RUSSIAN -UKRAINIAN WAR, AND INEVITABILITY OF NEW INTERNATIONAL ORDER

At the end of cold war, the international system has been at centre piece of American unipolarism. The American unipolarity power, created her hegemonic influence and power in the global political structure. Such grip enabled the Americans to influenced and dictate the pros and cons of global system and it's political institutions. The emergent of United States as a unipolar power as described by some writers, created some elements of global peace and stability. Any rise to challenge such grip, always met with resistance and reactions. Americans in their view, conceived themselves as an ordained global power which has come to stay, Any other in their perception must be crushed at all costs. This can be attest in the philosophy of American Exceptionalism being propagated in their various institutions. This American Exceptionalism in the description of some writers connote American superiority over all nations both in political and other ways of life. Some scholars described this philosophy as a racial and discriminative ideal. One of the American politician commented, “ America is Atlantic power and America will also be Indo-Pacific power.

But, the recent events in the global arena especially the Ukrainian war, has made some thinkers and policy makers to pondered. A major question in their discourse? Are we on the verge of transcending to a new international order anchored on the basis of multipolarity. According to George Hodge a fellow at Woodrow Wilson International Center for scholars, opined that the global system is on the verge of evolution. He emphasized that, there are multiple players who needed recognition and accommodation, And for them the only way to achieve such is to destabilize the current order which according to them is anchored on the basis of inequality. He laid emphasis on China, North Korea, India, Iran and Russia. According to him, these countries want an accommodation in the decision making processes especially when it comes to political, economic and technological productions. According to him, these nations perceived American unipolarity as a hegemonic. In essence, we will look at how this Ukrainian war, could inevitably lead to reemergent of multipolarity balance in the international affairs. At the end of Westphalian treaty of 1648, the international politics and system was anchored on the basis of multipolarity balance of power. Such continued until the emergent of world war two, which brought in Bipolar order in the case of United States of America and Union of Soviet Socialist Republic USSR. The emergent of duo, restructured the world on the bipolar international order. At this period, the two powers dictate and influenced the global decision making and politics. These continued, until the demise of USSR in 1990. The disintegration of USSR, brought America as unipolar power in the global affairs.

At the emergence of 21st century world, most countries especially on the global south began to anticipate the return to the multipolarity, where according to them, equity and justice will be Institutionalised. The anxiousness of these countries, pushed them into alignment with the emerging powers such as Russia, China and India. Such realignment can be attest in the case of this Ukrainian -Russian war, where most countries within the global south, adopted the principle of neutrality. Such neutral stand, in the view of some scholars was a message that the philosophy of unipolarity, was no longer attainable in the changing global world and system. In the recent world economic forum held at st Petersburg in Russia, president Vladimir Putin opined that the era and period where one country could dictate and decide what should happen, are over. He emphasized that Russia will commit all within her disposal in restoring the world within the ideal of multipolarity. His statement was reechoed by the Ethiopian ambassador to Russia, who opined that the people of Ethiopia and government opposed a unilateral decision making, emphasizing that his country believe in the multipolarity international order anchored on win win basic approach. Most scholars were of the opinion that the reestablishment of multipolarity international order, will be beneficial especially to the global south, most especially in the decision making and implementation processes. Although, such view has been countered by some writers who argued otherwise. What many scholars are asking ? Could this war in Ukraine, lead to the emergence of multipolar international order. According to institute of strategic studies at Oxford university, emphasized that the level of reaction in terms of neutral stands adopted by countries especially those at global south, indicate that ' the inevitability is approaching. They further contend that, China and Russia are bent on ensuring that, the multipolar international order are enthroned at all costs, Citing their various collaboration in all sectors of economy and politics. At the recent concluded world olympics held in Beijing the Chinese capital, the two leaders agreed to cooperate without limit. They also agreed to work in synergy with other BRICS countries “ Brazil, India and South Africa in creating a new order anchored on the basis of multipolar powers. The lent these emerging powers could take in scuttling the unipolar order, has been a major discourse among the scholars of international politics.

In real politick, judging from the current crescendo of global events, it's obvious that, the thought of Thucydides on power politics, is playing out in 21st century politics. Thucydides in his analysis on power politics, emphasized that, for a new order to be enthroned in the replacement of the old in international system, the new has to fight with everything at their disposal. According to him, the two parties in the confrontation might either fought with everything at their disposal or agreed to cooperate based on win win basic approach. He further emphasized that, among the two, the former might win or lose, given way to the later who might also win or lose. But, he went further by stating that, the later in the event of victory might accommodate the former or suppressed her entirely. As the events kept unfolding, the scholars of international politics are observing keenly. The historians are also on the path observing and taken records. The 21st century global system is dynamizing, the level of its dynamic will be decided as event unfolded in the global system.

