Council Passes Opportunity to Purchase Act

The Opportunity to Purchase Act, often referred to as "TOPA/COPA" (Tenant Opportunity to Purchase Act/Community Opportunity to Purchase Act), is a vital policy aimed at ensuring tenants, housing providers, or jurisdictions have the first opportunity to purchase a residential property or assign their right to purchase to another entity when the owner is ready to sell.
This groundbreaking legislation is designed to combat displacement and promote community stability by providing pathways to homeownership and maintaining rental housing affordability. The City of East Palo Alto's City Council's commitment to this progressive policy reflects its dedication to preserving the well-being of its residents and the sustainability of the community.

Fall is here and with cooler temperatures on the way it’s a great time to start planning your water heater (and/or furnace!) replacement with safer, more efficient alternatives. The following programs provide rebates to switch to cleaner, healthier appliances, electric vehicles, and more:
Save up to $2,000 for a heat pump water heater
Get a rebate of up to $2,000 when you switch to a heat pump water heater.
In San Mateo County, this rebate can be stacked with an additional rebate from the BayREN Home+ program if you install a heat pump water heater with a BayREN participating contractor.

Save up to $2,500 for heat pump heating and cooling
Have an old furnace? Planning to install air conditioning or remodel your home? If so, make the smart choice and switch to a heat pump heating, ventilation, and air conditioning (HVAC) system that provides both heating and cooling.
Heat pumps can be integrated with your central air system. There are also ductless models (as pictured above) for rooms that do not have central air ducts.
Get a rebate of up to $2,500 when you switch to heat pump heating and cooling.
