NINLAN, UNIZIK, NCCE HEADS CRAVE SUPPORT FOR NINLAN ON INDIGENOUS LANGUAGE DEVELOPMENT ... Grace NINLAN Matriculation

The Executive Director, National Institute for Nigerian Languages, Aba, Prof. Ogbonna Onuoha; the acting Vice - Chancellor, Nnamdi Azikiwe University, Awka, Prof. Carol Arinze - Umeobi, and the Executive Secretary, National Commission for Colleges of Education, Prof. Paulinus Okwelle, have tasked relevant Authorities and stakeholders in Nigerian Languages to support and encourage NINLAN in its efforts at developing and promoting the study of Nigeria's indigenous languages.

The dons made the appeal in their separate addresses at the Matriculation Ceremony for First Degree, Postgraduate Diploma, Diploma and Certificate Programme students of NINLAN, held at its Permanent Site, in Aba.They want the Institute to be given all necessary financial, administrative and moral support that will help it in successfully pursuing its given mandate as the Apex Institution for teaching, study and research in Nigerian Languages.

Professor Onuoha, the host, believes that Nigeria's state governors have a crucial role to play in developing the indigenous languages of their states by collaborating with the Aba - based Language Institute for their development. He said: " Let me appeal to all State Governors and stakeholders to seize the opportunity offered by NINLAN to patriotically develop Nigerian ( indigenous) languages spoken in their states by granting scholarship to their citizens to study their mother tongues in the refresher, improvement, acculturation, conversion, development and research trainings at NINLAN. The Federal Government has established NINLAN; let the state governors in whose states and regions the Nigerian languages are located and spoken water NINLAN, benefit from it for the educational, social, political, economic and cultural development of their states, peoples and the nation at large."

The Executive Director believes that with the speakers of various Nigerian Languages being sponsored by their various state Governments to study these languages at NINLAN, it would not take very long to reverse the widespread decline and very low level of indigenous languages among the various language areas . He urged the State Governors to show patriotism by embracing this proposal.

Prof. Onuoha also used the opportunity to list some achievements and pursuits of his Administration: "In my tenure as Executive Director, NINLAN has continued to witness a transformation in both academic and infrastructure areas. To address the grave security concerns posed by our expansive 209.5 - hectare unfenced campus, we have commenced the installation of solar - powered street lights at strategic locations to enhance visibility and safety for staff and students, especially at night. In line with our mandate to serve all parts of the country equitably, the Institute has restructured its faculty formations to reflect the six geopolitical zones of Nigerian languages under our care.We are equally championing technological innovations by developing specialized computer keyboards with indigenous language characters, in partnership with a Chinese technical firm, to support reading, writing, and digital content creation in some Nigerian languages."

Other unfolding achievements announced by the ED were :
- Pioneering text - to - speech and speech - to - text applications powered by natural language - processing Algorithms.
- NINLAN Nigerian Languages Online ( NNLO) Programme for virtually delivering Certificate and Diploma Programmes both locally and internationally.
-- Establishment of Acculturation and Language Acquisition Centres (ALAC) in some Nigeria's geopolitical zones to serve as hubs for learning and internalising indigenous languages in their natural environments.
- Redesigning of the Acculturation Programme to include the demonstration schools to equip them to examine students in Igbo; Hausa and Yoruba.

The ED expressed profound appreciation to President Bola Tinubu, the Minister of Education, Dr.Tunji Alausa; the Abia State Governor, Dr. Alex Otti; the 6th Governing Council, and the Deputy Speaker of the House of Representatives, Rt. Hon. Benjamin Kalu, whom he described as " a true benefactor and friend of NINLAN who has adopted the Institute as his pet project."

On her part, the UNIZIK Vice - Chancellor, represented by Prof. George Onwudiwe, emphasised the strategic relevance of NINLAN in the development of Nigerian languages. She said : " There are many Nigerian Universities offering degree programmes in various Nigerian Languages. This notwithstanding, the Federal Government thought it fit to establish, in 1993, the National Institute for Nigerian Languages, as the foremost Institution for teaching, research, documentation and coordination of studies in the numerous Nigerian Languages. Its mission... is to equip its products with the knowledge, skill and competence to successfully pursue careers as Nigerian- Languages teachers, translators, media and communication experts and researchers."

