香港公開大學學生會－選舉通知

　　第十一屆香港公開大學學生會(評議會、幹事會臨時行政委員會及臨時編委會)任期將於2019年3月31日屆滿。學生會評議會已通過成立「選舉委員會」（選委會），負責籌備及執行選舉工作。選委會現誠邀各位學生組成內閣，參選第十二屆學生會幹事會及編輯委員會選舉。與此同時，共有7名評議會成員將由選舉產生，選委會亦誠邀各學生參與競逐評議會成員的議席。

提名期
　　第十二屆香港公開大學學生會選舉提名期謹定於2019年1月2日至2019年1月15日，為期14日。
　　有意參選幹事會/編委會的內閣或參選評議會的獨立學生，務必於2019年1月15日下午五時正前將填妥的提名表格交往香港公開大學C座5樓學生事務處，逾期者概不受理。

學生會選舉簡介會
　　選委會將於2019年1月15日以電郵方式正式公佈合資格的幹事會及編委會候選內閣及候選評議會成員的名單。
選委會將於2019年1月16日晚上六時正於正校園P01室舉行的簡介會，將公佈選舉之詳細事宜。是次簡介會，只限候選內閣及候選評議員參加，候選內閣的會長(幹事會)/總編輯(編委會)必須出席，內務及外務副會長(幹事會)/兩名副總編輯(編委會)至少須有一人出席，其他成員則須有三分之一以上的成員出席；而所有候選評議員亦必須出席是次簡介會。
　　選委會擁有進行選舉，並決定所有因選舉所產生或與選舉有關的問題。如違反此等規定，選委會將作出適當處分，嚴重者將被取消參選資格。

Dear all students,

Election of the Students’ Union of the Open University of Hong Kong

The term of office of the 11th of the Open University of Hong Kong Students’ Union (including Union Council, Provisional Executive Committee and Provisional Editorial Board)will be expired on 31st March 2019. All students are welcomed to form a proposed cabinet to compete for the election of Executive Committee and Editorial Board or compete for the 7 seats of the OUHKSU Council individually.

Nomination Period
The nomination period of the 12th of the Open University of Hong Kong Students’ Union is set to last from 2nd January 2019 to 15th January 2019 for 14 days. Groups of students who are interested in forming the Executive Committee or Editorial Board are required to submit their completed nomination form, not later than 5:00 p.m. on 15th January 2019 to the Student Affairs Office at 5/F, Block C, OUHK.

Individual students who wish to be nominated for members in the OUHKSU Council should also arrange for the attached nomination forms to be completed and submitted to the Student Affairs Office, also not later than 5:00p.m. on 15th January 2019.

Election Briefing Session
The Election Board will announce the list of admitted proposed cabinet of Editorial Board, proposed cabinet of Executive Committee and Union Council members on 15th January, 2019.

Election briefing session will be held in P01, Main Campus, OUHK at 6 p.m. on 16th January 2019, more details about the election will be announced. In this briefing session, only proposed cabinet and proposed council members can join this session, also President (ExCo)/ Chief Editor (EB) of proposed cabinet must attending accompanied with at least one proposed vice-president/assistant chief editor and one-third of the rest of the cabinet members. Proposed union council members must attend such briefing session as well.

【成立香港公開大學學生會足球學會民意調查問卷｜Popularity Survey for the Proposed Football Society, OUHKSU】

為了維護學生會管理下的每個學生組織的代表性，評議會建議對每個擬議成立的附屬組織（非學術性的學會）進行普及性調查，並且該請求已經由學生事務委員會在第76次會議上通過接納。

對現擬成立的足球學會有任何建議的學生，請出席評議會會議或回複本電子郵件，說明您的意見。除參與公眾參與活動外，您可以通過ERS系統（用作普遍性調查調查）表明您是否同意該學會的成立（請點擊此處提交你的意見）。

請注意，學會須於2018年4月27日或之前取得至少500票的贊成票，以達到通過的基本門檻；之後收集的意見將在評議會會議議是否通過該學會成立時作進一步考慮。

To safeguard the representativeness of every student organisations under the governance of the Students’ Union, the Council has suggested conducting a popularity survey for every proposed affiliated society, and that request was accepted by the Committee on Student Affairs in the 76th Meeting which held in last December.

Students who have any suggestions on the establishment of proposed football societies, please state your opinions by attending the Union Council Meeting or replying this email. Apart from participating in the public engagement events, you may indicate your views via the ERS system (for the use of popularity survey) whether you agree or disagree with the proposed society/ societies (click here to submit online).

Please note that to passing threshold the society shall obtain at least 500 votes for its establishment on or before 27 April 2018; those opinions collected afterwards will be accounted for in the later stages of the Acknowledgment of the Union Council.

