Lloyd Law College and Lloyd School of Law are pleased to announce that Mr. Shashank Shekhar, a faculty member at Lloyd Law College, has published an insightful article titled “The Long Wait: What 24 Supreme Court References Reveal About Judicial Delay” on Bar & Bench.

In his article, Mr. Shekhar examines delays in the Supreme Court of India in hearing cases referred to larger benches of seven or more judges. Analysing 24 references from 2000 to September 2026, he highlights how significant constitutional and legal questions can remain unresolved for years or even decades because there are no fixed timelines for hearings. The article explores the Chief Justice of India's role as the “Master of the Roster,” the implications of judicial delays for legal certainty and citizens’ rights, and variations in case-listing practices under successive Chief Justices. It also proposes three key reforms: a public register of pending references, time-bound listing rules, and an annual calendar for larger-bench hearings to strengthen transparency, accountability, and timely justice.
