University ( मगध विश्वविद्यालय)





जो छात्र बिहार से इंजीनियरिंग कर चुके हैं और 2018 से पहले पास आउट हुए हैं, उन सभी छात्रों का प्रमाणपत्र मगध विश्वविद्यालय से प्राप्त होना है। जो छात्र अपना प्रमाणपत्र निकाल चुके हैं, उन्हें तो कोई दिक्कत नहीं है, लेकिन जिन छात्रों ने अब तक प्रमाणपत्र नहीं निकाला है, उन्हें यह कैसे प्राप्त होगा? न तो कॉलेज ने प्रमाणपत्र निकालकर दिया है और न ही विश्वविद्यालय इसे जारी कर रहा है।

बिहार में शिक्षा व्यवस्था के साथ जो समस्याएं हैं, वे छात्रों के जीवन पर गंभीर प्रभाव डाल रही हैं। जहां पूरे भारत में स्नातक तीन साल में और इंजीनियरिंग चार साल में पूरी हो जाती है, वहीं बिहार में सत्र में देरी के कारण ये कोर्स 4-5 साल या उससे अधिक समय ले लेते हैं। इससे न केवल छात्रों का समय बर्बाद होता है, बल्कि उन्हें मिलने वाले नौकरी के अवसर भी हाथ से निकल जाते हैं, क्योंकि समय पर प्रमाणपत्र नहीं मिल पाते।

प्रमाणपत्र प्राप्त करने में भी छात्रों को कई साल लग जाते हैं। विश्वविद्यालय के कर्मचारी अपने काम में टालमटोल करते हैं; कार्यालय में समय पर नहीं आते, और यदि मिल भी जाते हैं तो काम टाल देते हैं और अगले दिन आने को कह देते हैं। ऐसे में छात्रों के लिए समस्या और भी बढ़ जाती है, और उनका भविष्य अनिश्चित हो जाता है।

इस सब पर न तो मंत्री ध्यान देते हैं, न डीन, और न ही प्राचार्य। बिहार का विकास तब तक संभव नहीं है जब तक यहां की शिक्षा व्यवस्था में सुधार नहीं किया जाता। हर सरकारी कर्मचारी पर रिश्वतखोरी का आरोप लगता है, और रिश्वत लेने के बाद भी काम नहीं होता।

ऐसी संस्थाएं जो छात्रों के भविष्य के साथ खिलवाड़ कर रही हैं, उन्हें बंद कर देना ही उचित होगा यदि सुधार नहीं किया जा सकता।जब दूसरे राज्यों में पढ़ाई समय पर होती है और संस्थाएं छात्रों को सभी आवश्यक सुविधाएं प्रदान करती हैं, तो बिहार कैसे आगे बढ़ेगा? इस प्रश्न का उत्तर मिलना बहुत जरूरी है अगर बिहार को विकास के पथ पर आगे ले जाना है।

बिहार में एक ऐसी संस्था होनी चाहिए जो इन सभी मामलों की निगरानी करे और इस पर ठोस कार्रवाई करे, ताकि छात्रों को उनके प्रमाणपत्र समय पर मिल सकें।