BLACK AFRICA AND THE POLITICS OF PUPPETISH : A CASE OF GLOBAL CAPITALIST DOMINANCE

African continent have been grappled with economic, political and social - cultural conundrum. Such malady, has eaten deeply into the fabrics of all human existence in Africa. Some writers described such as an existential threat to African development. In discussing this, most writers usually attributed its causative to “ Euro factor, secondly, the Afro factor. The Euro cause, which some African scholars described as “ escapist theory, has been a dominant in the discourse of this issue. For Euro theorist, the current quagmire of African continent in all sectors of human existence, stem from the period of colonialism, when African resources was exploited and siphoned by the colonial authorities. They further contend that Africans were put in different system of government, values and policies, which adversely created a confusion in their way of thinking and fabrication. For them, the Africans were denied from continuing from the indigenous ways of practicing, creating and solving problems. They further argued that, had Africans allowed to use their indigenous ways of addressing issues, these myriad of difficulties we are having, would have been averted. In their analysis, they accused the colonial authorities of being the engine of the current quagmire we found our continent. However, the Euro theorist, although acknowledged the Afro causative, but most of their emphasis is anchored on the Euro factor.

The major question that has dominated the major discourse among African writers is low development indices recorded by most of African countries despite govern by Africans with a huge resources at their disposal. At this juncture, we will look into the gateway behind the underdevelopment, exploitation of African continent in the modern period. The year 1960, was described as a period of African freedom from colonial rule. At this period, a lot of hope was anticipated towards the young continent. But as event unfolded, such hope became dashed. A lot has been said regarding such failure. An undiluted fact i discovered in my years of study as a historian, regarding African political evolution, convinced my thought that most of African leaders especially within the Sub-saharan region, were usually imposed by foreign global capitalist, whose interest is to exploit and keep Africa at perpetual poor and subservient. Most of these leaders are conditioned to work in favour of their global masters. Any leader that goes contrary to the dictate of this global cabals, are either impeached, kill or removed through coup detae. Such scenario happened in the case of Muomar Gadafi and Thomas Sankara, who opposed and rejected vehemently the dictate of these globalist cabals. Gadafi and Sankara, paid the price in the defence of African interest and integrity.

In essence, the current quagmire we found in Africa of our period, is specifically our own making and causative. Apportioning blame on Euro factor, which could be seen as elapsed events, are regarded as an escapist theory and defeatist mindset. In clarification, imbibing such conception will do a disservice to African continent, in her pursuit for political and economic emancipation and development. The prospect for African development will keep eluding, unless this defeatist mindset are purged out from the thinking of African society. In one of the indices released by one of the independent think thank, noted that about 95% of African leaders, stocked their fund outside Africa. The consequences of this action portend an injurious to the African development. Most of the foreign countries where those resources are stocked, usually convert it into theirs using different tactics such as allegations of corruption and vice versa. Another important idea is the use of aid and loan. At the end of world war two, the Euro-American global capitalist, created and structure the global financial system according to their terms and dictate. These global financial institutions grant Africans loan, based on the western standard and dictate. Such terms usually discomfort Africans economically. These can be attest in the case of structural adjustment programme SAP, under the reign of Ibrahim Babangida, the then Nigeria military heads of state. Under this policy, Nigeria economy was throwned into austerity measure, which its effect was devaluation of Naira. Most of African countries usually forfeit their national asset as a result of inability to repay such loan. This can be attest in the case of Chinese take over of Ugandan international airport at Kampala. Taking over those assets, robbed Africa the sole called sovereignty and independent as presumed.

As a result of these unguided actions, made some writers to described the African governments as a puppet and subservient to the global capitalist hegemon. In essence, the actions of these African leaders explicitly explained where they anchored their loyalty. Their loyalty and patriotism are not for Africans, but rather for their global masters who financed and control their actions. A very unique question which has dominated the discourse among the patriotic Africans of this century is; “ For how long will African continent remain in this conundrum, which were imposed by global capitalist cabals, maintained and supported by their slave African accomplice occupying the various government houses across the continent. Aside this question, most of scholars and academians, have crystallized a different theories in regard to such venomic. In as much as those theories exist, the African continent need an overhaul both in political, economic and social -cultural organigram. The philosophy of Africanism anchored on Afrocentric ideal, has to be Institutionalised within the fabrics of African society. Achieving these, requires our collective effort, resilient and understanding anchored on the principle of long termism and philosophical purity designed within the African indigenous template.

