1. PROCUREMENT ASSISTANT
*Contract of Service

No. of Vacant Position: 1

Salary: SG 15 + 20% Premium (P43,943.00 per month)

Place of Assignment: DTI Region 10 (Northern Mindanao)

Qualification Standards:

Education: Bachelorโ€™s degree relevant to the job (ie. Accounting, Financial Mgt. Acct. Technology, Business Administration, Economics, Public Policy, Agribusiness, or other related fields)

Training: At least four (4) hours of relevant training in any but not limited to the following: Procurement Planning and Budgeting, RA 9184 Training, etc.

Summary of Job Description:
1. Prepares Project Procurement Management Plans (PPMP) and Regional Annual Procurement Plan (APP);
2. Responsible for the timely creation of procurement activities under Goods, Works, Consulting Services, and Matching Grants by the PCUs and RCU in the OPEN System and ensure these activities are included in the submission of NPCO to IFAD for the approval of the Procurement Plan before the conduct of each procurement activity;
3. Ensures that the Procurement Plan is consistent with the approved Annual Work Plan and Budget
4. Performs procurement functions for the RCU and PCUs such as market scanning, preparation of purchase requisitions, quotations, bid analysis, and purchase orders, and ensure the completion of procurement documents, ensure that the procurement process follows sound procurement principles and is completed within timelines;
5. Assists the Division Chief in the preparation and review of contracts and in securing the necessary approval including the IFAD No Objection; Maintains accurate and complete procurement records; Updates the OPEN System regularly; and
6. Performs other duties and responsibilities that may be assigned by the Regional Projectโ€™s management.

2. IT SYSTEM ADMINISTATOR
*Contract of Service (March - June 2026 | subject for contract renewal for July - December 2026)

Salary: SG 11 + 20% Premium (P34,214.00)

Place of Assignment: DTI Region 10 (Northern Mindanao)

Qualification Standards:

Education: Bachelorโ€™s degree in IT/Computer Science/Computer Engineering or equivalent practical experience

Experience:
1. At least 1 year of experience in an IT Support / Helpdesk / Desktop Support role supporting end users and business systems.
2. Exposure to mixed environments (onprem infrastructure plus cloud services such as Microsoft 365 and/or Azure/AWS/GCP).

Technical skills (required)
1. Networking & server support: Working knowledge of TCP/IP, DNS, DHCP, and basic LAN/WAN troubleshooting; familiarity supporting Windows Server and Active Directory (user management, basic Group Policy) is preferred.
2. Hardware troubleshooting: Can diagnose and resolve common desktop/laptop issues (OS reimage/setup, peripherals, printers), and perform repair/replacement coordination when needed.
3. Firewall/VPN management: Basic administration and troubleshooting of firewall rules/policies and VPN connectivity; able to assist with configuration changes under change-control.
4. Programming/scripting background: Familiarity with PHP or a similar language, plus ability to create/maintain simple scripts/tools (automation, log parsing, internal utilities) is an advantage.

Tools & operations (required)
1. Ticketing and documentation discipline: Comfortable working via ticketing systems (e.g., ServiceNow or similar), documenting fixes, and escalating properly.
2. Monitoring and routine maintenance: Can perform basic checks, patching/updates, backups verification, and uptime/availability monitoring under supervision or SOPs.

Soft skills (required)
1. Strong troubleshooting mindset, clear communication with non-technical users, and ability to prioritize tasks in a support queue.

3. JUNIOR SOFTWARE DEVELOPER

Qualification Standards:

Education: Bachelorโ€™s degree in Computer Science / IT / Software Engineering (or equivalent portfolio/project experience demonstrating ability to build working web apps)

Core experience
1. Junior-level experience (1โ€“2 years) building modern web applications using PERN (PostgreSQL, Express, React, Node.js) or MERN (MongoDB, Express, React, Node.js) or a similar JavaScript-based stack.
2. Experience developing internal tools (admin panels, dashboards, workflow apps, etc) and integrating with business processes (approvals, inventory, HR/finance requests) is an advantage.

Technical skills (must-have)
1. JavaScript fundamentals (ES6+), async patterns (Promises/async-await), and basic TypeScript familiarity preferred.
2. Frontend: React (components, hooks, state management), responsive UI, and practical HTML/CSS skills.
3. Backend: Node.js with Express (or similar), building REST APIs (and/or GraphQL), authentication/authorization basics (JWT/session), and secure input validation.
4. Database: PostgreSQL (queries, joins, indexes, migrations) and/or MongoDB (data modeling, aggregation basics), plus an understanding of when to use each.
5. Git workflow: branches, pull requests, code reviews, and resolving merge conflicts.
6. Testing mindset: basic unit/integration testing exposure (e.g., Jest/Vitest) and API testing with Postman/Insomnia.

Microsoft technologies (plus)
1. Familiarity with Microsoft Power Platformโ€”Power Apps, Power Automate, Power BI, and Dataverseโ€”especially for automating internal workflows and building low-code business apps.
2. Understanding of Power Platform fundamentals such as security/authentication considerations and application lifecycle management (ALM) practices is a strong advantage.

Deployment & operations (nice-to-have)
1. Basic knowledge of environments and deployments (dev/test/prod), environment variables/secrets, and CI/CD concepts.
2. Exposure to Docker and/or cloud services (Azure/AWS) is a plus.

Soft skills (required)
1. Can communicate clearly with non-technical stakeholders, gather requirements, and translate them into deliverable features.
2. Detail-oriented, willing to learn, and comfortable working on-site with cross-functional teams.
