COLLEGE RULES
ADMISSION :
The academic session of the College from June to May comprises two terms (i) 1st Term : June to December (ii) 2nd Term : January to May
Admission to the college begins after the publication of the HSC Examination and CHS Examination results and continues till the last day prescribed for such admission by the Council and the University.
A student seeking admission is required to apply in the prescribed form within the specified date. Before one is admitted into the College, he/she and his/her guardian has to sign an undertaking form that the student will abide by the rules of the college.
Ordinarily Admission is allowed on the ground of merit and conduct of a student. Admission into the College cannot be ciaimeo as a matter of right.
Each student must register in the college the address at which he/she resides
LECTURES, TUTORIALS & PRACTICALS
As soon as the tutorial groups are formed and notified, it is the duty of a student to find out the particular group to which he/ she has been assigned. If he/she is not included in any of the groups, he/she must bring the fact to the notice of the Principal, by writing an application.
Every student is required to attend his/her classes regularly and punctually. Concerted absence Without leave is a serious breach of College discipline.
Student should take their seats before the teacher enters the class room and should not generally leave their seats.
A student who arrives late may be allowed into the class room if the concerned teacher agrees to it.
A student should behave in the class room in a disciplined manner and be attentive to the lecture.
ATTENDANCE :
Under the regulation of the University a Student in order to be eligible for being sent up for the University Examination is under obligation to attend in each subject a minimum of 75% of lectures, tutorials, practical, etc. calculated separately.
The Higher Secondary Board considers applications for the condonation of the shortage of attendance only in exceptional cases i.e if it falls between 60% and 75%.
Students are advised not to absent themselves from classes otherwise they are liable to be detained irrespective of their performance in the college examination.
Students having less than 60% of attendance in each of the subjects offered shall not be promoted to the next higher class or shall not be sent up to fill up the forms of UU.
Students having less than 75% of attendance in each of the subjects offered by him/her shall not be eligible to file nomination for contesting for any post either in +2 association or in +3 students union/society as the case maybe.
PAYMENT OF FEES AND FINES
Fees must be paid by 1.30 P.M. on the day fixed for collection. Otherwise a fine of Rs. 25 will have to be paid on the last working day of the month along with fees. Failure in this regard will entail the removal of the defaulter's name from the College rolls and readmission would involve an additional payment equivalent to one month's tuition fee and a reenrolment fee of Rs.100/-.
Any kind of fine on grounds of indiscipline will be realised along with the tuition fee.
Students cannot claim exemption from the payment of default fine or re-admission fee as a matter of right. Such exemption rests solely on the discretion of the Principal.
College tuition fees along with other fees, if any, for the remaining months of the academic session, will be realised from a student before he is allowed to fill up the Application form for the University Examination.
Declaration of class promotion result of a student can be withheld in case of non-payment of college dues, non-return of Library books, shortage of attendance etc.

MODE OF SUBMITTING APPLICATIONS,

COMPLAINTS AND REPRESENTATIONS, ETC.
All written applications should be submitted in the college office and the students need not waste time waiting to submit their applications to the Principal personally.
Honours students should contact their respective H.O.Ds to solve their problems before coming to the Principal.
Students having grievances/complaints should bring, them to the notice of the Principal /Vice - Principal Administrative Bursar by means of a written application. They may, however, meet the Principal with their grievance only during the fixed hours for persona! hearing, if it is necessary.
Students are not ordinarily allowed to enter into the college office. They should transact all their business in the college office through the counters.
The elected representatives of different bodies are required to contact the respective Vice-Presidents before coming to the Principal.

