The Philippine Commission on Women launched a standardized Training Guide for the Gender Sensitivity Seminar (GSS) for Perpetrators of the Safe Spaces Act (SSA) during the country’s first-ever CODI Summit on August 13, 2026, marking a significant milestone six years after the pioneering GSS session conducted at the Pasig City Jail in March 2020.

The Training Guide provides trainers with a structured, gender-responsive approach to delivering GSS as a rehabilitative intervention for first-time offenders of gender-based sexual harassment in public spaces under Republic Act No. 11313, or SSA, who are ordered by the courts to undergo the seminar as part of their community service

The module consists of three sessions focusing on gender norms and gender-based violence; empathy and healthy relationships; and personal accountability. Rather than treating the seminar as a compliance requirement, the Guide is designed to facilitate reflection, challenge harmful gender norms and attitudes, and encourage participants to take responsibility for their behavior.

The launch comes amid a steady increase in court-ordered referrals for GSS received by PCW, underscoring the growing need for a consistent and gender-responsive approach to the intervention.

In her message of support, PCW Executive Director Nharleen L. Santos-Millar emphasized that the Guide seeks to move the intervention beyond mere compliance toward meaningful reflection and behavioral change.

“It is a product of practice, reflection, pilot-testing, feedback, revision, and collaboration. It carries with it the experiences of the people who helped test it, facilitate it, critique it, and improve it.”

Beginning in 2027, PCW plans to roll out the module to local government units and Philippine National Police offices nationwide. The rollout will also support the development of a pool of trainers equipped to facilitate meaningful conversations on gender, accountability, empathy, and behavioral change among offenders.

A digital copy of the Training Guide for GSS for Perpetrators of the SSA will soon be made available through the PCW Digital GAD Library. As co-chair of the Inter-Agency Oversight Committee on the Safe Spaces Act, PCW continues to work with partner agencies to strengthen the implementation of the law and promote coordinated and gender-responsive interventions.

𝐕𝐈𝐃𝐄𝐎 𝐀𝐃𝐕𝐎𝐂𝐀𝐂𝐘 𝐂𝐎𝐍𝐓𝐄𝐒𝐓 - 𝐒𝐎𝐋𝐈𝐃𝐀𝐑𝐈𝐓𝐘 𝐑𝐎𝐀𝐃𝐒𝐇𝐎𝐖 𝟐𝟎𝟐𝟔

CONTEST MECHANICS:
1. The contest is open to all bona fide BPSU student organizations. For purposes of this contest, bona fide means that the student organization is officially accredited in any BPSU campus during the semester in which the contest is conducted.
2. Interested participants are required to complete the online Registration Form and submit their entries by 5:00PM on 17 November 2026 by providing the video link in the Form. Failure to submit the Registration Form shall result in the automatic disqualification of the entry.
3. Each student organization may submit only one (1) entry.
4. Once submitted, entries cannot be withdrawn from the competition.
5. Entries found to be in violation of intellectual property laws or to contain discriminatory, sexist, or obscene content shall be automatically disqualified.
6. The entries shall be uploaded to the Official BPSU GFPS-CHRE page on 25 November 2026. Contestants may share the BPSU GFPS-CHRE post of their entry, but must not upload the entry as a separate online post.
7. Cash prizes shall be non-negotiable and non-transferable. Prizes shall be the following

GRAND PRIZE: ₱5,000 (one winner)
COMMENDATION PRIZE: ₱2,500 (two winners)

8. The decision of the selected BPSU GFPS-CHRE members serving as the panel of judges shall be final and executory. The entries shall be evaluated based on the following criteria for judging, and the winners shall be determined based on the resulting average scores:

CRITERIA & POINTS
⁍ Content’s relevance to the topic (how the video was able to execute the prescribed theme’s message creatively: 40 points
⁍ Creative originality (to ensure that the video is not a mere replication of an already existing one; this ensures intellectual property is observed): 30 points
⁍ Video quality (use of lights, sound; timing): 20 points
⁍ Impact (the overall aesthetic of the video and its ability to grab and sustain the attention of the viewers): 10 points
⁍ TOTAL: 100 points

9. BPSU GFPS-CHRE shall retain ownership of all entries submitted. The entries will be used in future GFPS-CHRE events and undertakings.

The capacity development program, conducted on August 26–27 and September 2, 2026, was designed to equip select BPSU faculty members and employees with the knowledge and skills to develop inclusive and accessible learning materials that effectively address the diverse needs of the BPSU students.

The BPSU GAD-CHRE Resource Center invited Dr. Renifer R. Francisco to serve as the resource person for the said 3-day training. Volunteers from the GFPS-CHRE group served as training team members.

Ang pagpapawalang-bisa sa Article 266-C ay matagal nang isinusulong ng PCW bilang bahagi ng ating Women’s Priority Legislative Agenda. Kaya naman, malugod na sinusuportahan ng PCW ang paghahain ng House Bill No. 10099, na naglalayong ipawalang-bisa ang naturang probisyon.

Dahil walang kasal na dapat maging kapalit ng hustisya, at walang kapatawarang dapat magbura ng pananagutan.

Sama-sama nating itaguyod ang karapatan ng bawat isa sa hustisya at pananagutan.
