Centre for Communication Governance at National Law University, Delhi CCG is the only academic research Centre dedicated to working on information law and policy in India.

The Centre for Communication Governance at National Law University Delhi is the only academic research centre working on issues of information law and policy in India. The Centre for Communication Governance (CCG) was established by the University in 2013 to ensure that Indian legal education establishments engage more meaningfully with information law and policy, and contribute to improved govern

ance and policymaking. Through its Technology and Society team, CCG seeks to embed constitutional rights and good governance within information policy and examine the evolution of existing rights frameworks to accommodate new media and emerging technology. It aims to protect and expand the rights to dignity and equality, freedom of speech, right to assembly and association, and the right to privacy in the digital age, through rigorous academic research, policy intervention, capacity building, and strategic litigation. The Technology and National Security team at CCG looks at the role of international and domestic law in India’s national security matters from a legal and policy perspective, with a particular focus on cybersecurity, cyber conflict, and other emerging technologies. It aims to build a better understanding of national security issues in a manner that identifies legal and policy solutions that balance the legitimate security interests and national security choices with the constitutional liberties and the rule of law. The work at CCG is designed to build competence and raise the quality of discourse in research and policy around issues concerning cyber policy, global Internet governance, and media laws. The research and policy output is intended to catalyze effective, research-led policy making and informed public debate and the legal and technological landscape around issues in cyber policy, internet governance, other emerging technologies, and traditional media.

Built on distributed ledger technology, it allows real-time access, validation, and recording of information across multiple entities and locations. While Bitcoin and Ethereum remain its most well known implementations, blockchain's applications extend well beyond cryptocurrency into areas like land records, digital identity, healthcare, supply chains, and food security.

By 2022, the blockchain ecosystem in India and Australia was still emerging, with most activity concentrated in small and medium sized industry players and limited participation from government, academia, and civil society. Fewer than 20% of mapped stakeholders demonstrated any meaningful commitment to diversity and inclusion. Data portability gives individuals greater control over their personal data by allowing them to move, copy, or transfer it across different digital platforms and services.

Recognised under Article 20 of the GDPR, this right promotes transparency, enhances user convenience, and reduces vendor lock-in.

Tech policy can be a tough nut to crack, but we at CCG strive to make it more accessible. Join our discourse in the comments below.

Due to historical under-representation and invisibilisation of many communities, especially from the Global Majority, AI systems embed and perpetuate biases while extracting data from these regions without an equitable distribution of benefits.

As stakeholders continue to engage with the , here are a few priorities for global AI governance that the MAP AI community has emphasised from the perspective of the Global Majority.

The Dialogue, the first of its kind, will be held in July 2026 in Geneva. We, as part of the MAP-AI community, hope to advance the priorities and concerns of the Global Majority, focusing on an inclusive process and the social, ethical, economic and cultural implications of AI.

Purpose Limitation is a principle in data protection conversations that requires that the intended use of data be clearly defined at the point of collection and limits processing strictly to those predefined objectives. This ensures that individuals retain contextual control over their data and are not exposed to unforeseen risks arising from secondary or incompatible uses.

Within regulatory frameworks, it serves as a key mechanism for aligning organisational data practices with user expectations and consent. By constraining downstream use, purpose limitation enhances transparency, reinforces accountability, and fosters trust in digital systems.

Pseudonymization is a technique that enables data utility while reducing privacy risks.

It involves substituting identifiable attributes with pseudonyms, while securely maintaining a re-identification key. This separation introduces a layer of protection, particularly in data processing and analysis contexts, but does not eliminate the possibility of re-identification.
