𝐎𝐩𝐞𝐧 𝐅𝐨𝐫𝐮𝐦 𝐢𝐧 𝐏𝐮𝐛𝐥𝐢𝐜 𝐏𝐨𝐥𝐢𝐜𝐲 𝐢𝐧 𝐇𝐨𝐧𝐠 𝐊𝐨𝐧𝐠 𝐛𝐲 𝐏𝐫𝐨𝐟. 𝐀𝐧𝐝𝐫𝐞𝐰 𝐖𝐨𝐧𝐠, 𝟐𝟏 𝐌𝐚𝐫𝐜𝐡 𝟐𝟎𝟐𝟔 “𝐂𝐢𝐯𝐢𝐥 𝐒𝐞𝐫𝐯𝐢𝐜𝐞 𝐑𝐞𝐟𝐨𝐫𝐦: 𝐖𝐡𝐚𝐭 𝐌𝐨𝐫𝐞 𝐂𝐚𝐧 𝐁𝐞 𝐃𝐨𝐧𝐞?”

MPUP organised an Open Forum in Public Policy on 21 March 2026, focusing on the theme “Civil Service Reform: What More Can Be Done?”

We are pleased to have invited Professor Andrew Wong, former Permanent Secretary of the Government of the Hong Kong SAR, as the keynote speaker. Drawing on decades of his senior cross-bureau experience, Professor Wong presented concrete examples and data from his tenure to illustrate successful reform initiatives and implementation challenges.

The forum examined major reforms introduced to the management of the Hong Kong Civil Service since 1997, and the discussion explored how further reforms could enhance the agility, capacity, and effectiveness of the Civil Service.

We thanked Professor Wong for his insightful sharing and meaningful exchange with the SGPS community.

🎉𝐌𝐏𝐔𝐏 𝐓𝐞𝐫𝐦 𝐄𝐧𝐝 𝐆𝐚𝐭𝐡𝐞𝐫𝐢𝐧𝐠 𝐑𝐞𝐜𝐚𝐩! 🚋✨
As the semester is approaching its end, MPUP organized a Tram Party Dinner for teachers and students to get together on April 27, 2025 (Sunday).
We had an incredible Tram Party to celebrate the end of the term! The students and teachers enjoyed a delightful round trip from Sai Wan to Causeway Bay, taking in the beautiful sights of Hong Kong on the iconic trams.
The event featured delicious catering with different food and drinks for everyone to enjoy throughout the night. It was a fantastic opportunity to relax, socialize, and create lasting memories with fellow students and teachers.

Thank you to everyone who joined us for this unique experience! We hope everyone finds the night memorable!

𝐒𝐡𝐚𝐫𝐢𝐧𝐠 𝐒𝐞𝐬𝐬𝐢𝐨𝐧 𝐛𝐲 𝐏𝐫𝐨𝐟. 𝐄𝐝𝐰𝐚𝐫𝐝 𝐘𝐚𝐮 𝐓𝐚𝐧𝐠-𝐰𝐚𝐡, 𝐆𝐁𝐒, 𝐉𝐏 (𝟏𝟓 𝐌𝐚𝐫𝐜𝐡 𝟐𝟎𝟐𝟓)
Professor Edward Yau, former principal official of the Hong Kong SARGov and Honorary Professor of the Faculty of Social Science in CUHK delivered a wonderful exchange to the students of SGPS on the morning of 15 March (Saturday). The theme of the talk is "US-China Relations: Are We Doomed to Divide and Decouple?" Professor Yau made an important point: "It is not the rise of China that has caused the souring of the US-China relations, but a decline of the US's consensual leadership, although the US remains a de facto and coercive leader of the world today." Prof. Yau vividly illustrated this point with his work experience and extensive reading about the global political economy.

After Prof. Yau's one-hour presentation, students of SGPS raised several meaningful questions relating to the origin of the China-U.S. Trade War and the role and prospects of Hong Kong SAR in Sino-U.S. Relations. Prof Carlos Lo and Mr. Ivan Choy hosted the special session. They thanked Professor Yau for his inspiring sharing and hoped that he would soon have a similar exchange with the faculty and students at SGPS.🎉

𝐌𝐏𝐔𝐏 𝐆𝐮𝐞𝐬𝐭 𝐋𝐞𝐜𝐭𝐮𝐫𝐞, 𝐅𝐞𝐛𝐫𝐮𝐚𝐫𝐲 𝟐𝟎, 𝟐𝟎𝟐𝟓
We are honored to have Mr. CHAN Ho Lim, Joseph, JP, currently serving as the Under Secretary for Financial Services & the Treasury, as our guest speaker.
The dialogue with Mr. CHAN was both fruitful and enlightening. He provided a comprehensive introduction to the core competitiveness of Hong Kong as Asia's leading financial center, highlighting the free flow of capital, strong currency, transparent and low tax regime, resilient banking system, and independent judiciary. These distinguished attributes undoubtedly contribute to Hong Kong's outstanding profile and attractiveness.
Additionally, drawing from his diverse background, Mr. CHAN shared his passion for public policy and the interplay between the private and public sectors. His leadership philosophy of serving the public with integrity and maintaining an open mind has inspired MPUP students to deepen their theoretical knowledge and make a meaningful impact in related fields.

𝐒𝐭𝐮𝐝𝐲 𝐕𝐢𝐬𝐢𝐭 𝐭𝐨 𝐭𝐡𝐞 𝐋𝐞𝐠𝐢𝐬𝐥𝐚𝐭𝐢𝐯𝐞 𝐂𝐨𝐮𝐧𝐜𝐢𝐥
Thanks to the part-time students of GPGC and the Office of Hon Chan Chun-ying, students from GPGC and MPUP visited the Legislative Council on 17 February (Monday) under the guidance of Professor Zhan Jing. On the day of the visit, led by Hon Chan Chun-ying and the docent, the teachers and students visited the Council Chamber, the History Gallery, the Media Centre, etc., and took a group photo with Mr. Chan. During the more than one-hour activity, the docents introduced the history and current situation of the Legislative Council to the students with his rich knowledge and experience, and Mr. Chan also had a cordial exchange with the students on the daily work of the members. The visit broadened the students' horizons and enhanced their understanding of Hong Kong's political and social system.

MPUP Class Gathering (8 December 2024)

MPUP students gathered for a memorable dinner at a hotpot restaurant in Mong Kok last Sunday. They celebrated the coming end of the first term semester and marked their collective learning journey. With nearly 40 students in attendance, the event fostered a strong sense of unity and camaraderie among them. The programme wishes the students a valuable learning journey in our programme! 😊📣

Although the weather was not ideal, the School Director, the Programme Director, the Head of Graduate Division and other teachers took a group photo with MPUP and GPGC Class of 2024 at United College, the base of the School of Governance and Policy Science, as scheduled. We wish all graduates a happy graduation and a bright future!🎉

Executive Officer (EO) Alumni Experience Sharing
(25 Oct 2024, Fri)

MPUP is proud to have three alumni and one current student Maggie Chiang, Michael Pang, Justin Lam, and Haven Tam return to campus on the evening of the 25th to participate in the EO Alumni Sharing Session co-organized by the Office of Student Affairs and MPUP.

More than 70 CUHK students attended the sharing session and had vivid discussions with the guest speakers. The sharing deepened the audience’s understanding of EO work and equipped them with first-hand information and experience about the JRE exam and interview. We thank our alumni for their continued support and hope to have the opportunity to invite them back to share their insights again soon.🎉