In his address, the Executive Secretary of the NCCE, represented by Dr. Titus Ezeme, commended the NINLAN ED for holding the Matriculation Ceremony and the various other feats his Administration has achieved.

The NCCE boss said: " The National Institute for Nigerian Languages occupies a strategic place in our educational landscape. In a multilingual country like ours, the teaching and preservation of Nigerian languages are not just academic exercises, but patriotic duties....By embarking on NCE programmes, NINLAN has placed itself at the heart of the teacher education mandate of the NCCE. NINLAN ED TASKS NDIGBO ON SURVIVAL AND GROWTH OF IGBO LANGUAGE

The Executive Director of the National Institute for Nigerian Languages ( NINLAN), Aba, Prof. Ogbonna Onuoha, has challenged the Igbo people to speak, write, teach and project their language to the world to reverse the neglect suffered by the language.

Onuoha, a Professor Linguistics and Nigerian Languages, threw the challenge at a Workshop hosted by NINLAN, in Aba, and organized by the Developers of Omenka App, an on- line platform championing the preservation and growth of Igbo language and culture , and Indigenous Hands and Voices. The Workshop was for teachers of Igbo language in primary and secondary schools in the South - East.

The Workshop aimed to address and counteract the widespread neglect of the language by persons whose attitude to it seems to be " _E ji Igbo Eje Ebee? Ajambele":"What benefit will l get from Igbo Language? Forget it."

The Executive Director lamented the unsettling apathy to Igbo language by its speakers as manifested through reluctance to speak Igbo and disregard for its native dressing and other traditions that distinguish the Igbo people.

Prof. Onuoha encouraged the organizers of the Workshop and the Resource Persons to get to the root of the challenges facing the growth and survival of Igbo language and proffer recommendations on how they could be overcome .

Resource Persons at the Workshop, themselves Professors of Igbo language, addressed the audience in Igbo language as they focused on the various aspects of Igbo identity that need a boost - speaking the language at home, school, singing Igbo songs, wearing Igbo traditional dresses, telling Igbo folk tales , among others practices.

Prof. Lucy Apakama, of Alvan Ikoku Federal University of Education, Owerri,
drew the attention of Igbo language teachers to the Life and Traditions of Ndigbo and the necessary symbiotic relationship that should exist between the Igbo language teacher and the learner to help Igbo language to thrive. She advised teachers to deploy contemporary technologies in teaching students to arouse and sustain their interest in the language.

On her part, Prof. Nkechinyere Nwokoye emphasized the need to use Standard Igbo in writing texts, speak at events or ceremonies and in oral communication, and not the local dialect of the writer or speaker.

She noted that the use of Standard Igbo would greatly enhance assimilation of the knowledge that the Igbo language teacher is imparting on the learners as well as in unifying Igbo people through the use of shared and common symbols.

Prof. Chukwuma Okeke of the University of Nigeria took participants through the application of modern scientific and technological tools and innovations in teaching and writing in Igbo language.

He encouraged the teachers to acquire personal computers like laptops/desk tops, android phones; and to be knowledgeable in word processing, e-mailing and the use of the internet in information gathering.

Okeke pointed out that the use of android phones in teaching Igbo language would capture the interest and attention of young people in secondary schools, and encouraged the teachers to be familiar with technological tools like Artificial Intelligence (AI), Grammarly, Virtual Tours, and countless other systems to add finesse to written texts and to make the teaching and learning of Igbo language more attractive .

NINLAN ED CHALLENGES STATE GOVTS TO RESCUE INDIGENOUS LANGUAGES

The Executive Director of the National Institute for Nigerian Languages (NINLAN ), Aba, Prof. Ogbonna Onuoha, has challenged State Governments to take urgent action toward rescuing Nigeria's indigenous languages from decline and extinction.

