Property Tax remains among known local taxes, the most viable, relatively stable, predictable, substantial and veritable source of revenue for a truly politically independent local government administration in a truly democr

atic dispensation. It has played a significant role in financing local infrastructure developed countries , but regrettably has not known to yield much in any developing country. This international conference on property tax, organized by the Department of Estate Management, University of Lagos seeks to address various factors inhibiting its success in developing nations. Drawing from results of empirical studies, lessons drawn from developed nations, experiences of practitioners in both public service and the private sector, the conference is expected to come up with recommendations for indigenous property tax system. The idea is to contrive a system which pragmatically combines simplicity, with equity, cost effectiveness, sustainability,transparency, and the peculiarities of the local market place for improved revenue. THE OPTIONS ARE VERY LIMITED AND NONE COMES ANY CLOSE.
