Supreme Student Council, delivered a Message of Support during SOLEIL 2026, the annual turnover and oath taking ceremony of the Junior Financial Executives (JFINEX) – CSPC Chapter and The Analyst Publication, on August 27, 2026, at the CSPC Amphitheater.

With the event’s theme, “Ascend. Lead. Transcend.” and soleil, the French word for “sun,” Hon. Sumpay spoke about a question every student leader should keep asking: why do we serve?

“𝘔𝘢𝘺 𝘸𝘦 𝘣𝘦 𝘭𝘪𝘬𝘦 𝘴𝘶𝘯𝘧𝘭𝘰𝘸𝘦𝘳𝘴 𝘢𝘴 𝘺𝘰𝘶𝘯𝘨 𝘭𝘦𝘢𝘥𝘦𝘳𝘴 𝘰𝘧 𝘵𝘰𝘮𝘰𝘳𝘳𝘰𝘸. 𝘔𝘢𝘺 𝘸𝘦 𝘳𝘪𝘴𝘦 𝘢𝘯𝘥 𝘧𝘰𝘭𝘭𝘰𝘸 𝘵𝘩𝘦 𝘴𝘶𝘯. 𝘔𝘢𝘺 𝘸𝘦 𝘨𝘳𝘰𝘸 𝘶𝘱𝘸𝘢𝘳𝘥 𝘸𝘪𝘵𝘩 𝘱𝘰𝘴𝘪𝘵𝘪𝘷𝘪𝘵𝘺,” Hon. Sumpay said, encouraging the incoming officers to keep growing while keeping their feet on the ground and their hands ready to serve.

He also reminded the outgoing officers that leaving a position does not mean leaving service behind. A title may end with a term, but the responsibility to serve does not have to end with it.

For the new officers of JFINEX and The Analyst Publication, the challenge remains simple: keep growing, keep serving, and remember why you chose to lead in the first place.

Hon. Jester Carl Sumpay, President and Student Trustee, joined Kamp Pag-asa 2.0 as a guest speaker on August 15, 2026, at C-Farm Resort, La Medalla, Baao, Camarines Sur.

Speaking on “Pamumuno, Puso, at Layunin: Building Young Champions for the Nation,” Hon. Sumpay reminded the youth of San Isidro that leadership is not measured by the position one holds, but by the service one gives and the impact one leaves.

He further emphasized that leadership should extend beyond the presence of a camera, an audience, or even a title. For him, genuine leadership is rooted in the willingness to serve and create an impact, even when no one is watching.

The activity was spearheaded by the Sangguniang Kabataan of San Isidro, Iriga City, led by Hon. John Michael N. Laniog, SK Chairperson, as part of its efforts to strengthen youth leadership and encourage young people to take an active role in their communities.

For Hon. Sumpay, positions may be temporary and titles may eventually be left behind, but the commitment to serve should remain. Because when the title is gone, it is the kind of service we leave behind that tells the story of the leader we chose to be.

𝗣𝗦𝗧 𝗔𝘁𝘁𝗲𝗻𝗱𝘀 𝗖𝗛𝗦 𝗦𝘁𝗮𝗸𝗲𝗵𝗼𝗹𝗱𝗲𝗿𝘀’ 𝗠𝗲𝗲𝘁𝗶𝗻𝗴

On June 23, 2026, President and Student Trustee Hon. Jester Carl Sumpay attended the Stakeholders’ Meeting of the College of Health Sciences (CHS) as part of the preparations for the universityhood of Camarines Sur Polytechnic Colleges (CSPC).

The meeting centered on the formulation of the Mission, Vision, and Goals of the Nursing and Midwifery programs, bringing together stakeholders to strengthen the academic direction of both programs.

Representing the student body, Hon. Sumpay took part in the discussions, contributing the students' perspective as the College continues its preparations toward universityhood.

𝗛𝗼𝗻. 𝗦𝘂𝗺𝗽𝗮𝘆 𝗧𝗮𝗸𝗲𝘀 𝗢𝗮𝘁𝗵, 𝗕𝗲𝗴𝗶𝗻𝘀 𝗧𝗲𝗿𝗺 𝗮𝘀 𝗣𝗿𝗲𝘀𝗶𝗱𝗲𝗻𝘁 𝗮𝗻𝗱 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗧𝗿𝘂𝘀𝘁𝗲𝗲

On July 20, 2026, Hon. Jester Carl Sumpay, the newly elected President and Student Trustee (PST), together with the newly elected Supreme Student Council (SSC) officers, officially took their oath of office during a ceremony held at the CSPC Board Room, marking the start of their term.

The oath was administered by CSPC SUC President III, Dr. Amado A. Oliva, Jr. Also present during the ceremony were Student Affairs and Services (SAS) Director Dr. Jay L. Luzon and SSC Adviser Mr. Elbert O. Baeta.

As President and Student Trustee, Hon. Sumpay represents the student body in the Board of Trustees, where he brings forward matters concerning the welfare and interests of the CSPCeans.

𝗡𝗼𝘁 𝗘𝘃𝗲𝗿𝘆 𝗙𝗼𝗿𝗺 𝗼𝗳 𝗟𝗲𝗮𝗱𝗲𝗿𝘀𝗵𝗶𝗽 𝗶𝘀 𝗘𝘅𝗲𝗿𝗰𝗶𝘀𝗲𝗱 𝗳𝗿𝗼𝗺 𝘁𝗵𝗲 𝗙𝗿𝗼𝗻𝘁. 𝗠𝗼𝗿𝗲 𝗢𝗳𝘁𝗲𝗻, 𝗶𝘁 𝗶𝘀 𝗦𝘂𝘀𝘁𝗮𝗶𝗻𝗲𝗱 𝗳𝗿𝗼𝗺 𝗪𝗶𝘁𝗵𝗶𝗻.