The Professor of Linguistics and Nigerian Languages gave the charge when he received Leaders of Ibibio Alive Enterprise, an Uyo - based Non- governmental Organization pursuing the revival and development of the Ibibio language. The group was led by Dr. Ekwere Asuquo, the International President of Ibibio Alive Enterprise, who was accompanied by the Board Chairman of the Group, Dr. Effiong Efuk, and Mr. Bassey Effiong, its Director of Research.

The NINLAN ED said it was time State Governors stepped in in the quest to revive, sustain and develop indigenous languages spoken in their respective states because " the greatest asset of any people is their language. "

Onuoha urged the Governors to sensitize, encourage, motivate and sponsor their people to develop interest in speaking and studying their mother tongue. He advocated that the Governors send teachers from their states to undergo the Postgraduate Diploma in Conversion Programme on Nigerian Languages in the Institute where they will acquire the requisite knowledge and certification to contribute toward revolutionising the indigenous languages of their various states. The Executive Director urged the governors to "step in. If they do, young people in these states will be interested in studying their mother tongue. State Governments need to get deeply involved in the struggle for survival of the mother tongue. "

Prof. Onuoha expressed his deep impression about the great efforts and sacrifice being made by Dr. Asuquo and his Ibibio Alive team, and commended them:" I am impressed by the volume of sacrifice you have been making. You deserve to have State honours and special mention in the annals of indigenous language development in Nigeria." The ED said NINLAN would award the Ibibio Alive Enterprise president the title of Ambassador of Nigerian Languages.

Specifically, the Professor urged the Akwa Ibom State Government to give necessary support and help to Ibibio Alive to facilitate the realization of its vision and objectives about Ibibio language. The state government, he said, should employ Ibibio Alive graduates in the state's public schools and whip the sentiments and interests of more youths in the Ibibio language.

In his remarks, the Ibibio Alive President congratulated Prof. Onuoha on his appointment as NINLAN ED, and appreciated the contribution the Institute was making in the growth of Ibibio language through its collaboration with Ibibio Alive.

Dr. Asuquo also requested for NINLAN to include NCE Programme in the courses on which it collaborates with Ibibio Alive Enterprise, something the Executive Director was disposed to consent to, subject to the signing of a separate Memorandum of Understanding (MoU) between the two partners.

Present with the ED to receive the visitors from Akwa Ibom were Prof. Ngozi Ijioma, Director of Academic Planning and former Coordinator of the Postgraduate Diploma Conversion Programme; Dr. Joy Chikezie, Dean of Postgraduate School/ Coordinator of Postgraduate Diploma Conversion Programme; Prof. Chinenye Udeze, adjunt staff; Mr. Chris Nwankwor, Head of Information, Protocol and Public Relations; Dr. Aniefon Akpan, Lecturer in Linguistics and Nigerian Languages, and Mrs. Joy Metu, Deputy Registrar, Postgraduate School.

NIM URGES FG TO GIVE MORE SUPPORT TO LANGUAGE INSTITUTE

The Nigerian Institute of Management ( NIM) has urged the Federal Government to gove more financial and other supports to the National Institute for Nigerian Languages (NINLAN),Aba, to enable it to be better positioned to revolutionise the study and research in Nigerian Languages.

The South - East Zonal Chairman of NIM, Prof. Jude Njoku, gave the charge during a courtesy visit to the Executive Director of NINLAN, Prof. Ogbonna Onuoha, by the Abia State branch of the Management body. He was represented by Dr. Austin Chikere, a Fellow of NIM and former Dean of the School of Management and Technology, Abia State Polytechnic, Aba. The visit was by NIM chapters in Aba, Umuahia and Umudike.

According to Prof. Njoku, NINLAN’s operational mandate required that it play a special and leading role in the development of Nigerian languages, a role he said was more crucial and urgent now that some Nigerian languages are endangered, while others are neglected by their native speakers.

The NIM Zonal Chair advised that " the Federal Government should therefore give to NINLAN all the support it requires to live up to its lofty mandate."

Prof. Njoku described NIM as the foremost, leading professional organization in the country seeking to advance the management acumen of managers and executives alike, and asked the NINLAN ED to encourage and support the revived chapter of NIM in the Institution .

