𝗡𝗘𝗪𝗦 | MMSU administrators engage in ELITE PHE Leadership Program by CHED, DAP

Mariano Marcos State University (MMSU) President Virgilio Julius Manzano Jr., along with University and Board Secretary Atty. Cheska Arla Agrupis and College of Law (COL) Dean Atty. Brian Jay Corpuz joined senior university leaders nationwide for the Elevating Leadership and Institutional Capacity Towards Excellence in Philippine Higher Education (ELITE PHE) program in Tagaytay.

Jointly organized by the Commission on Higher Education (CHED) and the Development Academy of the Philippines (DAP), this highly specialized leadership program initiative is designed to strengthen institutional capacity and governance across Philippine State Universities and Colleges (SUCs).

The multi-layered program covered three leadership tracks. The Executive Training Program for Presidents, which aimed at strengthening the strategic executive leadership and vision for SUC leaders, was attended by Dr. Manzano, aligning the SUCCEED agenda with national development goals. President Manzano's program ran from Sept 6 to 8.

Meanwhile, Atty. Agrupis attended the Governance Strengthening for Effective SUC Oversight, a competency enhancement and empowerment program focusing on strengthening administrative and policy mechanisms for Board of Regents (BOR) secretaries. This was from September 6 to 9.

Atty. Corpuz, who is also the concurrent Director for Administrative Services, was chosen as one of the 40 DAP-CHED scholars nationwide after a rigorous selection process for the Executive Leadership Development Program (LDP), specially tailored for future SUC presidents and leaders through building their strategic leadership competencies and advanced governance skills. Atty. Corpuz’ program runs for three months and was rigidly tightened until November 25.

MMSU’s participation in the program gives premium to the university’s proactive stance in nurturing top-tier academic leadership, aligning its executive vision with national development goals to remain well-positioned in elevating its governance and to better serve its students and other stakeholders.

𝗡𝗘𝗪𝗦 | MMSU-CTE pre-service teachers join int’l exchange program in Indonesia

To enhance their teaching skills, improve language proficiency, and promote cultural exchange, 13 pre-service students of the Mariano Marcos State University - College of Teacher Education (CTE) were deployed on September 2 for the month-long Southeast Asian (SEA) Teacher Student Exchange Project in Indonesia.

Fourth-year students Alyza Fe Cabebe, Zyren Mei Habab, Hyun Mae Maestrado, Maerhitonne Azzhlei Martillano, and Kimberly Ann Modesto were deployed to Universitas Sriwijaya (UNSRI) in Palembang; Maria Fatima Abiba, Trisha Zahmir Asuncion, and Crissa Janine Disu to Universitas Mulawarman (UNMUL) in Samarinda; while Allyza Mae Agustin, Ilay Louise Bulong, Mark Angelo Calano, Heaven Krysthel Bless Sacsac, and Vic Ranier Tamayo were assigned to Universitas PGRI (UPGRIS) Semarang in Semarang.

Upon arrival, the students were warmly welcomed by their host universities through local food and tokens while being oriented for their respective itineraries. They are slated to conduct classroom observations and cultural visits throughout the student exchange.

Calano, who was deployed in UPGRIS, described his engagement as both challenging and rewarding. “Adapting to a new environment brings challenges, but taking everyday teaching responsibilities is rewarding and a valuable learning experience,” he shared.

For her part, Abiba considered the SEA project an eye-opening journey that gave her an opportunity to share Filipino folklore with Indonesian pupils in an elementary school during her first week. “Our teachers have been letting us experience Indonesian culture while also allowing us to share our culture, like local Filipino stories to their pupils,” she expressed.

Meanwhile, Martillano shared that her experience has been greatly enriching, driving her to develop her teaching skills in a more professional environment. “We are truly grateful to MMSU for giving us the opportunity to join this program of SEAMEO, and we are equally grateful to UNSRI for accepting us as teaching interns here,” she added.

Set to end on September 29, the SEA Teacher Student Exchange is an initiative of the Southeast Asian Ministers of Education Organization (SEAMEO) Secretariat. It aims to offer pre-service student teachers from universities across Southeast Asia the opportunity to experience and observe the teaching practices of host foreign institutions, which can be beneficial to their academic and future professional careers.

𝗜𝗡 𝗣𝗛𝗢𝗧𝗢𝗦 | Mariano Marcos State University (MMSU) is strengthening its proposal to establish a campus radio-TV studio after a university team visited broadcast facilities in Los Baños, Laguna, and Metro Manila on August 25–27.

