The Student Election Board – Baybay Campus (SEB-Baybay) officially declares the proposed amendments to the University Supreme Student Council (USSC) - Baybay Constitution and Bylaws (CBL) APPROVED AND RATIFIED by the Visayas State University (VSU) student body, following the plebiscite conducted on September 2, 2026.

Based on the Official Canvass, a total of 9,797 registered voters were recorded, of whom 5,434 cast their votes, resulting in a 55.47% voter turnout. This official canvass supersedes and renders void the previously published voter turnout tally, with the figures herein constituting the final and official voter turnout.

Of the 5,434 votes cast, 5,252 votes (96.65%) were cast IN FAVOR of the proposed CBL, while 182 votes (3.35%) were cast AGAINST. Under the prescribed 50% + 1 requirement, the proposed CBL needed at least 2,718 affirmative votes for approval. Having received 5,252 affirmative votes, the proposed USSC Constitution and Bylaws (CBL) has SURPASSED THE REQUIRED THRESHOLD and is hereby DECLARED APPROVED AND RATIFIED by the VSU student body.

The approval and ratification of the proposed amendments shall take effect immediately today, September 5, 2026.

The Student Election Board – Baybay Campus, together with the Faculty-Based Student Election Boards of VSU Main Campus, officially declares that the required quorum has been met for the reconduct of the University Supreme Student Council (USSC) – Baybay Plebiscite 2026.

Out of 9,797 registered voters, a total of 5,309 students have cast their votes, resulting in a 54.19% voter turnout.

In line with this, the Board will now proceed with the canvassing of ballots and the official determination of the plebiscite results. The official results of the USSC – Baybay Plebiscite 2026 shall be announced on September 5, 2026, determining whether the proposed amendments to the Council’s Constitution and By-Laws have been approved or rejected by the VSU student body, based on the outcome of the canvassing.

The Student Election Board – Baybay Campus (SEB–Baybay Campus) hereby informs the VSU student body that the voting period for the Reconduct of the University Supreme Student Council (USSC) – Baybay Plebiscite 2026 has been REOPENED AND EXTENDED today, September 3, 2026, from 12:00 noon until 10:00 P.M.

The reopening and extension are being implemented in consideration of the technical difficulties encountered during the voting period, concerns raised by members of the student body, and the discrepancy in the actual voting opportunity afforded to students during the different sessions of the State of the Student Address (SOSA).

This measure is intended to provide all eligible students with a fair and reasonable opportunity to exercise their right to vote and to uphold the orderly, transparent, and credible conduct of the plebiscite.