He said:" I urge the Director to give the fledgling Chapter your full, moral, administrative and financial support by sponsoring them to Conferences, Summits and other beneficial events which are why the Institute exists."

Prof. Njoku told the ED that the NINLAN/ Ogbor Hill Chapter of NIM would hold monthly meetings where they would have Management talk as well as discuss on how to attend Conferences, Summits and other meetings at national, Zonal and state levels : "There is no reputable Institution – government or private – including Universities which does not have a large percentage of its staff as registered members of NIM."

Other NIM leaders present, including Mr. Chris Agbara, Abia State Chairman; Mrs. Ngozi Ikechukwu, state Vice- Chairman; Mr. Chima Ahaiwe, state Secretary; Mrs. Jacintha Ogwo - Agu, a former Registrar of Michael Okpara University of Agriculture; Dr. Constance Evuline, a former Registrar of Abia State Polytechnic; Mrs. Victoria Obasi of Ministry of Lands, Umuahia; Mr. Chris Nwankwor, Chairman of the reborn NINLAN/ Ogbor Hill Chapter, and Mrs. Evelyn Egwim of the same Chapter, expressed appreciation to the ED for his encouragement toward the revival of the local Chapter.

Mr. Agbara urged the Executive Director to attend the upcoming Zonal Summit, while Mr. Ahaiwe distributed NIM membership forms to Prof. Ogbonna and three other principal officers present - Mr. Kolawole Aliu, the Bursar; Prof. Cyprain Ugwu, the Institute Librarian, and Arch. Emeka Izuwah, the Director of Works.

Responding, the ED told the guests that there was everything good in the Institute and its staff associating with NIM.

Prof. Onuoha said the Institute would partner with NIM in the area of staff training to upgrade the staff standard and their service - delivery capability .

He expressed satisfaction and positive impression with the calibre of professionals included in the visiting team, such as many Ph. D. holders and top - level Administrators and two former Registrars: " If our staff hear from you and learn from you, they will be like you."

ED RENAMES STAFF SCHOOLS NINLAN INTERNATIONAL SCHOOLS

From the next academic session the NINLAN Demonstration Secondary School and the the NINLAN Nursery and Primary School will be known as NINLAN International Schools. This is sequel to the announcement by the Executive Director, Prof. Ogbonna Onuoha, that the staff Schools would have their names changed to NINLAN International Schools from the 2025/26 session.

The ED made this known at a meeting he held with the PTA Chairman of NDSS, Dr. Emenike; that of the NNPS, Mr. Dan - Stan Nwigwe; the NDSS Principal, Mrs. Ugochi Mwaokorie; the NPPS Headteacher, Mrs. Doris Emedolibe, and other representatives of the schools' PTAs.

The Executive Director told the visiting PTA executives that his Administration would give a facelift to the NDSS and NPPS :" We are repackaging the Schools."

The ED explained that the intended upgrade of the schools was the reason for the adjustment in fees being suggested for students, and said the economic situation of the country in recent time necessitated the consideration.

Prof. Onuoha said more attention would be given to various aspects and sections in the schools including renovation of classrooms and upgrading the ICT with a view to having the school serve as a JAMB ICT Centre soon: " We want to step up things there."

He explained that the proposed fee adjustment was rational, to avoid failure as " your expenses ought to be based on your income."

Prof. Onuoha expressed delight at the quality of teachers in the NINLAN schools, declaring that "we have the most qualified teachers; no other private school has that number of qualified teachers. "

He commended the two PTAs for their contributions in the affairs of the schools , including provision of seats, paying a part- time French teacher, among other things.

In their presentations to the PTA Chairmen commended the ED for inviting them to make an input in the consideration of fee adjustment.

They accepted the suggested upward adjustment in most areas, but requested for some downward modification in others, something the ED was committed to presenting to Management at their next meeting.

The event was witnessed by the Institute Librarian, Prof. Cyprain Ugwu, and the Head of Information, Protocol and Public Relations, Mr. Chris Nwankwor.