THE COLLEGE LIBRARY AND LIBRARY RULES
THE LIBRARY
The College Library contains a good number of books arranged subject-wise in sections and sub-sections.The members of staff, students of the College and other persons specially permitted by the Principal may use the Library.
RULES
SECTION - I (GENERAL)
1. The Library is open during the College hours.
2. The Library remains closed on Sundays and authorized holidays.
3. The last period of every working day is set for office work of the Library and during that period no book is issued or returned.
SECTION -II (Rules common for all borrowers of books)
1. No book should be taken out of the Library without the knowledge of the Librarian until it has been properly entered in the Borrower's Register and the entry attested by the borrower.
2. Each borrower must examine the condition of the. Book before it is issued. In. case of mutilation discovered later the presumption will be against the borrower.
3. The book should be returned within the period allowed to a borrower.
4. When the date for return of a book falls on an authorised holiday, it should be returned to the library on the day the college opens after the holiday.
5. Library books in possession of borrowers should be returned to the Library before the College closes for the long vacations on or before the date notified for the purpose.
6. Whoever might have a Library book in his/her possession should return it to the Library whenever he receives a requisition notice from the Librarian.
7. Books taken out of the Library must be returned to the Librarian and not to anybody else.
8. No marginal or other notes or marking shall be made in the Library books, nor shall any pictures or pages be removed or otherwise disfigured.
9. The Librarian will report to the Principal against persons responsible for improper use of the Library books.
10. A borrower against whom any overdue or other charges is outstanding shall not be allowed to borrow books from the Library and any one who has a Library deposit shall not be allowed to withdraw the deposit until the Library dues are cleared.
11. If any borrower keeps a book in his/her possession for more than the time allowed for the purpose, no more books will be issued to him/her until the book concerned is returned to the Library.
12. All those who may happen to be inside the Library or in the neighbourhood are expected to observe strict silence. The Librarian has orders to see that the silence is strictly observed and to report any wilful breach of the rule. Professors are expected to use their influence to promote the observance of the rule whenever they are in the Library and to report to the Principal,any case of deliberate disobedience and misbehaviour.
13. The Library premises should not be used for any purpose other than reading or consulting books and periodicals of the Library.
14. Sticks, Umbrellas and other articles should not be brought into the Library premises.
15. Spitting and sleeping inside the Library are strictly forbidden.
16. None but members of the staff may go beyond the Library counter, Persons who might get special permission from the Principal may also work inside the Library.
The following table shows the maximum number of books that may be issued to various class of borrowers.

18. A book once issued to a borrower may be reissued to him only when nobody wants to take the same before reissue. It should be produced before the Librarian for necessary entries in their register,
19. Books of reference, text books, current issue of periodicals, courses of studies and rare books shall not be issued for use at home without the special permission of the Principal.
20. Members of the staff may take books from the Library on signing the loan register. Students must take books on cards which will be issued to them after they are admitted to the College.
21. Any book lost, damaged or defaced by a borrower must be replaced by him. If a book is one of a set or series and the volume can not be obtained single, the whole set or series must be replaced by the borrower. Should the books be rare or irreplacable the borrower must pay double of the catalogue price of the books.
22. In those cases, where the price of lost books cannot be ascertained, the borrower should pay as compensation, an amount fixed by the Principal.
23. Library clearance is a must for the students when they fill up their +2 / +3 exams forms.
SECTION - II! (Special rules for the Students)
1. No students should enter the Library rooms without the permission of the Librarian.
2. No one should enter the Library rooms with personal books.
3. Perfect silence should be maintained inside the Library, on the verandah and in the reading room.
4. Library books should be returned within stipulated period failing which a fine of twenty-five paise per day per book would he realised from the student in whose name the book is issued.
5. (a) Text books will be issued to the students.
(b) Reference books will be issued on call slips for consultation in the Library.
6. Ordinarily no book will be re-issued.
7. Magazines should not be taken home. Those should be returned on the very day those are issued. Fines will be imposed on any student who takes home magazine or reference books.

