Recognizing that excellence in teacher education extends beyond institutional distinction, Pangasinan State Universityโ€“Bayambang Campus welcomed the Teacher Education Council (TEC) for the 2026 Teacher Education Centers of Excellence (Teacher Education-COE) Co-Design Workshop at the Campus Audio-Visual Room, September 9.

Facilitated by TEC, the workshop served as a platform for the campus and the council to translate the national direction for teacher education into concrete institutional initiatives, commitments, and collaborative actions aligned with the mandate of Teacher Education-COEs.

Opening the program, Campus Executive Director Dr. Madlyn D. Tingco emphasized the significance of the engagement in helping PSU Bayambang fulfill its responsibilities as a Regional COE.

โ€œAs a designated COE, PSU Bayambang campus sees itself not merely as a recipient of this national agenda. But as an active partner in making that agenda happen. We believe that excellence becomes truly meaningful when it is shared and translated into service.โ€ CED Tingco shared.

The first session, โ€œContext Setting and Workshop Overview,โ€ established a shared understanding of the workshopโ€™s objectives, expected outputs, and the broader national agenda for teacher education, including the Teacher Education Roadmap 2035.

The session provided the foundation for the succeeding discussions by situating the role of Teacher Education-COEs within the continuing efforts to strengthen teacher preparation and education systems.

The second session, โ€œThe Teacher Education-COE Mandate: From TEC Reforms to COE Leadership,โ€ focused on the objectives and functions of Teacher Education-COEs and encouraged participants to examine how PSU-Bayambangโ€™s existing programs, expertise, research, extension initiatives, partnerships, and best practices can contribute to the COE mandate.

The discussion reinforced the shift from simply being recognized for institutional excellence toward taking an active leadership role in generating and sharing innovations and practices that can benefit teacher education beyond the Campus.

Representing the TEC, Chief Education Program Specialist Ferdinand Rellorosa highlighted the Councilโ€™s vision for Teacher Education COEsโ€”specifically acknowledging Teacher Education Institutions like PSU-Bayambangโ€”as active partners in advancing national reforms.

He emphasized that building a shared foundation on the current state of education, alongside collaborative co-design, is essential to developing initiatives responsive to both institutional and regional needs.

The final session, โ€œWays Forward,โ€ moved the discussion toward implementation by identifying possible initiatives, commitments, timelines, responsibilities, and areas for continued collaboration between PSU-Bayambang and the TEC.

The session underscored the importance of translating the COE mandate into concrete and sustainable actions that can demonstrate the Campusโ€™ contribution to the continuing development of teacher education.

Closing the workshop, Vice President for Quality Assurance Dr. Celeste T. Mercado emphasized that "the word solution canโ€™t navigate the challenges of the future alone," stressing that lasting change requires shared vision, collective action, and institutional collaboration. She noted that being named a regional Center of Excellence (COE) is not just an honor, but a shared responsibility and a call to begin a new chapter of greater impact.

Through the co-design workshop, PSU-Bayambang and the TEC established a shared direction for translating the Campusโ€™ COE designation into meaningful institutional and regional contributions to teacher education.

The TEC delegationโ€”composed of Chief Education Program Specialist Ferdinand Rellorosa, Project Development Officers Diane Francisco and Cristy Mendoza, Administrative Assistant Venus Mae Cabuรฑalda, and Council Driver Khrisnamurti Jocsonโ€”actively engaged with the campus delegation throughout the workshop by providing perspectives and guidance on the COE framework and its implementation.

The workshop was attended by University Vice President for Academics & Student Services Dr. Weenalei T. Fajardo, Vice President for Research, Extension & Innovation Dr. Razeale G. Resultay, Vice President for Quality Assurance Dr. Celeste T. Mercado, CED Tingco, College of Teacher Education Dean Dr. Cheryl C. Mendoza, program chairpersons, selected campus officials and other key representatives for a strategic discussion on the continuing role of PSU-Bayambang as a Regional Center of Excellence for Teacher Education.

As a Regional Teacher Education Center of Excellence, PSU-Bayambang, through the leadership of University President Elbert M. Galas and CED Madlyn D. Tingco, moves forward with a strengthened responsibility to innovate, collaborate, share good practices, and develop initiatives that respond to the evolving needs of teacher education in alignment with the vision of the Teacher Education Council.
