NOUN PROTESTS EXCLUSION OF GRADUATES FROM NYSC SCHEME

The National Open University of Nigeria (NOUN), has protested the exclusion of its graduates from the National Youth Service Corp (NYSC) scheme.

The vice chancellor, NOUN, Prof Abdalla Adamu appealed to the National Universities Commission ( NUC) to intervene and prevail on the authorities of the NYSC to allow NOUN students participate in the scheme to enable them contribute their quota to nation building.

Adamu, who led a full squad of NOUN’s management to the National Universities Commission (NUC) in Abuja, yesterday, said the exclusion was contrary to the promotion of patriotism and unity in the country.

He said it was an irony that the most inclined of the nation’s graduates were excluded from a programme designed to engender patriotism and unity.

According to him, “It is national news that NOUN graduates are excluded from participation in the NYSC scheme, although exclusion letters are often provided.

“ In NOUN, we train graduates with nationalistic outlook in Nigetia , and can boast to be the only university in Nigeria where people from all the LGAs in Nigeria are represented as students.

“However, this nationalistic outlook cultivated by our students is dampened by the painful fact of their exclusion from the NYSC scheme.

“The desire of NOUN graduates is to participate fully in the NYSC scheme and contribute their quota to the development of their nation. We are sure that with the appropriate intervention of the NUC led by you, this problem will be over,” he added.

Abdalla further disclosed that NOUN has suspended its law programme, following the exclusion of graduates of Law programme from attending the mandatory Law School of Nigeria by the Council of Legal Education (CLE).

He stressed that the suspension of admission into the programme followed an advice by the National Universities Commission (NUC) to stop admissions pending the resolution of the inability of its graduates to go to Law School.

Varsity severs ties with Alumni association
The statement further said that Adamu urged both parties to see themselves as ambassadors of NOUN interested in its growth and development.
The National Open University of Nigeria (NOUN) says it will henceforth treat the university’s Alumni Association as an independent voluntary association.
The university further said that as such, it would “not have any hand in the affairs of the association’’.
This is contained in a press statement signed by Ibrahim Sheme, the university’s Director of Media and Publicity and made available to the News Agency of Nigeria (NAN) in Abuja on Wednesday.
The statement quoted the Vice-Chancellor of the university, Professor Abdalla Adamu, as saying that the group was a voluntary body for former students who chose to join it.
It said that with effect from Wed, June 15, 2016, the university’s Advancement Unit, which had been empowered to liaise and work with the association, would stop all forms of collaboration.
“The university does not have any hand in the affairs of the association.
“The university will henceforth treat and relate with NOUN Alumni Association as a voluntary association that is independent and remains on its own,” the statement quoted ,” Adamu as saying.
According to the statement, the university’s decision to sever ties with the association followed the refusal of the Board of Trustees (BOT) and the National Executive Council (NEC) of the association to agree to a truce proffered by the university’s management to resolve a lingering factional crisis between the two groups at a meeting held at the NOUN headquarters in Abuja on Wednesday.
The statement said that at the meeting, which was attended by officials of both bodies, the vice chancellor had noted that there were numerous complaints from members of the association and the general public which border on power tussle and allegations of wrong doings against both the BOT and the NEC.
The statement said Adamu appealed to all concerned parties to sheathe their swords and embrace peace in the interest of the association and the image of the university.
It also said that the vice-chancellor suggested steps to be taken to resolve the lingering crisis.
The statement further said that Adamu urged both parties to see themselves as ambassadors of NOUN interested in its growth and development.
According to the statement, the VC advised the association to withdraw and settle all pending court cases out of court.
The statement also said that the vice chancellor called for the dissolution of the current BOT and NEC officials from the state to federal levels with strict adherence to due process.
It said that Adamu also recommended that a Care-taker Committee be set up to conduct the affairs of the association pending fresh elections of officials.
He also advised that a time-table of operations for the Care-taker Committee be worked out.

On behalf of the Study Centre Director, we congratulate all our students on the successful completion of the 2016_1 exams. May God in his infinite mercy crown the efforts of those who genuinely put in their best (Amen). Kindly note the following:

1. Very soon, we shall start posting information on the commencement of a new semester (2016_2). For a start, we'll commence screening of new students in a fortnight (i.e., 20th June, 2016).

2. No student should pay for registration until we announce the commencement of a new semester. This is very important as failure to heed this advise could mean that you would have to pay the compulsory fee twice.

3. IT/SIWES Logbooks are available for pickup at the Study Centre for eligible students. See our previous post on this issue. Meanwhile, those who have already commenced the exercise are advised to take it seriously, as the University's Inspectors could come visiting unannounced.

4. Finally, the Study Centre has come up with a policy on dress code. Indecently and provocatively dressed students will henceforth not be allowed into our premises. Sartorial indecency include, but not limited to, flimsy tops, skimpy gowns/shorts/skirts, ripped/ragged/tattered/sagged trousers, et al...

