ASUU STRIKE: NANS/JCC Declares Support

The newly-elected Chairman of the National Association of Nigerian Students/ Joint Campus Committee (NANS/JCC), Osun Axis, Comrade Awowole Samuel, has called on the Federal Government of Nigeria to respect the agreement it had with the Academic Staff Union of Universities (ASUU) in 2001, in the general interest of the students.

Addressing journalists after the election of the association held at Osun State College of Technology, Esa-Oke, the association expressed displeasure on the prolonged ASUU strike, which has crippled the universities.

He also called for the support of other labour unions and civil societies on the ASUU struggle to selvage education in Nigerian saying: “The deteriorating situation of education should be the concern of everybody.

“What ASUU is asking for is the adequate funding of the university system so that our universities will not continue to produce students who will not be able to compete with their colleagues in other parts of the world; this should be the concern of all Nigerians”

He said the NANS/ JCC, Osun Axis, has declared its support for ASUU and vowed to support other progressive organizations to take the struggle to the doorsteps of the Federal Government.

He solicited the support of the government and other stakeholders in tertiary institutions in the state to further promote functional and qualitative education in the state.

Awowole also commended the state governor, Ogbeni Rauf Aregbesola, for constituting the governing councils for the state-owned institutions, as a result of agitations by the students and urged the new council members to focus on the infrastructural development and academic standard.

He said: “While we commend the governor for appointing the governing councils after several protests by the students in the state, the new council members must see their new appointments as a call to responsibility to reposition the neglected infrastructure in our institutions.”

Other executives elected at the convention included Comrade Agolo Samson, Secretary; Adekitan Lukman, PRO; Esan Victor, Assistant Sectary and Aliyu Obafemi, Mobilization Officer.

ASUU Srtike Update: JAF Set For Nationwide Protest

ASUUAs the labour action embarked upon by the Academic Staff Union of Universities (ASUU) over the unfulfilled obligations of the government attracts growing sympathy and solidarity of other pro-labour groups, the Joint Action Front (JAF) has begun to mobilize for a mass protest in support of ASUU.

In a statement informing media and other civil society groups of an impending public demonstration, JAF Secretary, Abiodun Aremu, said that preparations were in top gear nationwide. On Sunday, JAF held an Expanded General Meeting with stakeholders in the education sector, comprising students, civil society groups, zonal and state representatives of ASUU, the Academic Staff Union of Polytechnics (ASUP), and the College of Education Staff Union (COESU).

The meeting agreed on a template for National Mobilisation, the statement said, urging all stakeholders in the Education Sector – parents, students, ASUU, ASUP, SSANIP, COESU, National Union of Teachers (NUT), Non-Academic Staff Union (NASU), Senior Staff Association of Nigerian Universities (SSANU), professionals and workers unions (in the NLC and TUC) and the oppressed masses of Nigeria to hold consultative and mobilization meetings and rallies, in view of the PROGRAMME OF ACTIONS to be made public in the next one week.

Aremu said the scope of the impending protest would be beyond ASUU and that JAF would muster the oppressed masses and deprived citizens across various sectors for the showdown with an irresponsive government.

“Thus JAF appeals to Nigerians to see the current struggle by ASUU and the inconclusive struggles of other unions in the Education Sector as the struggle of the Nigerian oppressed masses, whose millions of children would be denied education and a future, should the current trend of poor funding and neglect for Public Education by Government at all levels, be allowed to continue,” the statement said.

For the universities, the demands which resulted in the ASUU strike include failures by federal and state governments) to fund facilities and infrastructure in the universities for the revitalization of the facilities and academic programmes; non-implementation of the NEEDS Assessment Report as agreed in the MOU of January 24, 2012 and non-payment of legitimately earned allowances of the academic staffs.

Although ASUP suspended its three months-long strike for only four weeks, its demands are yet to be met and may likely resume labour action.

ASUP is contending with the derogatory recognition of the National Board for Technical Education (NBTE) as the regulatory body of Polytechnic education, as against the creation of a National Polytechnic Commission which the government agreed to. It is also also protesting the failure of the federal government to release the White Paper on the Visitations to Polytechnics.

JAF said last Sunday’s broad-based meeting appreciated the position of JAF that its intervention in the crises in the education sector is part of its consistent campaign for system change and called on Nigerians home and abroad to “DARE TO STRUGGLE in order to DARE TO WIN.”

