BACNOTAN, LA UNION โ Don Mariano Marcos Memorial State University (DMMMSU) has issued Memorandum No. 000264 directing all operating units to implement the DMMMSU Energy Conservation Protocol in compliance with Memorandum Circular No. 114 issued by the Office of the President of the Republic of the Philippines, which mandates government agencies and instrumentalities to adopt energy conservation measures.
Signed by DMMMSU President Dr. Jaime I. Manuel, Jr. on March 9, 2026, the memorandum orders the immediate implementation of the Universityโs rules and regulations on energy conservation across the Central Administration and all operating units.
Among the key provisions of the protocol are the adoption of energy-efficient work arrangements, responsible use of electricity, and operational adjustments aimed at reducing power consumption while ensuring the continuity of academic and administrative services.
Under the guidelines, asynchronous or online learning modalities are encouraged, with mandatory asynchronous or online classes every Friday, while administrative personnel and faculty members with administrative designations will observe a work-from-home (WFH) arrangement on Fridays.
To further promote energy efficiency, offices are required to maintain air-conditioning units at a standard thermostat setting of 24ยฐC, switch off non-essential lights and electronic equipment during lunch breaks and after office hours, and activate sleep settings on office equipment. Government vehicles are also expected to follow fleet-efficiency measures to minimize fuel consumption.
The protocol also encourages the use of virtual meetings as the default mode for coordination, consultations, conferences, and similar engagements, while official travel shall be limited to essential and indispensable functions.
The Office of the University President emphasized that these measures aim to align the University with national energy conservation directives while ensuring that academic and administrative operations continue efficiently.
All operating units are directed to immediately disseminate and comply with the provisions of the memorandum.
