Romblon State University (RSU) has received an Unmodified Opinion for its Fiscal Year 2025 financial statements, marking the third consecutive year that the University’s financial reporting has met the standards of fair presentation and compliance.

An unmodified opinion signifies that the financial statements present, in all material respects, a true and fair view of the University’s financial position and performance. Sustaining this rating over multiple audit cycles reflects RSU’s institutionalization of sound financial management practices, including consistent adherence to accounting standards, strengthening internal control systems, and timely reconciliation of financial records.

Under the leadership of University President Dr. Merian P. Catajay-Mani and Vice President for Administration and Finance Dr. Tomas T. Faminial, RSU has reinforced an institutional governance that prioritizes accountability, compliance, and financial discipline across its units. These outcomes are supported by coordinated efforts among accounting, budgeting, cashiering, BAC & procurement, supply, and internal audit teams which collectively ensure the integrity of financial processes and reporting. The University recognizes the critical role of its finance offices and personnel in the main and satellite campuses whose work underpins quality, dedication, and excellence.

Equally important is the contribution of employees across academic and administrative units, whose diligence in documenting and processing financial transactions in accordance with established policies. Accurate submission of supporting documents, adherence to procurement and disbursement guidelines, and timely coordination with oversight agencies are critical elements that enable RSU’s audit compliance.

Maintaining three consecutive unmodified opinions places RSU among public higher education institutions that demonstrate consistent financial accountability. Moving forward, the University aims to build on this foundation by further enhancing efficiency in financial operations and aligning resource utilization with its strategic priorities in instruction, research, extension, and institutional development under the CHED ACHIEVE Agenda and the Philippine Development Plan 2023-2028.

RSU President Catajay-Mani wins Manuel T. Corpus Outstanding Quality Champion Award
March 24, 2026 — Romblon State University (RSU) President Prof. Dr. Merian P. Catajay-Mani was conferred the Manuel T. Corpus Outstanding Quality Champion Award by the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP), Inc.
The award, one of the highest distinctions given by AACCUP in honor of its founder, recognizes outstanding leadership in fostering a culture of excellence in higher education through rigorous accreditation, quality assurance systems, and institutional development.
President was cited for her “visionary leadership” in strengthening quality assurance mechanisms, empowering faculty, and securing both national and international recognition for RSU.
Dr. Emelyn F. Montoya, Vice President for Academic Affairs, and Ms. Sarah Jane Fallaria, Director of the Quality Assurance Office received the award on behalf of President Mani.
The presentation took place during the 39th AACCUP Annual National Conference and General Assembly at the Century Park Hotel in Malate, Manila, as part of the event’s Recognition Highlights on March 24, 2026.
AACCUP Executive Director Dr. Milabel E. Ho and Board of Trustees President Dr. Anthony M. Penaso led the awarding, together with members of the Board.
The Manuel T. Corpus Outstanding Quality Champion Award forms part of a series of recognitions that also included honors for top-performing state universities and colleges (SUCs) in institutional and program accreditation.
