Columba's College, Hazaribagh earlier known as Dublin University Mission College, is a premier constituent Unit of Vinoba Bhave University, Hazaribag. It was established in 1895 by the University of Dublin, UK, and in 1896 it was affiliated with Calcutta University. Due to its performance, within one decade (1904) it became a Grade ‘A’ college of Calcutta University. In the year 1906–1907, the col
lege was given its present name “St. Columba’s College” and in the same year it became an examination center of Calcutta University. Hostel
Students' Home (Hostel): -
There are at present three hostels under the supervision of the college. These are called Students' Homes, because attempts are made to create a homely atmosphere there. Although fellow-feeling, goodwill and understanding form the basis of life at such homes, strict discipline is maintained simultaneously. Students admitted to the college are accommodated in any one of the homes on the basis of merit & at the discretion of the College authorities. This being an entirely residential institution, the students' homes are an integral part of the college and the rules, regulations etc. obtaining there are binding on all students of the college. HOSTEL RULES
The boarders are strictly required to observe the following hostel rules. Violation of any rule will result in their expulsion from the hostel/College (as decided in the Proctorial Board)
1. It is compulsory for the boarders to keep their room open and engage in academic activities/ to read during the study period. Movement from one room to another during the study period for any reason is prohibited.
2. MESS RULES
(a) Boarders will take the meal in the mess along with the allotted batch and on time. (b) Any complaint regarding the mess should be brought to the notice of the Mess Secretary/Dy. (c) Behavior towards the Contractor and his staff must be decent. (d) Taking meals in the room is not permitted in case of illness, prior permission for the Hostel Supt./ Mess Secretary must be taken for taking meals in the room, otherwise it will be a violation of the rule. (e) Boarders must take their day and night meals before 12:30 P.M. respectively. The Mess be closed thereafter. (f) Orders for cancellation of a meal must be given before 6 A.M. and 6 P.M. otherwise the meal charge will be realized. (g) Boarders should check their mess bill weekly and in case of any wrong entry. It should be brought to the notice of referred to the mess Secretary immediately. Any complaint regarding mess bill after a lapse of one week will not be entertained. (h) The mess bill will be realized between the 10th and 20th day of every month. A fine of Rs. 10/- will be realized every month in case of non-payment of the mess bill Boarders will not be allowed to stay in the hostel for more than a month in case of non-payment of mess dues.
3. GUESTS
(a) Prefects are empowered to allow guests for one day only. Boarders must apply in writing for keeping guests. The details about the guest must be given in the application with the signature of the guest. (b) Regular College students and expelled boarders will never be allowed as guests.
4. LEAVE
Boarders going home must get their leave sanctioned by the Superintendent before leaving the hostel. After returning from home they should immediately report to the Perfect. A leave record of every boarder will be maintained by the Prefect. The Superintendent reserves the right to accept or reject leave application. …… boarder must report himself at the Hostel on the opening day after the vacation. In case of delay he must produce his father’s permission letter of over stay to the Superintendent. There will be visitors’ book
5. ELECTRICITY
(a) In case of any complaint about electricity, boarders are advised to enter it in the electricity complaint register available with the Ward Servant. (b) Using or even keeping of electric heater, iron, fan etc. in the hostel is strictly prohibited. Boarders must put out the light of their rooms when they lock them.
6. STAFF
It is the duty of the boarder to behave properly to the hostel staff. Acts of misconduct towards the staff will result in his expulsion. (a) Ward Servant: Ward Servant will clean the rooms every morning between 6:00 A.M. & 8:30 A.M.. They are permitted to do minor shopping for the boarder provided they give money to the Ward Servant before 2:00 P.M. Ward Servants will not be sent out of the hostel for any purpose after that.
7. MALI /Gardener
The Mali will give one pot of water to every boarder between 6:00 A.M. & 3:30 P.M. Those who are absent during that period will do the job themselves. (a) The Mali will be at the well to assist the boarder in bathing from 8:30 AM. to 12 noon. Those who fail to take their bath before 12 noon will do the job themselves. It will be violation of the rule to ask the Mali to give water for bathing after the prescribed time. (b) Water shall not be given to rooms in the evening. (c) Bath Rooms /Urinals:
8. COMMON ROOM
(a) The Common room will open from 4:00 P.M. to 6:00 P.M. and 9 P.M. to 10:15 P.M. The timing may change as & when thought necessary by the Superintendent. (b) News Papers and magazines will be kept in the Common Room for the use of the boarders. (c) In no case will the boarders be allowed to take any newspaper or magazine to their rooms. Those who violate this rule will be liable for expulsion. Ragging in any form is a serious offence and the students found involved in it will be expelled from the Hostel & College and fir will be lodged against the concerned boarder/student. It will also be an offence to stop and board any bus at the hostel gate. At 10:25 P.M. the bell will ring and the hostel gate will be closed at 10:30 P.M. Boarders must not leave their rooms after 10:30 P.M. for any work except attending the call of nature. In case of any problem boarders are advised to see their respective Prefects. They are most welcome to see the Superintendent in case their grievances are not met by the Prefects.
