第一期活動(2013-2015)是台灣一位企業家尹衍樑先生捐贈的經費，由台灣文化部負責統籌，目的是讓更多的人接觸和欣賞台灣的藝術及文化。
南大中文系受邀申請「台灣文化光點計畫」，提出活動規畫企畫案，是全球12 個被遴選通過的大學之一，其他入選的大學還有UCLA，倫敦大學，海德堡大學等等。
在新加坡這個多元種族，文化交融非常多的國際大都會進行「台灣文化光點計畫」，其實最大的目的，就是希望可以讓不同文化的人，有更多機會接觸到台灣「台灣當代藝文」，包括文學、音樂、藝術、電影、歷史、哲學、大
眾文化等。從而讓人們對台灣產生更多的好奇心，進而可以吸引他看到台灣、喜歡台灣。

在台灣，必定會聽到許多人們講台語，讓無論是台灣人或否，都倍感親切。「逗鬧熱」在台語是湊熱鬧的意思，台灣新文學之父賴和的一篇小說題目叫「鬥鬧熱」，我們經過一番巧思將其做了一點調整，讓它變得更適合我們的計畫，生動、活潑，非常好玩！

“Spotlight Taiwan”（台灣文化光點計畫）is a project funded by Taiwanese businessman Samuel Yin (Ruentex Group Chairman尹衍樑), and implemented by Ministry of Culture (R.O.C Taiwan). The main objective of this project is to allow more people to know and better understand the arts and culture scene in Taiwan. The project includes hosting Taiwanese arts performances, talks, workshops, conferences, exhibitions and many more out of Taiwan, across the world. In March 2013, Nanyang Technological University (NTU) was invited to submit an application proposal for the Spotlight Taiwan Project. In June, we were given the green light, and was the first university in Singapore and Southeast Asia to collaborate with MOC for the project. Other institutions participating in the project include UCLA (University of California, Los Angeles), University of British Columbia, Heidelberg University and Cambridge University. The target audience for the Spotlight Taiwan Project hosted under NTU will be the general public, which also includes students and staff from NTU. Long before the IOU of Spotlight Taiwan Project was signed in August 2013, NTU had also held many events promoting Taiwanese culture. In 2009, a talk by famous Taiwanese author Pai Hsien-Yung on “The Peony Pavilion” （《青春版牡丹亭》）, a traditional Chinese Opera was being presented. In 2010, NTU had also organised a Taiwanese Film Festival cm Book Fair, in which popular movies like Cape No. 7（《海角七號》）, ORZ Boyz（《囧男孩》）and Kung Fu Dunk （《功夫灌籃》） was being screened. Singapore is a cosmopolitan global village, and through our project, we would like to invite people of different cultures to come join in our events, and get to know more about contemporary arts and culture of Taiwan. These include literature, music, film, history, philosophy and popular culture. Singapore and Taiwan are both situated in Asia, and the cultures of different people blossomed well in both societies. Through our events, we hope to invoke the curiosity of our audience to know more about Taiwan, and to love and appreciate this beautiful island, as much as we do.
