PhD student Dennis Murphy, has published a new peer-reviewed article in the Journal of Cyber Policy.

In “The Geopolitics of Compute in the Aftermath of the AI Diffusion Framework,” Murphy examines how access to advanced computational resources is rapidly becoming a central axis of geopolitical competition. The article analyzes how states are adapting to constraints on AI diffusion and what this means for global power dynamics.

As control over compute becomes increasingly strategic, Murphy’s work highlights a critical shift in how technological advantage is defined and contested. https://bit.ly/4f2LCnM

PhD student Dayana Alagirova, recently presented her research at the International Young Scientists Conference on Space Research (YSC 2026), hosted by the Space Research Institute of the Russian Academy of Sciences in Moscow.

YSC is a competitive international forum for early-career researchers, bringing together young scientists across astrophysics, planetary science, and space policy to present original research within one of the world’s leading space research institutions.

Dayana presented her paper in Russia, “From Soviet Legacy to Sovereign Ambitions: The Evolution of Post-Soviet Space Programs and Their Impact on Eurasian Space Architecture,” which explores how historical legacies shape contemporary space governance and strategic competition in Eurasia.

Participating remotely, she was highly recognized during the session for the strength and clarity of her research. Her work contributes to ongoing conversations at the intersection of space policy, international security, and great power competition.

We are pleased to congratulate Sara Gonzalez, first-year MS INTA student, on receiving the Robert G. Bell Memorial Scholarship!

This award honors the legacy of Dr. Robert Bell, Distinguished Professor of the Practice at the Sam Nunn School, recognizing students committed to national security, nuclear policy, arms control, and transatlantic relations — fields to which Dr. Bell devoted his career.

In Sara’s own words: “Being a graduate student with two jobs, I am so thankful for this award, and the economic relief it has provided for me. I’d like to give a special thanks to the committee who selected me out of the rest of the amazing and equally deserving applicants. This is truly an honor, and I cannot wait to learn abroad!”

Congratulations, Sara — we look forward to seeing you carry Dr. Bell’s legacy forward!

Congratulations to Karolina Zhukoff, Ph.D. student in International Affairs, Science, and Technology, on presenting at the Annual Meeting of the International Neuroethics Society — Neuroethics 2026 — held at Stanford University's Bechtel Conference Center!

Karolina presented her research on "Neurorights and the Architecture of Cognitive and State Sovereignty" as part of the Research Talks: Stanford A panel, joining scholars from Stanford, Beijing, and beyond. It is a well-deserved recognition of her work at the intersection of neurotechnology, international security, and governance — and a testament to the growing relevance of these questions in global policy conversations.

We are proud to see the Nunn School represented at such a distinguished venue. Well done, Karolina!