The delegation was led by Prof. Herdy Yumul, director of the Office for Strategic Communication, and included Atty. Cheska Arla Agrupis, Mr. Berlin Zion Palacay, Ms. Ruth Anne Ruelos, Ms. Priscilla Faye Simon, Dr. Jareason Fabre, and Mr. Robert Joe Pagtama.

The team visited the University of the Philippines Los Baños, where they were welcomed by Dr. Edmund Centeno, dean of the College of Development Communication, and toured Radyo DZLB. They also visited People’s Television Network (PTV-4) in Quezon City, where Atty. Yvonne Ricaro toured them around the network’s studios and broadcast facilities, and Bagong Pilipinas Studios in Mandaluyong City, where Ms. Maria Teri Castillo, BPS Overall Head, welcomed and guided the delegation through the facility.

The visits provided practical insights into studio operations, technical facilities, live broadcasting, station management, and content production that can help shape the MMSU proposal.

The proposed studio is envisioned as a training and production hub for students in communication, development communication, electronics engineering, filmmaking, and related programs, while also supporting local creatives and community-based content production.

As part of the initiative, the university team is also eyeing the possibility of developing a shared studio facility with higher education institutions across Northern Luzon, creating opportunities for collaborative training, production, and knowledge exchange. Stronger partnerships with communication, electronics engineering, and other related academic units and programs are likewise being explored to build a more integrated and sustainable broadcast ecosystem.

The initiative builds on MMSU’s renewed partnership with PTV, including a 30-minute broadcast window on PTV Ilocos Norte. With lessons from established broadcast institutions and potential academic partners, MMSU is moving closer to developing a campus radio-TV studio that can serve as a space for learning, collaboration, innovation, and production.

𝗡𝗘𝗪𝗦 | PJM leads MMSU delegation to 2026 Presidential Filipinnovation Awards

Mariano Marcos State University President Virgilio Julius P. Manzano Jr. spearheaded the university delegation at the Presidential Filipinnovation Awards National Competition 2026, held from September 2 to 3 at the Crowne Plaza Manila, where top innovators and researchers were recognized.

Accompanying PJM were Department of Business Administration faculty member Ms. Remalyn dela Rosa, as well as Ms. Krisha Faith Pasion and Ms. Fiona Elle Syzette Tenedor, BS Entrepreneurship and BS in Agribusiness students, respectively.

Organized by the Department of Economy, Planning, and Development as the secretariat of the National Innovation Council, the two-day event gathered leaders across government, academia, and industry to celebrate the country’s top local innovators, technologies, and research-driven initiatives.

The Philippine Association of State Universities and Colleges invited university heads to the awarding, encouraging academic institutions to explore public-private partnerships, engage with technological leaders, and align campus research and development agendas with national economic priorities.

As a leading regional hub for agricultural innovation, renewable energy studies, and community-driven transfer, this event provided the MMSU delegation with exposure to emerging technologies, commercialization frameworks, and strategic networking opportunities.

In the awarding, President Ferdinand “Bongbong” Marcos Jr. conferred five Filipino innovators the Presidential Filipinnovation Award. Each received a ₱2.5 million cash grant for their respective projects, and ₱1 million worth of expert mentorship and post-competition support.

Commission on Higher Education Chairperson Shirley C. Agrupis also graced the event to speak to the innovators and leaders about the role of innovation and research in national development.

Mariano Marcos State University provides the following updates on the processing and release of CHED stipends:

• P185,107,400.00 – Total funds downloaded by CHED to MMSU from May to August 2026

• P115,453,965.00– Total amount already disbursed as of September 8, 2026

• P2,947,000.00 - Amount being processed today, September 8, 2026

• 15,283 student beneficiaries–Stipends already disbursed

• 7,889 student beneficiaries–Stipends still being processed

• 120 student accounts – Transactions remain unposted and are subject to verification
of the submitted LandBank savings account information

Processing these stipends is new to the University’s system and is being undertaken alongside the regular mandated functions of the offices concerned. Given the large number of beneficiaries and the volume of work involved,the process includes collecting and validating documentary requirements, verifying and reconciling student and bank account information, preparing payrolls and supporting documents, processing disbursements, and crediting stipends to individual accounts.

