𝐃𝐎𝐄 𝐒𝐮𝐩𝐩𝐨𝐫𝐭𝐬 𝐒𝐮𝐬𝐭𝐚𝐢𝐧𝐚𝐛𝐥𝐞 𝐀𝐯𝐢𝐚𝐭𝐢𝐨𝐧 𝐅𝐮𝐞𝐥 𝐔𝐬𝐞

The Department of Energy (DOE) reaffirmed its commitment, as Co-Chair of the National Biofuels Board (NBB), to advancing Sustainable Aviation Fuel (SAF) development during the first installment of the 2026 SAF Policy Development Workshop.

Represented by the Renewable Energy Management Bureau, the DOE emphasized the role of SAF in enhancing national energy security and reducing dependence on imported fuels.

To drive priority actions, a multi-agency policy working group was established, bringing together the Civil Aviation Authority of the Philippines (CAAP), Island Skies Alliance, Boeing, the Subic-Clark Alliance for Development, and the National Aviation Academy of the Philippines. The workshop further reinforced cross-sector collaboration and aligned efforts toward building a viable and globally competitive SAF industry in the country.

ADVISORY | Energy Conservation Protocols

In accordance with the recent directive from Malacañan Palace mandating all government agencies and instrumentalities to strictly implement energy conservation protocols, University President Dr. Evaristo A. Abella, has issued Memorandum No. 2026-03-09 (02).

In line with this directive, all university employees and students are enjoined to observe and comply with the following energy conservation measures:

1. The University shall continue to implement the flexi-Friday work arrangement (Mon-Thu: onsite, Fri: work-from-home) pursuant to the terms and conditions stipulated in Memorandum No. 2025-09-25 (05) earlier issued by the Office of the University President.

2. Working onsite every Friday is discouraged. Offices are expected to be closed. Strategies to effect uninterrupted delivery of services despite the work-from-home setting should be established by the units concerned. The program vice presidents shall strictly monitor the full compliance of the units with the work-from-home arrangement.

3. NSTP and Graduate classes held onsite every Friday and Saturday shall be conducted through online platforms, except when face-to-face meetings are necessary to fulfill specific curricular requirements.

4. JO/COS and plantilla personnel assigned in research projects, laboratories and production modules may work onsite every Friday depending on the requirements of their works and subject to the final approval of the program vice president concerned.

5. Frontliners (i.e., employees whose physical presence is essential for the continuous delivery of critical services, e.g., security, health, public safety, emergency preparedness and response) are expected to report onsite on Fridays.

6. Carpooling shall be strictly implemented. Should the passengers be ferried to different locations, the time of departure of the University vehicle shall be the earliest time declared in the itineraries of travel of the passengers. Similarly, other passengers shall wait for the last one to complete his/her official business before the University vehicle may return to the campus. Those who wish to return earlier may do so by commuting charged to their personal account.

7. No University vehicle shall be assigned to a lone passenger. In this instance, he/she is strongly encouraged to travel via public transport or other more economical means, subject to government rules and regulations on reimbursement of allowable expenses.

8. Air conditioning units shall only be operated from 9:00 AM until 4:00 PM and set at no lower than 24°C. Specialized facilities requiring cooler temperatures may be exempted from this provision, subject to the endorsement of the head of the delivery unit and final approval by the vice president concerned.

9. All requests for team building activities to be funded by the University shall be on hold until further notice except those which had been approved and arranged prior to the issuance of MC No. 114, provided that the personnel/group concerned can provide proof of payment or reservation and will shoulder the fuel and other incidental travel costs. Similar activities charged to the personal accounts of the participants, however, may be pursued on official time.

10. No face-to-face events shall be conducted on Fridays. Activities may only proceed if they are conducted through online platforms

11. The Chair of the CLSU Energy Efficiency and Conservation Committee (Engr. Ardie L. Arimbuyotan) is hereby assigned as the Energy Conservation Officer tasked to submit monthly electricity and fuel consumption data to the Office of the University President for review prior to submission to the GEMP Online System Portal in the form and manner prescribed by the DOE.