第十一屆香港公開大學學生會民選評議員重選
日期： 2018年4月18日至20日
票站地點：香港公開大學何文田校舍C座1樓L0133-L0134 室

開放時間：
上午09:30至晚上8:00（4月18日）
上午10:00至下午6:00（4月19日）
上午10:00至下午1:00（4月20日）

選舉事務主任人選
是次選舉，將由學生事務經理劉凱倫女士擔任選舉事務主任。選舉事務主任將於投票開始前檢查票箱，並把票箱鎖上。在投票結束後，監察開啟票箱、點票、確認選舉結果及候選人及候選內閣之當選資格。

選舉活動限制
本會將於投票當日於票站範圍外設立「禁止拉票區」，有關範圍包括C座1樓、2樓、地下通往C座1樓的樓梯、C座2樓通往1樓的樓梯及所有升降機，各候選內閣成員請勿在上述範圍拉票及進行票站調查。對於任何違規情況，本會將保留一切權利。

點票程序
於投票結束後，票站將馬上關閉，點票工作會於即日在下午2時正開始，於選舉事務主任的見證下進行點票工作。本會會點算學生會選舉的選票。候選內閣代表（候選內閣只可派出1位代表）*可靠近相關位置監察點票情況，但不可觸摸選票及票箱。同時，本會歡迎所有學生在公眾席觀看點票情況。

The following message is sent by Martin HO, Chairperson of the Union Council, OUHKSU

致全體香港公開大學學生：

第十屆學生會本年度的任期將於明天屆滿，本席謹代表評議會向全體公大學生、各屬會及校方致謝！因你們的信任和對學生會的支持，使我們有勇氣克服過去一年中的各種障礙。同時，我亦希望對今年在這個學生會任職的學生會幹事會幹事、編輯委員會成員，評議會成員和其他學生助手表達衷心的感謝。特別是對那些忠實履行職責，全心全意為同學服務的幹事和編委們。

此外，我真的要感謝我的同工們，以及大學的行政人員和管理層對我們的行政管理工作的支持和寬容，當中本會或許曾經帶給您們額外的負擔。然而您的忠實支持對於我們組織各種活動和實施政策至關重要。在本席的任職本會期間，學生事務處和其他部門提供了全方位的支助和各式各樣的工作建議予本會參考，幫助我們以更高的效率和效率履行職責。

過去一年以來，本屆評議會致力於服務同學，並成功地推動了學生組織活動手冊的一些重要修訂，以便學生可以從組織或參與各種學生活動中獲得更大的靈活性。 明天將是我們在2008年重新建立的學生會成立十週年。改革的成功很大程度上取決於學生、評議員、屬會和校方的支持。 在此，本會在此再次衷心感謝本屆章則委員會成員的努力！

另一方面，我亦希望藉此宣佈一些有關學生會換屆的安排，而此等安排可能對同學們的校園生活造成一定的影響。第十一屆評議會第一次常務會議將於2018年4月下旬舉行，以待這我也年學生會評議會民選評議員重選完成。在此期間，本席將擔任學生會署理會長的職位，直至選出新的評議會主席。除民主牆和原SU Corner提供的服務外，其他行政職責分別由學生事務處和評議會負責。稍後我會另函通告各位有關學生會出缺期間的安排。

作為臨時的學生會署理會長，我想再次邀請您參加評議員選舉或更加關注此事。每個學生都對學生會有著重要的貢獻，當我們面臨各種危機時，你們的支持是我們的力量。 我希望在未來的一年，學生會將繼續為大學生服務，為推動香港公開大學和大學生學院在新制度下的發展而努力。

最後，本屆評議會很榮幸能為各公大人服務。 本會再次感謝同學對學生會的支持和關注，及一眾屬會和評議員的積極參與，本會亦十分感謝校方之幫忙和配合，使評議會順利運作。

Dear fellow Students and Staff of OUHK,

The term of office of the tenth Students' Union Council will be expired tomorrow. On behalf of the Council, I would like to thank all university students, student societies and the academic or administrative staff of the OUHK. As your confidence votes and support to the Students' Union gave us the courage to overcome various obstacles in the past year. Besides, I want to express my sincere appreciation to the Executive Committee members, Editorial Board members, Councillors and the student helpers who had served in this Students’ Union over this year. In particular who had faithfully executed their duties and served the fellow students wholeheartedly.

Nevertheless, I truly want to thank my colleagues, and the staff of university for their hard work and tolerances to our maladministration may have given you additional burdens. Your favourable support is essential for us to organising various activities and implementing the policies. Within my term of office, the Student Affairs Office and other departments provided adequate assistance and pieces of advice which help us performed our business with higher efficiency and effectiveness.

Over this year, the Union Council has devoted itself to serving fellow students and has successfully promoted some vital amendment of the Manual for the student organisation so that student may be beneficial form the greater flexibility in organizing or participating in various student activities. And tomorrow would the tenth anniversary of the Students' Union as we had been reestablished in 2008. The success of the reform depends very much on the support of the students, councillors, fellow societies and the university. We hereby sincerely thank the members of the Consitution Review Committee for their efforts!

Last but not least, I would like to announce some important information for the handover of the Students' Union that may bring inconvenience to you. As the eleventh Union Council will conduct the first general meeting in the late April, after the re-election of the popularly elected councillors. During this time gap, I will take up the position of Executive Committee until the new Council Chairperson being elected. Except for the Democracy Wall and the original services provided in SU Corner, the other administrative duties would be taken up by the Students Affairs Office and the Union Council respectively. I will send these arrangements in details with a separated email later on.

As the tentative acting president, I would like to invite you once again, to participate the Councillors’ Election or pay higher attention to this event. Every student has their vital contributions to the Students’ Union, and you are the strength when the Union’s official faced with numerous crisis. I hope that in the coming year, the Students' Union will continue to serve university students and work hard for the advancement of the Open University of Hong Kong and the University Students College under the new system.

Finally, It is an honour for this Council to serve all of you in this year. This Council once again thanked the students for their support and attention to the Union Council and the active participation to the Union's functions and the Council meeting. The Council also like to express our appreciation to the university for its assistance and cooperation in making the Council run smoothly!

May God bless our work and study. And we wish all of you to have a fruitful moment in this Easter Holiday.
