*PROPOSAL TO THE TASKFORCE ON COVID19 EDUCATION MANAGEMENT ON REOPENING OF SCHOOLS:*

BY KEPSHA MEMBERS (to be forwarded THRO' NICHOLAS GATHEMIA, KEPSHA National Chair).

We have watched with keen interest the reopening of schools in China and Spain after the Corona pandemic. We will not compare Kenya with those countries but we trust that not rushing to open schools is important to avoid very costly mistakes that may spell disaster to our nation.

We suggest as follows:
1. That schools close until September, and resume for two months to finish term one.

2. Term 2 begins in January 2021 upto April,2021.

3.Term 3 begins in may upto July,2021.

4. KCPE, KCSE, PTE, KISE,and all other KNEC National exams be done in July 2021 and every year .

5.The school Calendar year will be aligned with the government financial year where Government year begins in July.

6.The long closure will free taxpayers cash that would have been used for free education to be used to improve School infrastructure to meet the *one metre rule and social distance* in classes.

7. Government to use part of the COVID 19 funds and source for more funding from *UNICEF, WHO,WB,US, China, Bill Gates,Jack Ma(not Jackson Masai😂) etc. and allocate *Kshs:5 million* to each public learning institution to mitigate effects of the pandemic on the new environment in our education institutions.

8. Fresh admissions be done based on counties where no child should cross from one county to another...
Each county to admit its own children within the county from *ECDE,Primary,High School, and colleges where possible...

9. Teachers be posted within their home areas to avoid spread of COVID 19 from hotspot areas...

10. God is against *delocalisation* office School Principals and Headteachers, and this should be reversed immediately before September,2020.

*CONCLUSION*
Schools can't reopen in the current circumstances even if school managers are under pressure from creditors, school workers and others.

*TRUTH AND ONLY TRUTH ABOUT THE JULY PROMOTIONS.*

For the umpteenth time and for the sake of Teachers,I will write once more about the coming July Promotions which the Standard Newspaper called Annual Salary Increment.

First all Teachers who have reached The Bar of particular job groups don't enjoy annual salary increment. No,once you reach the bar then that is it.

What is coming in July is promotion of teachers to the next job groups after taking 3 years in the same job group from 2017. That is ACCORDING TO TSC policy whether under schemes of service or Career Progression. Therefore all teachers eligible for promotion will be promoted as per the existing POLICIES guiding promotions.

*CLARRIFICATION*
*At No point has the Commission stated that Knut members will not be promoted. No,they will be promoted based on Schemes Of Service which states as follows:*

1:Available vacancies in the next job group.

2:Upon completion of Teacher Proficiency Course. Usually the vacancies are advertised,so Knut members should be on the lookout for that advert any time from now.

3:Job group C3 which was formally L cannot move to M since M is recognised only under Career Progression and held by Deouty Headteacher 2 and 1. Schemes of Service does not recognise it hence Knut members in C3 were not called for interview and won't move to C4.

Those in B5 who are Knut members will take TPC after paying ksh.8,000 which is what is paid before being promoted to ATS4 at C1.

Meanwhile,All teachers who are none Knut members at B5 will move automatically to C1,joining C1 at the next Salary band.

This is because CPG made B5 to C1 a common cadre promotion for P1 teachers without subjecting them to Teacher Proficiency just like J to K and K to L(C1 to C2 and C2 to C3) respectively.

*Losers who are Knut members.*

The losers under Knut are:
1:B5 who will be subjected to TPC which will promote less than 10,000 P1s.

2:C3 teachers who so far will not move Deputy Headteachers being under

*POST PRIMARY SCHOOLS PERSPECTIVE TO BE PRESENTED TO THE TASKFORCE ON COVID19 EDUCATION MANAGEMENT ON REOPENING OF SCHOOLS:*

The proposals contained here are a product of consultations with teachers in post primary schools

The Ministry of Education put together the Taskforce on COVID19 Education Management to explore the process of reopening schools. A few countries have began opening schools with various levels of success. We also recognise the WHO statement on the possibility of COVID19 being here to stay. These circumstances pause a big challenge that requires bold but carefully crafted decisions to be made. Our proposal are as follows:

1. Schools should have staggered opening beginning with candidates in July, 2020. This should happen after thorough screening of the students.

2. The terminal examinations should be done from late November and other related programmes be reorganised based on this including marking, form one selection, the dates of opening for the new year etc (Previously we had marking going into January and admissions end of February

3. The Ministry of Education should find ways of cushioning schools and parents on resumption since many parents have been seriously affected by the pandemic. The effect on school finances would therefore be no different.

4. Student counselling must be enhanced upon resumption with the government providing schools with a special fund to enable re-adaptation post COVID19 since many students have been affected directly or indirectly. It is also important to note that social interaction has been affected and a number of students and indeed teachers would still have fears over relating to others in big numbers together

6.The government should facilitate schools to improve their infrastructure for in order to minimise congestion. Especially since this pandemic comes hot on the heels of 100% transition