RUSSIAN-UKRAINIAN CRISIS : A SUBJECTION TO GEOPOLITICAL AND GLOBAL WORLD ORDER PERSPECTIVE ANALYSIS.

The global world is facing a lot of convoluted issues, which has changed the pace of interaction among the nations state. One among such issues, is the Russian -Ukrainian war. The cause of this fratricidal war, has been debated by scholars and academia, especially those expertise in international politics. The nature of this conflict in the view of academian is worst in European soil, since the end of world war two. In historical lane, Russia has been a major power player in European politics right from 19th century power politics in Europe. Her emergence as a great power was seen by many, especially in the West as challenge to western hegemony and dominance in international politics. Such fear became palpable following the historical revolution of 1917 in Russia, which ushered in a new ideology known as communism. The emergent of this new ideology, created a lacuna between the West and Russia in all areas of Philosophy, thinking and decision making. At the emergent of world war two, the two antagonists became interwoven in their quest to defeat German Na**sm under Adolf Hi**er. Russia who has metamorphosed into Union of Soviet Socialist Republic USSR, following the incorperation of other non Russians, became emboldened and assertive in their policies following her performance in the defeat of Germany and Japan. In the word of John Meshemener, a professor of political science at Illinois state university Chicago USA, Russians perceived themselves as heroes not only in the defend of mother land, but in the ultimate defeat of Germany and proxies. According to him, Russians developed nationalist sentiment and pride over their mother land “ Russia.

At the end of world war two, the two powers Russia known as USSR and West led by United States of America, became embroiled in the quest for global dominance. This contest for global dominance described by many scholars as Cold war, draw the two powers in the application of different measures in the pursuit of their objective. At the end of cold war, which came to an end following the disintegration of USSR, changed the structure of international politics and system. Such change brought the emergence of United States as a unipolar power in the world affairs. President Vladimir Putin in his inaugural address in year 2000, described the demise of USSR as a catastrophe of 20th century. At the climax of USSR disintegration, an agreement was reached known as statesman agreement between the US led Nato and Russia. Few of the resolution is " the US led Nato promise not to expand East ward and at the same time not to admit the former Soviet republics which Ukraine are part of into the NATO alliance. But as event unfolded, such promise were swept under the carpet, which made countries like Estonia, Latvia, Poland, Hungary which were under the influence of former Solviet Union got admitted into the alliance. The action of US and her Nato allies according to John Meshemener, laid the foundation of unfolding events. According to him, has US and NATO allies, honoured the said agreement, the inevitability could have been averted.

GEOPOLITICAL PERSPECTIVE

One mistake usually made by few analysts and media in discussing the current conflict in the Eastern part of Europe, is attributing it to Russia versus Ukrainian war. But the reality is that, such thought is not only myopic, but also illogical in interpretation. In the real political word, it is a battle between the US and puppet NATO allies versus Russia. At this juncture, we will look at how this Eastern European conflict connote in the geopolitical struggle between the United States and Russia, in both quest for dominance and influence in Eastern part of European continent. Since the end of cold war, the US foreign policy toward Russia has remain the same, deterrent and containment in all ramifications. Russians in their part view such policies as American cold war mentality, which aimed at encircling and stopping the RUSSOS from achieving their global potential. The Russians having recovered from the shock of disintegration of former USSR, began to adopt a strategic policy especially in regard to the former republics within Soviet Union. For Russians, those former republics are kit and kin which must be guided jealously, especially from the encroachment of US and her Nato allies. The Russians adopted this strategy in paranoidal over their security. Every Russian government right from Yeltsin to Putin, made this policy a priority which must be protected at all costs. This policy has guided Russia in their relations with their former Soviet neighbours. President Vladimir Putin in his several speeches, made this policy a red line for Russian federation. Many scholars have argued that Russians adopted this strategy in other to dominate their former Soviet neighbours. According to them, Russians were pursuing the philosophy of Russuffication, which implies domination, influencing and at the same dictate the pros and cons of the areas within. Other analyst argued otherwise. According to them, Russians adopted this strategy in other to safeguard her national interest which centered on security and development. In their view, Russians knew the implications of encirclement and as a result, became assertive in their approach.