JAF Intensifies Mobilisation for NATIONAL PROTEST to Save Public Education & Solidarity with ASUU!
1. The Joint Action Front (JAF) held an Expanded General Meeting yesterday, Sunday, July 22nd with stakeholders in the education sector, comprising students, civil society groups, zonal and state branches’ representatives of the Academic Staff Union of Universities (ASUU), Academic Staff Union of Polytechnics (ASUP), and College of Education Staff Union (COESU).
2. The meeting was in furtherance of the resolution by a previous meeting of JAF (held July 14th) for a nationwide mobilization for NATIONAL PROTEST to save PUBLIC EDUCATION and to rally Nigerians to join forces with ASUU and other unions in the academic sector from primary to tertiary levels to compel the Federal and State Governments to implement Collect Agreements on: Adequate Funding of Education, Academic Freedom, and Autonomy in the administration and running of the tertiary institutions in line with the demands of the stakeholders in the sector.
3. The meeting agreed on a TEMPLATE for National Mobilisation and urged all stakeholders in the Education Sector – parents, students, ASUU, ASUP, SSANIP, COESU, National Union of Teachers (NUT), Non-Academic Staff Union (NASU), Senior Staff Association of Nigerian Universities (SSANU), professionals and workers unions (in the NLC and TUC) and the oppressed masses of Nigeria to hold consultative and mobilization meetings and rallies, in view of the PROGRAMME OF ACTIONS to be made public in the next one week.
4. The meeting resolved that a NATIONAL PROTEST to save PUBLIC EDUCATION has become inevitable. Thus JAF appeals to Nigerians to see the current struggle by ASUU and the inconclusive struggles of other unions in the Education Sector as the struggle of the Nigerian oppressed masses, whose millions of children would be denied education and a future, should the current trend of poor funding and neglect for Public Education by Government at all levels, be allowed to continue.
5. JAF wishes to remind Nigerians of the demands by the academic unions:
For ASUU, they are:
· “Failures by Government (Federal and State) to fund facilities and infrastructure in the universities, for the revitalization of the facilities and academic programmes;
· Failure to IMPELEMENT the NEEDS Assessment Report as agreed in the Memorandum of Understanding, January 24th 2012 between on the standardization and effective running of the universities; and
· Failure to pay legitimately earned allowances of the academic staffs”.
As for ASUP and SSANIP, their basic demands are:
· “The continuing derogatory recognition of the National Board for Technical Education (NBTE) as the regulatory body of Polytechnic education as against the agreed creation of a National Polytechnic Commission,
· Non-Commencement of the renegotiation of the FGN/ASUP Agreements as contained in the signed Agreement,
· Non-Reconstitution of the Governing Councils of the Federal Polytechnics,
· Failure by the Federal Government to release the White Paper on the Visitations to the Polytechnics, and
· Non-IMPLEMENTATION of the Agreement on migration of Polytechnic Staffs at lower grades on CONTISS 15 Salary scale, and Failure by most State Governments to IMPLEMENT the approved Salary package (CONPCASS).
6. The meeting appreciated the position of JAF that its intervention in the crises in the education sector is part of its consistent campaign for SYSTEM CHANGE and called on Nigerians home and abroad to DARE TO STRUGGLE in order to DARE TO WIN.

ASUU Strike: JAF Plans Mass Protest

The strike embarked on by the Academic Staff Union of Universities (ASUU) on July 1, 2013 has indeed tested the boundaries of student unionism. From the National Association of Nigerian Students (NANS) to other realms of student activism, conflicting perceptions reflect students’ reaction to the ASUU strike. This report brings the different voices to the fore.

It would be recalled that last executive members of the National Association of Nigerian Students, NANS, led by the National Assistant Secretary, Mr. Ali Mohammed disowned the national president, Mr. Yinka Gbadebo, on what they referred to as “his support for the Federal Government in the ongoing strike by the Academic Staff Union of Universities, ASUU.” Some members of the executive told newsmen that students were largely unbiased in the crisis and the inclination of Mr. Gbadebo to support the government was a deviation from the students’ collective goal of resolving the crisis.

“The national president did not have our mandate to support the Federal Government over the strike as we are a neutral body. We do not support either the Federal Government or ASUU because it is the students that bear the brunt of the strike. We call on ASUU and the Federal Government to resolve the issue within seven days so that the students can return to their campuses.” However, in a phone call with Vanguard Learning, Mohammed confirmed that he was not at all conversant with the issues behind the strike.