12. Janitors/Utility personnel are assigned by this office to strictly monitor the utilization of classrooms and other facilities. Loitering inside the classrooms with air conditioning units turned on in between classes is discouraged. These facilities should be closed when not in official use. Lounges and study halls are available to students.

The entire CLSU community is enjoined to observe and adhere to these measures in order to support the effective implementation of the prescribed energy conservation protocols.

As part of the Center’s ongoing and future SAF-focused efforts, a series of technical reviews, consultations, and field visits was conducted under the project “Assessment of Potential Feedstocks for Sustainable Aviation Fuels (SAF) in the Philippines under the UN-ICAO’s CORSIA Sustainability Criteria,” with the participation of the Department of Energy (DOE), and invited expert collaborators, Dr. Scott Turn and Dr. Elmar Villota. Dr. Turn is a lead researcher in the Hawaii Natural Energy Institute of the University of Hawai’i and a Principal Investigator of the Collaborative Research Network Group for Global SAF Supply Chain Development under the Aviation Sustainability Center (ASCENT) Program supported by the United States Federal Aviation Administration. Dr. Villota, on the other hand, is a current Postdoctoral Fellow on the University of Hawai’i research team.

The 3-day collaborative engagement was opened by a project technical review and consultation meeting held on December 10, 2025, at RET Function Room B, Central Luzon State University. A series of meetings and a field visit from industry and institutional stakeholders follow the project review. A meeting with Island Skies Alliance and JGC Holdings Corporation to discuss potential collaboration was held on December 11, 2025, at JGC PH Office, Madrigal Business Park, Ayala Alabang, Muntinlupa City, Metro Manila. The engagement concluded with a field visit to the Philippine Coconut Authority (PCA) Region IV, where actual tapahan operations were observed, and the current coconut farming and supply chain in the region were discussed. In addition to these key events, Dr. Turn and Dr. Villota visited the Philippine Carabao Center National Headquarters to learn about the potential of the livestock industry for varied applications.

Critical collaborative engagements such as this further strengthen and reaffirm the Center's technical competence, inter-agency coordination, and global relevance.

Ready to take off and ascend toward Sustainability?

Join TARA U-SAF TAYO! — A sustainable aviation fuel-focused seminar for ICAO’s CORSIA mandate toward decarbonizing the Aviation Industry this November 18, 2025, 1:00 PM at OVPAA Amphitheater.

This seminar aims to share information and raise awareness among graduate and undergraduate CLSU students about the emerging SAF production industry in the Philippines and its current global context. It will address the primary motivations and how SAF is viewed as a solution to the immediate and long-term decarbonization of the hard-to-abate aviation industry. Ultimately, the seminar will explore opportunities and current gaps that can be interesting subjects for research and innovation for aspiring engineers and scientists in the university.

Representing Central Luzon State University (CLSU), Dr. Wendy C. Mateo was one of the presenters at the 1st Philippine Sustainable Aviation Fuel (SAF) Investment Forum held last October 10, 2025 at the Marriott Hotel in Pasay City. The event aimed to highlight key developments, policy initiatives, and new investment opportunities in the growing SAF industry.

Dr. Mateo presented insights on the “Availability and Sourcing of SAF Feedstocks,” emphasizing the potential of agricultural residues and oil-based waste as materials for developing a local SAF industry. This effort contributes to the Philippines’ commitment to international sustainability goals and standards in pursuit of cleaner and greener skies.

In line with this effort, CLSU-CREaTe, led by Dr. Mateo, is currently involved in a research partnership with the Department of Energy (DOE). This collaboration focuses on sourcing and assessing SAF feedstocks throughout the Philippines to identify and evaluate potential biomass and waste-based resources that can promote the country's future SAF industry.