A lot of questions has been asked ? Why has US and NATO allies kept expanding towards the East ward despite a promise not to do such. The United States in his European defensive mechanism, outlined a plan where by most of the former Soviet union republics will be lured into the NATO alliance with a promise of huge amounts of dollars in aid and at the same, with an assurance of protection. Some scholars conceived this strategy as a philosophy of hegemonism. For them, the US adopted this strategy not for the interest of this Eastern European countries, but for the advancement of their hegemonic influence and power. According to them, the US camouflaged this strategy in the name of liberal democracy, which in essence was to prevent resurgent of Russian empire. This covert US plan became manifested following the dethronement of Russian backed government in Ukraine in 2014. Moscow considered Ukraine as her area of influence which must be protected at all costs. For Russians, Ukraine is strategic area that must be protected for obvious reasons ; first, Ukraine lies within her Eastern frank and secondly, located within the black sea which serve as only water access Russians have. For security reasons, must be protected. Following the dethronement of Russian backed government in Ukraine by US sponsored coup, Russians became apprehensive and as a result, annexed Crimea an Ukrainian part, and at the same time began fueling a secessionist sentiment in the Eastern part of Ukraine known as Dombas region. Such scenario, brought a conflict between western supported central government at Kiev and the Russian supported group in the Dombas region. For Russians, having Ukraine in the alliance of NATO will be a catastrophic for her security and influence within the region. These according to them, will enable the US to stationed its nuclear war head at the door step of Russia. To prevent this covet plan of US and her Nato allies, Russian went to war with Georgia in 2008, which many observers viewed as a counter measure from Russian federation.

GLOBAL WORLD ORDER PERSPECTIVE

At the end of cold war, the United States foreign policy was guided on the philosophy of globalism, drafted and packaged by a group who refers themselves as globalist, the deep state, the liberals. Their aimed at creating a new world order anchored on the principle of liberalism, whereby all the tenets of traditionalism are expunged, and replaced with a philosophy of all life goes. These group of globalist perceived Russia as an obstacle due to Russian believed in the principle of traditionalism. An American Catholic bishop in United States, reechoed this perception, by stating that President Vladimir Putin, remain a major obstacle for the globalist in achieving their world order objective. According to him, the globalist knew that in achieving their objective, the Russian federation has to be brought under their liberal philosophy. These group of globalist who have initiated a new system known as Great Reset, finance and control all the major media around the world, control all the super institutions around the world, and at the same, controls and dethrone any government in the world that goes against their philosophy.

At the emergent of Donald Trump as US President in 2006, created paranoidal on the globalist who perceived him as an anti globalist and their philosophy. Donald Trump in his nationalist sentiment, adopted an American First policy, which were seen in many quarters as a negation to deep state and their activities around the world. Such Americanism first policy of Donald Trump, created discontent between him and the globalist, who perceived such policy as antithetical to their objective. In reaction, the deep state fought and ensured that Trump was defeated at the poll. One of American commentator made an emphasis that the war between Russia and Ukraine wouldn't have occurred, if Donald Trump were still in power. His statement was reechoed by Trump himself, when he stated in one of his meeting with supporters, he stated that the war in Ukraine would have been prevented if he were in power. Many observers understood the cordial relationship between Donald Trump and Vladimir Putin the Russian president. The two individuals although differs in ideology, understand the danger of deep state objective. Having removed Donald Trump, the Deep State shifted their touch light towards Russia. For them, Russia has to be strangulate economically and politically. Economically, is to weaken the Russian economy, thereby creating dissatisfaction among her populace, And in consequence pushed for the dethronement of government. Politically, to isolate Russia internationally, thereby denying her global preeminence and at the same making her a pariah state. In achieving this objective, war has to be instigated in the Russian door step which will attract an international response. Some observers are of the view that the Russians were play at, in the hands of the globalist, contending that the Russians were not calculative in their strategy. According to them, President Vladimir Putin and his advisers would have been cautious and pragmatic, in as much of any provocation. They believe that Russians would have understand the evil machinations of the globalist to insight war between them and the Ukrainians. According to them, the Russians would have adopted a strategy of brotherhood in dealing with Ukrainians, citing the brotherly affiliation between the two countries. But some observers noted that the Russians acted aggressively knowing that it is the last resort to prevent Ukrainian from falling into the hands of the globalist. They emphasized that, Russians adopted this measure in other to make Ukraine ungovernable and at the same, safeguard her national security. According to Russian foreign minister Sergei Lavrov, opined that, “ we adopted this measure in other to protect and safeguard our national security and interest, which are under threat by the western encroachment. He went further by stating that Russians are prepared to defend such interests even at length of applying nuclear weapons.
In all, the contest for dominance and influence between the United States and Russia over the Eastern Europe is been showcased in the Ukrainian territory. Such contest has resulted in influx of American aid inform of armoury and weapons numbered billions of dollars. These also apply to her western supporters and allies who have also toured the line of Americans. Russians on their part, has committed human and materials resources in the defence of their interest. Observers and thinkers are pondering, Are we on the verge of new cold war, and what might be the implications to the global politics? Will globalist have their way at the end of this proxy war. What might be the faith of Russia and his partners and allies who opposed the liberal philosophy of the globalist. These important questions will dominate the discourse of observers, scholars and students of international politics in this changing global world. Historians are also observing with keen interest in regard to the unfolding events in the international politics and system. Some observers are of the view, after Russia, who are the next in the target of the globalist.