For Academic Year 2025–2026, the CSPC Office of the Student Trustee recognizes 𝗠𝘀. 𝗠𝗮. 𝗟𝗼𝘂𝗿𝗱𝗲𝘀 𝗖𝗮𝗿𝗺𝗲𝗻 𝗔. 𝗧𝘂𝗹𝗮𝗯𝗼𝘁 and 𝗠𝗿. 𝗙𝗲𝗹𝗶𝘅 𝗜𝗜 𝗪. 𝗕𝗲𝗿𝗺𝗲𝗼 for the standard they upheld from the first document of the term to the last.

Throughout their term, they served as Secretaries of the Student Trustee, carrying out the responsibilities entrusted to them with professionalism and diligence. Their work formed an important part of the Office's daily operations and supported the delivery of its programs and official functions.

The Office may welcome new hands, but it will do so carrying forward the standard you helped establish.

Camarines Sur Polytechnic Colleges (CSPC) has adopted a zero-based grading system effective Academic Year 2025–2026, which will apply to all current first-year students and succeeding batches, replacing the transmutation method to ensure a more accurate and transparent evaluation of student performance.

Under the revised policy, grades will be computed directly from raw scores using the formula (Raw Score ÷ Total Items) × 100. The removal of transmutation aims to address concerns on grade inflation and strengthen the integrity of academic distinctions, including Latin honors.

The updated system retains existing grading components but maintains varied weight distributions across non-laboratory, laboratory, and workshop subjects to reflect course-specific requirements.

The minimum passing grade remains at 75 percent (3.0), with grades below this threshold marked as failing.

This shift is a part of efforts to strengthen academic integrity and align its grading system with national standards set by the Commission on Higher Education (CHED), as well as practices observed in other higher education institutions.

Camarines Sur Polytechnic Colleges (CSPC) has released formal guidelines for the implementation of Related Learning Experience (RLE) and clinical practicum for students in the Bachelor of Science in Nursing (BSN) and Bachelor of Science in Midwifery (BSM) programs, effective School Year 2025–2026.

Under the policy, student group sizes will be regulated per level:

• Levels I and II: 8–11 students
• Level III: 10–13 students
• Level IV: 12–15 students
• Specialized clinical areas: 5–6 students

Faculty members will supervise RLE and practicum activities, with compensation computed on a lecture-hour equivalent basis. Fees will be standardized based on faculty workload and required contact hours, with an additional 25% indirect cost. Collected fees will support faculty remuneration, facility upgrades, equipment, and academic development programs.

Students may settle fees in installments: 25% upon enrollment, 50% before midterms, and 25% before final examinations. Promissory notes are allowed, provided the balance is fully paid by semester’s end.

Camarines Sur Polytechnic Colleges (CSPC) has adopted flexible guidelines for Latin honors, raising eligibility standards while retaining existing grade thresholds. 𝗧𝗵𝗲 𝗿𝗲𝘃𝗶𝘀𝗲𝗱 𝗽𝗼𝗹𝗶𝗰𝘆 𝗮𝗽𝗽𝗹𝗶𝗲𝘀 𝘁𝗼 𝗮𝗹𝗹 𝗰𝘂𝗿𝗿𝗲𝗻𝘁 𝗳𝗿𝗲𝘀𝗵𝗺𝗲𝗻 𝘂𝗻𝗱𝗲𝗿 𝘁𝗵𝗲 𝘇𝗲𝗿𝗼-𝗯𝗮𝘀𝗲𝗱 𝗴𝗿𝗮𝗱𝗶𝗻𝗴 𝘀𝘆𝘀𝘁𝗲𝗺 𝗮𝗻𝗱 𝘁𝗼 𝘀𝘂𝗰𝗰𝗲𝗲𝗱𝗶𝗻𝗴 𝗯𝗮𝘁𝗰𝗵𝗲𝘀 𝗶𝗻 𝘁𝗵𝗲 𝗰𝗼𝗺𝗶𝗻𝗴 𝗮𝗰𝗮𝗱𝗲𝗺𝗶𝗰 𝘆𝗲𝗮𝗿𝘀.

The updated guidelines retain the existing General Weighted Average (GWA) brackets: 1.00–1.20 for summa cm laude, 1.21–1.45 for magna cm laude, and 1.46–1.75 for cm laude.

To qualify, students must have no failing grades, complete their program within the prescribed period, and maintain a regular academic load of at least 15 units per semester, except in cases where credited subjects limit available courses. They must also have no record of disciplinary violations.

The policy also sets stricter conditions for transferees. Only grades earned at CSPC will be included in the GWA computation, while subjects from previous institutions will be marked as “passed.” Transferees must complete at least 75% of their total academic units at the college and meet a minimum residency of three years to qualify for honors.

Meanwhile, Physical Education (PE) grades will be included in computing the GWA, while National Service Training Program (NSTP) grades will remain excluded. Students who took an academic leave must present approved documentation to remain eligible.

Under the revised policy, graduating students are now required to apply for Latin honors through the Registrar’s Office within the set period before graduation, with only applicants to be evaluated for eligibility.

The revised policy is more flexible, allowing students to qualify for Latin honors even with grades below 2.0, as long as they don’t fail any course.

With these revisions, Latin honors reward sustained performance and genuine excellence.

Making these documents readily available aims to promote transparency and ensure that members of the academic community remain informed of the standards upheld by the institution.