Ayo Toe, the chairman of the Student Union Transition Committee, Obafemi Awolowo University is also the leader of the southwest senators at NANS. Toe, while commenting on the weak response of student leaders to the strike said: “NANS as a body is no longer on the campus, it is in Abuja. A lot of these executives are not even students themselves, and as a result, cannot feel the pains of students.

“I, however, disagree with those who said that the NANS President was in support of the Federal Government. Yinka Gbadebo did not take any position. ASUU went on strike without informing us, and now they are seeking students’ support. I heard rumours that ASUU is paying some students as much as N16, 000 to stage protests for them. We neither support the Federal Government nor ASUU.”

Not all student leaders buy into this non-aligned movement. Mr. Adeyemo Tunde is the coordinator of the south- west zone of NANS. While speaking to Vanguard Learning, Adeyemo said; “We would like the government to implement the 2009 agreement signed with ASUU.

“We are fully in support of the ASUU strike, but our struggle is beyond the strike. I have high regard for Yinka Gbadebo, but this is not personal. In our opinion, NANS cannot be neutral on this matter. When the strike began, our zone passed a vote of no confidence on Mr. President, and declared a state of emergency in education.” The south-west zone has also begun to mobilise youths for a mass protest in Lagos next Tuesday.

The mass protest is being organised by the Joint Action Front (JAF) to pressure the government to implement agreement with ASUU and other unions in the sector. In a statement signed by the JAF chairperson, Dr. Dipo Fashina, tagged; Education is our right, system change is our goal, the JAF boss said; “JAF is resolved with other stakeholders in the Education sector to kick-start with mass rallies/procession on Tuesday, August 13th in Lagos at the Nigeria Labour Congress (NLC) headquarters, Tejuoso-Yaba at 8am. This will be followed by zonal rallies in Kano, Ibadan, Owerri, Calabar/Port Harcourt, and Abuja.”

Continuing, Fashina said; “The rallies/procession are a buildup towards a nationwide mass protest that will become inevitable should the government remain insensitive. We in JAF are of the strong opinion that government at all levels in Nigeria operate anti-poor policies and this is clearly expressed in their lack of disposition to public education. Government should be blamed for all the crises in the education sector, including the incessant strikes. The unions in education sector are not making fresh demands. Each time any of the unions goes on strike, it is because the federal and state governments failed to implement agreements they freely entered into and signed with any of the unions.”

Whether or not the mass protests will attract strong student support remains to be seen. The last protest organised by the Education Rights Campaign (ERC) at the University of Lagos involved only a handful of students. Mr. Hassan Soweto, the ERC boss attributed this to the hijack of student unions by government agents.

“No doubt, NANS and so many other associations have been taken over by government agents. These associations have no interest in fighting for education. If the government pays them enough money, they will keep quiet. As for the faction of NANS which is against Gbadebo, it is difficult to have a clear picture about that. Very soon, the elections to replace the late senate president of NANS will be held, I believe that some people are using this situation as excuse to gain cheap popularity.”

Emmanuel Ahanonu, Chairman, Nigeria Union of Campus Journalists said; “It is very unfortunate that NANS is divided. I commend ASUU’s actions, but I feel that it is to the detriment of students. ASUU should first of all have taken the Federal Government to court, the strike should have been a last resort.

“ASUU’s grievances are legitimate, but it is the students who are suffering. It doesn’t seem fair that instead of spending four to five years in school, a student will spend about eight years because of the strike. It is only helping to increase crime in the country. Student unionism especially on the part of NANS has been reduced to money and politics. There are a lot of students who are grieved about the situation, but are simply gnashing their teeth in silence because those who are supposed to speak on their behalf are quiet.”

National Association of Nigerian Students, NANS, through a statement made available and signed by the National P.R.O. Comrade Victor Olaogun, has passed a vote of no confidence on President Goodluck Jonathan over what they called his “ineptitude to handle and resolve the ongoing impasse between the Federal Government and the Academic Staff Union of Universities, ASUU.”

While berating the lackadaisical attitude of the Nigerian President towards the development of the youth and his insensitivity and inattentiveness to the pains and demands of Nigerian students and university lecturers, the Association called for instantaneous declaration of state of emergency on Nigeria’s education sector, saying “we can no longer condone his ineffectiveness, whereupon we pass a VOTE OF NO CONFIDENCE on him.

“Also we pass VOTE OF NO CONFIDENCE on the Minister for Education, for not having the interest of Nigerian students at heart. We also condemn the Senior Special Assistant to President Goodluck Jonathan on Students and Youth Matters, Comr. Jude Imagwe over his lukewarm attitude to the plights of the Nigerian students.