OUR HOSTELS
Residence :
Every student enrolled in the college must either reside with his/her parents/natural guardian or in the College Hostel.
Hostel :
The College provides two hostels, one Gents Hostel (Ketaki Hostel) another Ladies Hostel (Prachi Ladies Hostel) with an accommodation for 30 students.
a) Application form for admission to the hostels will be received in the college office along with the application forms for admission to the college.
b) For admission to Hostel, preference will be given to students of merit and conduct.
GENERAL RULES FOR THE HOSTEL
1. All boarders should maintain perfect discipline inside the hostel and they must behave properly both inside and outside the hostel.
2. No boarder should change seat or the room, allotted to him without the permission of the Superintendent.
3. No boarder should disturb in anyway his room-mates during the study hours.
4. Study hours to be observed, will be notified in the hostel from time to time and study hour bells will be given, All boarders must be present in their respective seats.
5. No boarder can remain absent during the study hour without the permission of the Superintendent. If on any day, during a surprise check any boarder is found absent, severe disciplinary action will be taken against him and if such absence recurs he will be liable to expulsion from the hostel.
6. No boarder is allowed to keep his room lighted after 11 P.M. If any room is found lighted on any day after 11 P.M. all the inmates of the room will be penalised.
7. No one should tamper in any manner the electric installations provided in the room or anywhere in the hostel.
8. Heater, Radio etc. should not be kept inside the hostel rooms. No one should make an attempt to use an adapter or try to extend the line.
9. Whenever anybody is sick he/she must immediately inform the Superintendent and must move to the sick room provided.
MESS RULES
1. Boarders should take their meals in a disciplined way. No one should shout, quarrel or cause any disturbance in the dining hall. In case there in no vacancy in the Hall one should wait outside till a vacancy arises.
2. Meals will be served only during specified hours notified in the hostel from time to time. No one can claim his meals beyond these hours. No one should ask for normal meals being served in his room.
3. Any body intending not to take his meals in the mess will have to give advance notice of the same to the mess manager.
4. Guest meal whenever required can be supplied only if advance notice is given to the manager by making necessary entries in the register.
5. All hostel boarders are supposed to have read the hostel rules and have agreed to abide by them. They should obey the General Secretary of the hostel and manage themselves as directed by him. Ignorance of the rules will not be considered an excuse for violating them.

PROCTORIAL SYSTEM
All the students of this college will come under the proctorial system which envisages a personal and intimate relationship between teachers and students. The proctors will act as parent substitutes during the academic hours in the life of the students in college. A proctor will be in charge of not more than 32 students of a particular class. The proctor is the father confessor and the students must confess the details of their strength and weaknesses to the proctor, who in turn, will try to alleviate their sorrows or grievances or complaints by advice or by proper guidance.
DUTIES OF THE PROCTOR :
1. To meet the students assigned to him in his proctorial group every fortnight irrespective of the period assigned.
2. To keep a record of all the details about a student's life, habits and aspirations.
3. To watch and guide the academic performance of the students of his proctorial group individually.
4. To visit, if possible, the homes or hostels of the students in his group from time to time.
5. To write from time to time to the parents of the students in his proctorial group about the student's academic progress, social dealings and achievements or otherwise.
6. To report all cases of indiscipline among the students of his assigned group to the Chief Proctor, who if he so likes, may take the matter to the Principle.
7. To recommend the cases of Scholarship / Rly concession / Bus concession / Leave of absence / Free studentship and anything a student wishes to communicate to the authority.
8. To sign all conduct certificates and send them to the Principal for counter signature.
9. To discover the potential of the student and to encourage its development.
10. To intimate parents/guardians for parents � teacher meeting.
DUTIES OF THE STUDENTS :
1. To attend all proctorial meetings failing which the parents / guardians will be informed.
2. To take the Proctor into confidence in all matters of life and study.
3. To supply all information in writing to the proctor whenever called for. To invite if possible the proctor to their homes and introduce the proctor to their parents.
4. To submit a report to the proctor about the benefits he derived from the proctorial system.

THE COLLEGE MAGAZINE
The College brings out a Magazine named "SHAKTISHREE" which is published annually comprising articles in various languages contributed by the students and members of the staff. The students are primarily given opportunities to develop their writing habit through this Magazine. Criticisms, Poems and Stories and other articles of varied-interests are contributed by both the students and members of the staff. However, articles contributed should be original and written by the authors themselves.
The Chief Editor is to see that orders for Printing are placed by the end of Janaury/ February at the latest and the Magazine is made available to the students by the end of March/April every year (before Summer Vacation).
THE COLLEGE CALENDAR
The College Calendar is a comprehensive collection of useful information regarding the rules and regulations pertaining to various activities covering the academic life in the College. Ignorance of any such rule is no execuse. It serves as an ideal guide to students.
The Editor is to see that the draft of the College Calendar is ready and approved by the Principal by end of April every year and should be available to the students on reopening of the College after Summer Vacation.