BIAFRA, AMBAZONIA ALLIANCE : A STRATEGIC AND CONSTRUCTIVE MOVE ON THE SIDE OF IPOB.

The monumentous expediency of success of state and non state actors in shaping both domestic and international policies, depends on the strategic and policy constructivism by such actors. The various experts in strategy has opined the fact on the effective usage in achieving a well planned project. In the formulation of every plan or policies, it always accompanied with a strategy which serve as a key that will unlock the cumbersome and ushered in a desired success or result. Therefore, this concept of strategy and constructivism is seen on the side of indigenous people of Biafra- IPOB led by Nnamdi Kanu. Since the emergence of this group at the world stage, many commentators and analysts has been following and pondered critically on the various move make or pursued by the group. One among them is the recent alliance between them- IPOB, and Ambazonian freedom movement led by Ambazonian liberation movement.

In the history of every liberation movement, the power that be in such country of oppressor, always underestimate the tenacity of the said liberation movement. This can be said in between the federal government of Nigeria and indigenous people of Biafra- IPOB. Since the emergence of IPOB, the Nigerian government daunted its resolved in ensuring the total emancipation of Biafran people. But the recent events made the change of such daunting. Many were of opinion, what are the beneficial effect on the recent alliance between the IPOB and Ambazonian freedom movement ? In response to this lead to the major factors that led to the collapse of the first Biafran Liberation movement led by Dim Chukwuemeka Odumegwu Ojukwu. At the peak of the war, the Ambazonian axis which is known as Southern Cameroon was a strategic axis for Biafran government due to its access in both arms and food importation. But the blockade of such place by the Nigerian state through the assistance of both British and Cameroonian government, created difficulties on the side of Biafran government. The consequences was lack of logistics support inform of arms, food and emergence of kwashiokor among the Biafran populace mostly children.

In a notch up, looking at this alliance between this two, expedite IPOB as a movement of strategic induced intellect never seen since the evolution of liberation movement in the world. This Biafran Liberation movement led by IPOB coupled with his energetic leader, has been enmeshed in battle at different front both internal and externally.The ability of IPOB in containing such battles, has led many commentators and analysts to ponder critically. One of the major think thank in the United Kingdom made a valid point that any eventual alliance between the Biafran Liberation movement led by indigenous people of Biafra IPOB and Ambazonian freedom movement led by Ambazonian liberation movement, posed a big far more threat to Nigerian state. Therefore, such danger is about to happen, because this two giant Liberation movement in Africa, has a well rooted ideology that are propelling the two. And this ideology is bent on extinguishing the vestige of European colonialism in Africa as represented by the neo colonialist in various government offices and parastatals in Africa that are bent in maintaining the status quo as designed by the European colonial masters. Therefore, coordination of this two, will create a very big disaster to the Nigerian state both domestic and internationally. The Nigerian state which already on the side of defensive mechanism against offensive diplomatic mechanism of IPOB, is unprepared to countered the weight of this two great liberation movement.

The result of this alliance between this two great liberation movement is what many commentators and analysts are seeing as the major factor that will shaped the political event in Nigeria as regard to the agitation for Biafran independence championed by the indigenous people of Biafra- IPOB. The indigenous people of Biafra- IPOB led by Nnamdi Kanu, has a well articulated and envisioned philosophical objective which is anchored on ideological consistency which no sane man or government should disregarded. These recent pivotal alliance with Ambazonian freedom movement, is a robust strategy and constructive win for IPOB on their struggle for Biafra independence. Therefore, it is only the students of international relations and analysts that fully understand the consequences it posed to the Nigerian state in the forceable future. The cooperation of this two great liberation movement in their struggle to enthroned justice in their various areas of influence will be remember as one of the ingenious constructivism adopted by IPOB in their zeal to liberate the oppressed people of Biafra in the Nigerian system.

Conversely, the alliance between this two great liberation movement in Africa will unshackled the odium of neo colonialism as represented by Nigerian and Cameroonian state which emerged as a result of European conquest of African territories. The fruit of this alliance between this two, will be felt in no distant time. Therefore, the hobnobbing between the indigenous people of Biafra - IPOB and Ambazonian liberation movement, is a well thought and perfected idea on the side of IPOB, history and posterity will be kind to IPOB for adopting this measure in the quest to restoration of Biafra Independence.
