📢 Applications Now Open for Olomouc Weapons Law Course 2026

We’re delighted to invite applications for specialized intensive course focusing on the weapons law, to be held in Olomouc from 14 to 18 September 2026.

Organised by the Centre for International Humanitarian and Operational Law, the programme will be led by Air Commodore Willian Boothby (RAF retired, PhD), globally recognized authority on international humanitarian law and the author of the leading treatise on Weapons Law.

The course is specifically designed for military legal advisors, Ministry of Defence and Foreign Ministry officials, military commanders, weapon reviewers, procurement specialists, and academic scholars.

It will examine the complex legal frameworks governing the legality of weapons, including issues related to the prevention of unnecessary suffering and the mechanisms of legal review.

We’re delighted to invite applications for the second installment of our summer school Digital Battlefields: Cyber and Digital Warfare under International Law, to be held in Olomouc from 13 to 24 July 2026.

Organised by the Centre for International Humanitarian and Operational Law, the programme will be led by Dr Martin Faix and Dr Marko Svicevic, and will feature lectures and insights from renowned international experts, including:

💻 ⚔️ Summer School 2026: Digital Battlefields: Cyber and Information Warfare under International Law

The Centre for International Humanitarian and Operational Law is pleased to announce the second instalment of its summer school, dedicated to the fast-evolving legal challenges of cyber operations and information warfare. The face-to-face programme will take place in Olomouc from 13–24 July 2026.

The summer school will examine both jus ad bellum and jus in bello aspects of digital conflict, including state sovereignty in cyberspace, attribution, the use of force and self-defence in cyber operations, and the regulation of cyber and information warfare under international humanitarian law.

Participants can expect an intensive, interactive programme combining lectures, discussions, and case studies, as well as networking opportunities and accompanying activities (including a field trip to Vienna with a guided visit to the UN Headquarters).

CIHOL guest lecture to the 53rd Regiment of Reconnaissance and Electronic Warfare: Invoking NATO Article 5

💡 On 22 October, CIHOL’s Dr Marko Svicevic provided members of the 53rd Regiment of Reconnaissance and Electronic Warfare insights into legal issues surrounding Article 5 of the NATO Treaty. The guest lecture, organized within the existing cooperation framework between CIHOL and the Czech Armed Forces, examined NATO Article 5 within the law of self-defence and its invocability in response to cross-border armed attacks. Participants were also briefed on the surge in recent mutual defence pacts signed across the world, from the Pukpuk (Australia – Papua New Guinea), Kensington (Germany – United Kingdom) and Nancy (France – Poland) Treaties, to the recent mutual defence pact between Saudi Arabia and Pakistan. The lecture also followed an assessment of recent hybrid warfare and grey zone conflicts against NATO and its Member States, including the September 2025 Russian drone incursions into Poland.

↗️ Advancing Sanctions Scholarship: CIHOL Co-Organises the Ljubljana Sanctions Conference

On 25–26 September, the Ljubljana Sanctions Conference brought together more than 65 leading experts to discuss the evolving role of sanctions in international law.

Co-organised by the Centre for International Humanitarian and Operational Law (CIHOL), the MINOS Network, and the Faculty of Law, University of Ljubljana, the event featured 14 panels and roundtables addressing pressing issues such as:
- judicial limits to sanctions and the role of the CJEU,
- sanctions evasion,
- human rights implications,
- investment and arbitration proceedings,
- national implementation practices.

Highlights included keynote interventions by Prof. Alain Pellet, Judge Vasilka Sancin, and closing reflections by Prof. Jean d’Aspremont, Prof. Larissa van den Herik, Prof. Cedric Ryngaert, and Petra Mahnič.

We were honoured to co-host this important forum alongside our partners, and grateful for the inspiring contributions of all speakers and participants.

The Head of the Centre for International Humanitarian and Operational Law (CIHOL), Dr. Martin Faix, took part in the VIII Silent Leges inter arma? Conference, organised by the Belgian Group of the International Society for Military Law and the Law of War (ISMLLW) in Bruges, 16–19 September.

In his presentation, he introduced CIHOL, its mission and activities, with a particular focus on innovative teaching methods in international humanitarian law (IHL). He highlighted the unique methodology of Camp Peira—CIHOL’s live simulation military training exercise—as a practical and highly effective approach to teaching and disseminating IHL.

CIHOL was honoured to act as a supporting partner of the conference. This collaboration reflects the growing international recognition of CIHOL’s work and marks an important step in strengthening cooperation in the fields of IHL and international law. We look forward to deepening our partnership with ISMLLW, especially given its unique role in bridging the civilian and military spheres—an approach that closely resonates with CIHOL’s mission.

In 2024/2025, members of CIHOL have contributed to this evolution with a series of new books on some of the most pressing challenges: war crimes prosecutions, armed conflict and investment, Security Council powers, and cooperation with the ICC.

🔹 Associate Prof. Ondřej Svaček and CIHOL Head Dr Martin Faix explore the interplay between international humanitarian and criminal law in 'Prosecution of War Crimes before the ICC' (Palgrave Macmillan), building on their earlier 2024 book 'ICC Jurisprudence and the Development of IHL'.

Week 2 Recap: The Use of Force in International Law Summer School

The second and final week of our inaugural Summer School on the Use of Force in International Law has come to a close. Week two of the programme included lectures on extra-Charter exceptions to the prohibition of force (Prof. Jose Alberto Azeredo Lopes, Prof. Maria Isabel Tavares) and the crime of aggression in international law (Prof. Tamas Hoffmann). Our keynote speaker, Prof. Niels Blokker, laid out the UN Charter’s collective security system followed by an ‘Olomouc Consensus’ on proposed reforms to that system.
A highlight of the second week included a visit to a Czech Armed Forces military base where participants were introduced to the 91st Information Warfare Group and focused on simulations involving disinformation, information operations, and military responses. Our thanks to col. Ivo Zelinka, Ondřej Švára and the 91. skupina informačního boje for facilitating this engaging part of the summer school.

We are grateful to all lecturers, students, participants and colleagues from the Armed Forces for facilitating an interactive and exciting programme and look forward to the next instalment in 2026.

CIHOL and the 91st Information Warfare Group Join Forces on Info Warfare Training

CIHOL has launched a new collaboration with the Czech Armed Forces’ 91. skupina informačního boje (91st Information Warfare Group). Students of the Summer School on the Use of Force in International Law recently took part in an interactive day designed by the unit, focusing on disinformation, information operations, and military responses. The entire event took place with the personal participation of the commander, col. Ivo Zelinka.
The hands-on exercise included analysis of a simulated information threat and drafting a situation report for a commander. This practical engagement highlights the value of combining academic insight with operational experience for students to understand the realities of modern conflict.
