Ein Projekt des Lehrbereichs Vergleichende Demokratieforschung und Politische Systeme Osteuropas an der Humboldt-Universität zu Berlin in Kooperation mit der Juristischen Fakultät der Bilkent Universität in Ankara. Die aktuelle türkische Verfassung beruht trotz umfassender Veränderungen noch immer auf den verfassungsrechtlichen Grundsätzen, die nach dem Militärputsch vom 12. September 1980 beschlo

ssen wurden. Diese Prinzipien behindern bis heute die vollständige Demokratisierung des Landes. Zwar wurden im Laufe der Zeit Verbesserungen bezüglich der Grundrechte, der Rechtsstaatlichkeit und der zivil-militärischen Beziehungen erarbeitet. Doch die Verfassung stellt noch immer eine zentrale Reibungsfläche für mehrere politische Konflikte dar und wird der sich pluralisierenden und polarisierenden türkischen Gesellschaft nicht gerecht. Auch das in der Verfassung festgelegte politische System wird zunehmend in Frage gestellt, so dass von einer Umbruchstimmung im Land mit offenem Ende gesprochen werden kann. In der interdisziplinären Forschungswerkstatt analysieren WissenschaftlerInnen aus disziplinär, methodisch und inhaltlich verschiedenen Blickwinkeln die „türkische Verfassungspolitik". Im Zentrum des gemeinsamen Erkenntnisinteresses steht die Frage nach dem „Demokratiepotenzial" der türkischen Verfassungspolitik. Das Projekt strebt an, vergangene, aktuelle, und zukünftige Verfassunggebungsprozesse einzuordnen. Außerdem gilt es zu beantworten, ob Prozess und Ergebnis, insbesondere des aktuellen Ringens um eine neue Verfassung, einen ausgleichenden Effekt auf die vorhandenen gesellschaftlichen Konflikte entfalten können. Bei regelmäßig stattfindenden Werkstatttreffen sowie auf der projekteigenen englischsprachigen Homepage https://politicsandlawinturkey.wordpress.com/ stellen die Mitglieder der Werkstatt Auszüge ihrer Arbeit vor. Das Besondere hierbei ist, dass nicht nur fertige Ergebnisse, sondern auch „Work in Progress" gezeigt werden. Einblicke in die Werkstatt und ihre Arbeit werden zudem bei vierteljährlichen „Public Lectures" sowie anderen öffentlichen Veranstaltungen, u.a. in Kooperation mit Network Turkey, in Berlin ermöglicht.

The conference "We, the City: Plurality and Resistance in Berlin and
Istanbul" invites to examine how residents of Berlin and Istanbul
experience, express and resist the physical, political and normative
re-ordering of their cities. For the course of three days we invite
practitioners and theorists of the urban – activists, cultural producers
and scholars alike to explore various forms of knowledge-production,
including moderated talks, panels and installations.

Panel Discussion with Burcu Karakaş, Güneş Koç, Sibel Schick and Zeynep Kıvılcım (Chair).

In recent years, survivors and activists have increasingly raised their voice to reveal and end gender-based violence through campaigns and activism on the streets and in social media. The women's movement in Turkey is only one example amongst many. The reactions to the r**e and killings of the students Özgecan Aslan and Şule Çet have shown that the struggle against gender-based violence is not just a brief 'outcry' but a political statement. Gender-based violence is a global issue but the ways of how different societies and states deal with and react to it are varied.

In this panel, the speakers will talk about violence against women in Turkey by focusing on the media coverage of gender issues and the reproduction of sexist discourse, masculinity and feminicide, and multiple forms of marginalization of women. The panel also brings into discussion forms of resistance, solidarity movements, and activism against gender-based violence.

The panel will be conducted in German and Turkish with simultaneous translation. There will be a reception afterwards.