For All NOUN Students- On NYSC

The following report is a part of the discussion of the meeting between the leadership of National Open University Students Association of Nigeria(NOUSAN) and the School management on NYSC issue, which was held at the NOUN Headquarters, Victoria Island, Lagos, on the 22nd of September 2015.

Sequel to that meeting, we have made an earlier report on the outcome of the meeting, as your interest(our fellow students) is our paramount concern and we promise to give you effective representation and feedback. As promised, this report will be focused on NYSC discussion NOUSAN had with the school management. We implore all students to read through this article carefully and be guided.

Discussion:

At the meeting, we (NOUSAN) decided to ask, based on the agitation of our students, why NOUN students are not being shortlisted for the NYSC program in Nigeria, as it amount to discrimination and desolateness, since we form part of the Nigerian students. The management explained that the agitation of the students is a misconception of the NYSC idea.

First, they said the law only permits organizations to demand for NYSC certificate, it does not matter which. The NYSC certificate is broken into 3;
1. Certificate of National Service.
2. Certificate of Exemption.
3. Certificate of Exclusion.

These NYSC certificates, backed by law, shall be accepted by all organisations in Nigeria, and no organisation will refuse any of the above mentioned NYSC certificates.

In Open University, all graduating students are issued a NYSC Certificate of Exemption, which is equivalent to all NYSC certificates issued to students in conventional universities. We told the management, that despite the exemption certificate, our students who merited the service based on thier constitutional rights, as provided for by the NYSC Act, which stipulates that students(below 30 years of age) in any institution of higher learning, which NOUN is one, should be given the privilege of the national service to their dear country by the Nigeria Government, as it will promote oneness and give NOUN students sense of belonging as well.

Based on the above reasons given, the management opinionated that our students are not being shortlisted for the scheme at the moment because; the NYSC program accommodates over 100,000 students from about 100 universities all over Nigeria for service yearly. These students are given infrastructures like the orientation camps and Corpers' lodges. National Open University alone produces over 50,000 graduates yearly, due to it's expanded and Open style of education. 50,000 students produced by only one university will increase the number of students the NYSC program can accommodate from 100,000 to 150,000, more than half of it's current figure. There would be need to expand the orientation camps and orientation facilities, corpers' lodges, etc. All these will cost a lot of planning, funding, and ex*****on.

The Open University alone can produce more than half of the number of graduates that 50 universities combined, can produce in one academic year. Since such is the case, then it would be necessary to expand expand the current infrastructures and facilities, enhance adequate security of students, provide for shelter/accommodation for the students and majorly, the provision of consistent payment of students allowances. It would be inappropriate for NYSC to shortlist Open University students without securing our lives, without providing shelter for our students in extreme weather conditions in some parts of the country, without making provising for proper funds, so Open University corpers would not be owed their allowances while they are serving their country.

Therefore, the Federal Government, based on the pressure from our school management, directed the NYSC Director-General to issue all Open University students NYSC Certificates, since it was never the students fault for not being shortlisted for the service. The management also added that NOUN was not designed for Open University students to serve initially, as the institution was initially created for workers and aged class, but due to the necessity to make education more accessible to all, Open University then decided to admit below the age limit and non-workers.

The Management, however assured that, the Federal Government are working tirelessly to expand facilities, re-organise and adequately provide security, and to build adequate infrastructures, to accommodate qualified Open University students for the scheme on the long run. It took years to build facilities to accommodate the over 100,000 students of the conventional universities being accommodated currently by the NYSC, it will take some time to provide for almost double that number.

On this note, we implore all our fellow students to see reason with us and the school management, as efforts are being made to see that all these obstacles becomes history.

National Open University Students Association of Nigeria(NOUSAN) has however resolved to petition the Federal Government to mount more pressure on the NYSC Commission, so as to speeden the process of accommodating Open University students for the One Year service program, up.

We appeal to all students to desist from any form of violence and publications that may tarnish the image of our school in the public eyes, while all complaints should be forwarded through the following NOUSAN leadership numbers for easy resolve;

A human rights lawyer, Maxwell Opara , has dragged the
National Open University of Nigeria (NOUN) before a Federal
High Court over its law degree programmes.
Opara, in a writ of summons filed by his counsel, Nnenna
Opara, argued that the law programme of NOUN has not
conformed to the minimum standards of law education as set
by the Nigerian Law School (NLS)’s Council of Legal Education
(CLE) which stipulates that “law must be studied on a full time
basis and not on part time or by correspondence.”
According to him, NOUN “deceived and lured innocent
Nigerians to believe that NOUN was duly accredited to offer
law.”
Opara avers that he sponsored two persons to take the NOUN
programme before realizing that that the institution has no
approval to offer law, with the Nigerian Law School rejecting
thousands of the programme’s graduates with LL.B degrees.
Justice Ahmed Mohammed ordered the applicant to serve
hearing notices on NOUN and the NUC.
The matter was adjourned to October 1 for hearing.