As a general processing timeline, students may expect to receive their stipends within three (3) months from the start of processing, provided that all documentary requirements and account information are complete and valid. Delays may occur when documents or account details require further verification or correction.

We respectfully appeal for everyone’s patience and understanding, and ask the public to maintain courtesy and refrain from personal attacks against the offices and personnel involved. Our personnel are working diligently to complete the remaining releases accurately and efficiently while ensuring proper accountability in the use of public funds.

MMSU remains committed to facilitating the release of stipends to all qualified student beneficiaries at the soonest possible time.

𝗡𝗘𝗪𝗦 | MMSU profs share expertise at herbal medicine confab in Indonesia

Expanding the university’s international footprint in research, MMSU Department of Pharmacy Professors Dr. Rhian Jaymar Ramil and Dr. Ma. Danica Ines-Ramil served as speakers during the 2nd International Herbal Medicine Conference (IHMC) at the Universitas Muhammadiyah Purwokerto (UMP) in Indonesia on August 10-13.

Addressing a diverse cohort of healthcare professionals, academicians, policymakers, and industry stakeholders, Dr. Ramil, who serves as Chief of the MMSU Functional Foods and Nutraceutical Research Center (FNRC), discussed how laboratory studies and computer-based tools can work together to identify useful compounds for medicinal plants, understand how they may work in the body, and explore their potential for developing herbal medicines.

He presented the lecture titled “From Metabolites to Mechanisms: An Integrated Computational and Experimental Approach to Herbal Bioactive Discovery.”

Meanwhile, Dr. Ines-Ramil, who is the Chief of the MMSU Tuklas Lunas Development Center (TLDC), talked about how scientific testing can help validate the traditional use of medicinal plants for pain relief and generate evidence that can support the development of safe and standardized medicines.

She delved into the topic of “From Traditional Herbal Use to Evidence-Based Pain Therapy: Pharmacological Evaluation as the Foundation for the Standardization of Analgesic Medicinal Plants.”

Beyond their conference presentations, the two professors also engaged in benchmarking activities with Universitas Gadjah Mada (UGM) in Yogyakarta, Indonesia. The visit aimed to study UGM’s large-scale probiotic production and clinical trials, which would be beneficial for MMSU’s Scale-up Probiotic Production Facility and advance the pre-clinical evaluation of the Indigenous Food Plants (IFP) – Probiotics Research Program toward product development.

The UGM benchmarking activities were done in pursuance of a budding partnership between MMSU and UGM. The two institutions signed a memorandum of understanding in March 2026.

𝗜𝗡 𝗣𝗛𝗢𝗧𝗢𝗦 | Nursing faculty members of Guangxi Health Science College (GXHSC) in Guangxi, China, paid a courtesy visit to the Office of the University President on September 3 as part of their Housekeeping Services NC II training at the Mariano Marcos State University. They were received by Dr. Aris Reynold Cajigal, vice president for academic affairs

Their visit aimed to deepen institutional collaboration, particularly in technical and vocational education and training (TVET), and to explore more about the Philippines' modern craftsmanship for household services.

The visit also sought to enhance the capability to deliver skill-based instruction in support of the proposed Bachelor in Homecare Services Technology (BSHT) program to be offered in MMSU.

𝗡𝗘𝗪𝗦 | MMSU-CTE students share language learning experiences at 8th Int’l Youth Talk

Students of the Mariano Marcos State University (MMSU) - College of Teacher Education (CTE) shared their language-learning experiences and insights during the 8th International Virtual Youth Talk on August 21.

Jethro Nicolas, Zyda Ysobel Manglal-lan, and Kevin Angelo Castillo, all pursuing a Bachelor of Secondary Education major in English, shared how language can bridge gaps between people’s perspectives in their community, cultural differences, and their understanding of the world.

They noted that while language can create communication barriers, it ultimately serves as a key to building stronger connections among people when used effectively.

Centered on the theme “How Learning Languages Changed My Worldview,” students from across Vietnam, China, Indonesia, and the Philippines joined together to exchange cultural knowledge and share perspectives about the vital role of language in cross-cultural spaces.

The International Youth Talk is a virtual dialogue session focused on helping youth participants improve their knowledge and practices regarding diverse topics like cross-cultural communication.

The event is organized by the Southeast Asian Ministers of Education Organization Regional Centre for Technical Education Development (SEAMEO TED) and the China-ASEAN Technical Education Cooperation Platform (CATECP), with PASITA and other partner organizations.
