Legitimacy and Citizenship in the Arab World People on the ground see the conflict differently and often perceive it as collusion against the general populace.

Legitimacy and Citizenship in the Arab World is a research project based at the London School of Economics, funded by the Carnegie Corporation of New York and is part of Carnegie’s work in Transitional Movements and the Arab Region. One of the main problems with processes of peace-making and constitution-drafting is the gap in understanding legitimacy between external policy-makers, who are more l

ikely to hold a procedural notion of legitimacy, and local citizens who have a more substantive conception, based on their lived experiences. Moreover, external policymakers often assume that conflicts in the Arab world are caused by deep-seated divisions usually expressed in terms of exclusive identities. Our project aims to bridge these gaps and advance our understanding of political legitimacy, thus improving policymaking and constitution writing to achieve sustainable peace and state-building in the Arab world. It also investigates how exclusive identities are deliberately constructed by ruling elites as a way of deflecting democratic demands and hindering the prospects of substantive legitimacy. While Syria is the project’s focus, a comparative analysis is also being conducted to draw relevant lessons learned from post-war Lebanon and Iraq where ethno-sectarian power-sharing agreements were the basis of peacebuilding processes and constitution writing. The research is based on qualitative and quantitative methods, including:
- Participatory research, such as focus groups, meetings, and workshops;
- Fieldwork interviews;
- Social media content analysis;

دعوة لحضور فاعلية في لندن وعبر الزوم:
اختلفت شعارات وهتافات المظاهرات التي انطلقت منذ ثلاثة عشر عاماً في #تونس, #مصر, #سوريا والعديد من البلدان العربية ، لكن المطالب كانت جميعها تشير في اتجاه الدستور. الكرامة والمساواة والعدالة الاجتماعية وإنهاء الاستبداد ترتبط بالضرورة بالمبادئ التي تقوم عليها الدولة.

كان لهذه الانتفاضات والثورات تأثير ملحوظ على الأطر الدستورية في العالم العربي. في غضون عامين، بين عامي 2011 و 2012، تم اعتماد سبعة دساتير جديدة بما في ذلك ثلاثة دساتير مؤقتة في ست دول عربية، بما يوازي عدد الدساتير الجديدة والمؤقتة التي تم تبنيها في العالم العربي في السنوات العشر السابقة لعام 2011.
لكن هل استجابت هذه التغيرات للمطالب الشعبية؟ وهل من من فرصة للوصول إلى دساتير شرعية في العالم العربي بعد ثلاثة عشرعاماً بعد الربيع العربي؟
هذه الأسئلة سنناقشها في فعالية في لندن بتاريخ ٢٥ آذار ٢٠٢٤ يمكنكم حضوراها شخصياً أو عبر الزوم.
سنطلق في هذه الفاعلية العدد الأكاديمية الخاص من مجلة القانون الدستوري في الشرق الأوسط وشمال إفريقيا تحت عنوان "الدساتير العربية في أعقاب الثورات والتحولات في المنطقة" والذي يأتي كنتيجة تعاون بين مشـروع "المدنية والمواطنـة فـي العالـم العربـي" فـي كليـة لنـدن للاقتصاد (LSE)، والمنظمة العربية للقانون الدستوري.
سيتم تقديم المشروبات والطعام في نهاية الفعالية كونها تتقاطع مع وقت الإفطار في لندن.

Many of the issues of the Arab world could be traced back to the lack of legitimate governance.