NINLAN LAUNCHES QUALITY ASSURANCE HANDBOOK FOR ITS STAFF....
Challenges them on Excellent Service Delivery

The National Institute for Nigerian Languages (NINLAN),Aba, has launched a service delivery booklet for its staff.

Titled "The Quality Assurance Policy of National Institute for Nigerian Languages," the book was handed over to all members of staff at a one - day Staff Training jointly organised by Service Compact ( SERVICOM) and Quality Assurance Units of the Institute, chaired by the Executive Director of the Institute, Prof. Ogbonna Onuoha.

Presenting the Quality Assurance Policy, Prof. Onuoha challenged the Institute's staff to embrace the principles projected by SERVICOM and Quality Assurance and render excellent service to the Institute . He urged the Institute's academic and non- teaching staff to ensure their services are of the highest standards.

He said that NINLAN, as the apex authority in research and teaching of Nigerian Languages, deserves the highest level of dedication, discipline and diligence from its workers to make the Institute live up to expectations.

The ED said the presentation of the policy booklet and the training that accompanied it was aimed at launching the Institute into a new era " when we really work to restore the glory of the Institute through SERVICOM and Quality Assurance. "

In a lecture on " Understanding SERVICOM/ Quality Assurance : Cultivating Quality Service Delivery Culture in NINLAN," the Institute Librarian, Prof. Cyprain Ugwu, defined good service delivery in terms of service excellence, timeliness and responsiveness, honesty and transparency, accountability and customer - focused service. In his words SERVICOM means " promising to serve people well and doing everything possible to keep that promise...(putting) people first by providing timely, fair and honest service."

Prof. Ugwu sees Quality Assurance as " doing things well and checking regularly to be sure they are done properly. It is about making sure that teaching, learning, services and operations and engaging with communities meet the highest standard of excellence. "

Ugwu's paper specifically tasked the Institute's academics to " prepare ( their lectures) well; teach using good methods; mark fairly, and attend classes on time." For non - teaching staff, they are to " give timely and accurate service to students and their colleagues."

He also encouraged Management to follow the rules and to carry everyone along.

Prof. Ugwu urged participants in the training to practise continuous learning and improvement on their job by always looking for ways to do things better and not feel complacent just being good enough .

Other Resource Persons at the training were Prof. Nkechi Ohaike, the Focal Officer of SERVICOM; Dr. Joy Chikezie, Dean of Postgraduate School and Coordinator of Quality Assurance, and Prof. Ugochi Ikonne, Dean of Education and SERVICOM's Complaints Desk Officer.

Speaking on " SERVICOM Principles and Mandate for Effective Service Delivery," Prof. Ohaike outlined the service principles propagated by SERVICOM, and urged the Institute's staff to imbibe and observe them. She said the SERVICOM Unit under her leadership would work to see that things were done better by every staff.

She admonished the staff to master all the rules and regulations and demonstrate due compliance, ensuring they come to work punctually and regularly and render quality service in their respective areas of assignment.

The SERVICOM Focal Officer also encouraged the provision of working tools and conducive work environment for staff to obviate what she called " Management- induced" deficiency in service delivery.

On her part, Dr. Chikezie who spoke on "Quality Assurance Frameworks and Policies" outlined what Quality Assurance is all about and its great significance in improving the standard of service expected of the Institute's staff .

Prof. Ikonne took the participants through the history of the operations of SERVICOM in the Institute- including its creation by the second Executive Director, Prof. Ben Elugbe; its revival by the fourth Executive Director, Prof. Obiajulu Emejulu, the near delisting of the Institute's SERVICOM Unit by Abuja due to inactivity, to the breath of life re-injected into it by the incumbent ED, Prof. Onuoha, by appointing the present team of officers, sponsoring them on a SERVICOM national workshop, and organising this historic, crucial training for all staff with the Quality Assurance Office.

The training - the first of its kind - was attended by all staff, not the least of whom were the Registrar, Mrs. Charity Ijoma; the Bursar, Mr. Kolawole Aliu, and the Director of Works, Arch. Emeka Izuwah.