“As a former president of NANS, (though factional) we expect Comr. Jude Imagwe to use his good office to press for the demands of the students and even protect the interest of undergraduates who at this time are facing huge challenges as a result of the lingering strike action embarked on by the Academic Staff Union of Universities”

However the Association pleaded with ASUU to return to the classes while deliberation continues or drag FG to court. “we urge ASUU to drag the Federal Government to court since nobody is above the law. We call for immediate allocation of Special Intervention Fund to Primary, Secondary, and Tertiary education in Nigeria. We remained indifferent on ASUU strike because we thought the two parties could use pragmatic approaches to settle their rift.

ASUU Strike: Students Embark On Artisanal Training

The ongoing strike embarked on by the Academic Staff Union of Universities, ASUU, since early July has forced many students in Abeokuta and environs to register for various vocational training.

The students, tired of sitting idly at home, have taken up vocational training in tailoring, hairdressing, auxiliary nursing, electronic repairs, shoe making etc.

A survey conducted by MediaNigeria in the Ogun State capital showed that most of the students were encouraged on these training by their parents.

A parent, Femi Shodunke, said the strike may be a blessing in disguise for many of the students who may end up using the trade learnt to better their lives in future. He, however, passionately called on all stakeholders in education sector to address the problems before it get out of hand.

Similar sentiments were expressed by some students who spoke to MediaNigeria. They said they were tired of sitting at home and have grown to be passionate about their training. They also pointed out the current high rate of unemployment in the country and the challenges of getting a white collar job.

Bisi Adedeji, a student of Tai Solarin University, Ijebu-Ode, studying History and Diplomatic Studies, said she decided to learn tailoring as a way to equip herself for the future and be self reliant.

“I voluntarily told my parents I wanted to learn the trade after realising that a solution to the strike is not in sight and looking ahead of employment benefits after acquiring the degree certificates which is in doubt. I quickly decided to learn the trade for my benefits and to be independent and an employer of labour,” she stated.

Similarly, Oluwatosin Adejobi of the Olabisi Onabanjo University, Ago-Iwoye, said he chose to learn shoe making following society’s current trendy interest in fashion and entertainment. He noted that shoe making was a lucrative profession which cannot be detached from fashion and entertainment and he could develop it into a more commercial trade after he graduates from the university.

The Academic Staff Union of Universities (ASUU), has said that until the Governor Gabriel Suswan Needs Assessment Committee gives it a guarantee that it will not use other channels to recycle the TETFUND money as well as funds meant for universities, the union will see no need to continue to participate in the deliberation.

This was just as the federal government assured that the N100 billion to 61 universities would be shared equitably as part of its commitment to end the strike embarked upon by ASUU.

Briefing the press, yesterday, in Lagos, the National President of ASUU, Nasir Isa Fagge said, “Available information indicates that the Suswam Committee was to be used as smokescreen to deceive ASUU, Nigerian students and their parents as well as other unsuspecting members of the public on the purported released of N100 billion for the implementation of the needs assessment report.

“This is unacceptable to ASUU; it is like robbing Peter to pay Paul, since the idea of ‘revitalisation’ took full cognisance of the intervention role of TETFUND ab initio”.

ASUU insisted that it would not call off the strike until Federal Government respected the 2009 agreement and said that about 75 per cent of monies meant for revitalising universities should be released directly to them as Suswam committee plans to hand over the construction of the hostel projects to the Federal Ministry of Education or NUC.

Fagge said it is illegal, and said that neither the ministry nor NUC was backed by laws of Nigerian public universities to divert monies meant for the development of institutions into centrally-executed projects.

ASUU maintained that NUC has been acting contrary to its statutory function as a regulatory agency, transmitting itself to a tenders’ board which awarded contracts for the construction of 560 bed spaces hostel for each university at a whopping sum of N1.2 billion.

“This contract sum translates into N2.143 million per bed space and N8.571 million per room. We foresee more of such scandalous contracts with the new students’ hostel project being planned by the Suswan committee.

The chairman of the NEEDS Assessment committee, Governor Gabriel Suswam has said that with the seriousness being exhibited by the government, he expected ASUU to call off the strike immediately.

Suswam spoke after a meeting of the subcommittee on NEEDS assessment at the Benue state Governor’s Lodge in Abuja.

Though ASUU was not present at yesterday’s meeting, the other university unions were represented.

He said that the minister of education and the Secretary to the Government of the Federation (SGF) would be meeting with the universities’ councils today and would release the N30 billion promised by the government to address the issue of earned allowance.
