The newly-elected President of CSU Central Student Government Federation (CSGF), Mr. Arthur John A. Atup, now sits as the Student Representative to the Caraga State University Board of Regents (BOR).

Dr. Shirley C. Agrupis, Chairperson of the Commission on Higher Education (CHED) and the Chairperson of the CSU Board of Regents, presided over Regent Atup’s Oath of Office at the CHED Central Office, Quezon City during the University’s 94th CSU BOR Meeting.

Regent Atup shall be the Student Regent for Academic Year 2026-2027 following the conclusion of the Student Regency term of Hon. Jeric Lloyd B. Lajera.

Caraga State University proudly announces the approval of the Implementing Rules and Regulations (IRR) of the Revised University Guidelines on Foreign Travel through BOR Resolution No. 93-03, Series of 2026.

The revised policy strengthens CSU’s commitment to internationalization, professional development, research excellence, and global engagement while ensuring transparency, accountability, and the prudent use of public resources.

🔹 𝐊𝐞𝐲 𝐅𝐞𝐚𝐭𝐮𝐫𝐞𝐬 𝐨𝐟 𝐭𝐡𝐞 𝐏𝐨𝐥𝐢𝐜𝐲

✅ Policy Alignment
Anchored on Executive Order No. 77 (s. 2019), CHED Administrative Order No. 04 (s. 2019), and CHED Memorandum Order No. 3 (s. 2025).

✅ Research Quality Assurance
All paper presentations must be aligned with the approved CSU Research and Development Agenda and undergo an internal peer-review process.

✅ Clear Travel Classification
The IRR distinguishes between:
• Official Business (OB) – participation with possible University funding; and
• Official Time (OT) – participation without University funding.

✅ Equitable Access to Opportunities
University-funded foreign travel is generally limited to a maximum of two (2) instances per fiscal year to ensure fair access among qualified personnel.

✅ Accountability and Institutional Impact
All travelers are required to submit a Re-entry Action Plan (REAP) to promote knowledge sharing and institutional benefit upon their return.

✅ Strict Anti-Junket Provision
Foreign travel for leisure, tourism, or other non-essential purposes is strictly prohibited.

📌 𝐒𝐜𝐨𝐩𝐞 𝐚𝐧𝐝 𝐄𝐟𝐟𝐞𝐜𝐭𝐢𝐯𝐢𝐭𝐲

The guidelines apply to all permanent teaching and non-teaching personnel of Caraga State University and shall take effect immediately upon approval. The policy shall be periodically reviewed to ensure alignment with evolving national regulations and institutional priorities.

For detailed requirements, procedures, and application forms, personnel are encouraged to coordinate with the Office of Internationalization and Global Engagement (OIGE) or refer to the official University issuances.

We at Caraga State University congratulate Dr. Shirley C. Agrupis, the Commission on Higher Education(CHED) Chairperson, on her first year of service. Her leadership, anchored in the ACHIEVE Agenda, has pivoted higher education toward well-rooted, results-oriented direction.

The Board of Regents (BOR) of Caraga State University (CSU) conducts its 93rd Regular Board Meeting on the 28th of April 2026 at the Conference Room of CHED Central Office and through Zoom Teleconferencing.

Twenty-Nine (29) proposals under the Financial/Fiscal, Academic, Administrative, Policy, and other Matters were deliberated by the Board and were all consecutively approved, accepted, and confirmed by the members present onsite and online. These include budget, program offerings, appointments, and foreign travels.

The successful meeting was spearheaded by the CHED Chairperson and the Chairperson of the CSU Governing Board, Dr. Shirley C. Agrupis, together with the Board members: CSU President Dr. Rolyn C. Daguil, DOST Caraga Regional Director Engr. Noel M. Ajoc, Congress Representative Atty. Maria Patricia Sanchez, Alumni Representative Atty. Oliver C. Bulang, Faculty Representative Dr. Rolando N. Paluga, and Student Representative Mr. Jeric Lloyd B. Lajera.
