A shotgun approach in development occurs when a government simultaneously starts many large projects across different sectors without sufficient prioritization, sequencing, or available resources to complete them quickly and make them operational. The intention is often to accelerate development, but the result can be that resources, management attention, and financing are spread too thinly.

For a cash-constrained or relatively poor province like Samar, a shotgun approach can be risky because major projects such as airports, reclamation areas, hospitals, sports complexes, and trading centers require large capital investments and often take many years before they generate economic returns. If many projects are undertaken at the same time, most remain unfinished or underutilized, while loans, maintenance costs, and operating expenses continue to accumulate.

Economically, this creates an opportunity cost problem: funds tied up in long-gestation projects cannot be used for productive investments that generate jobs, income, and local business growth immediately. It may also weaken the province's ability to create strong multiplier effects because economic benefits are delayed until projects become fully operational.

Development theories such as Growth Pole Theory, Structural Transformation Theory, and Development Sequencing suggest that scarce resources should first be concentrated on a few catalytic investments capable of generating employment, stimulating private investment, and producing early economic returns. Once these projects begin generating revenue and economic activity, the gains can then be reinvested into larger and more ambitious projects.

In simple terms, a poor province usually develops faster by finishing a few high-impact projects first and making them productive, rather than starting many expensive projects that all take years to deliver benefits.

This diagram explains that Samar is not poor because it lacks resources. In fact, Samar has rich agricultural lands, marine resources, tourism destinations, and strategic geographic location. The province is also experiencing economic growth and continuing infrastructure investments. Yet despite these advantages, poverty remains widespread.

The figure shows that the real problem lies in the provinceโ€™s structural constraints. Samarโ€™s economy remains dependent on low-productivity agriculture, industries remain weak, tourism is underdeveloped, infrastructure is not fully connected to markets and productive sectors, and many skilled workers leave the province due to limited opportunities. Frequent disasters and climate risks further slow development.

These conditions result in persistent poverty, weak local businesses, low productivity, uneven regional development, and limited inclusive growth.

The lower part of the diagram presents the proposed pathway toward long-term Samar development. The framework argues that development cannot rely on isolated projects alone. Instead, Samar needs integrated structural transformation through:

>tourism economic integration,
>market-oriented infrastructure,
>human capital development,
>stronger enterprise and investment systems, and
>climate-resilient planning.

If these systems are properly connected, Samar can achieve stronger local industries, more jobs, reduced migration, increased investments, and broader economic participation.

Ultimately, the goal is an inclusive, resilient, and productivity-driven Samar where economic growth translates into real improvements in peopleโ€™s lives, reduced poverty, and sustainable long-term development.

The problems many people see in the Philippines are likely the result of multiple interacting factors rather than a single cause. Constitutions matter, culture matters, institutions matter, economics matter, and leadership quality matters. When these reinforce each other negatively over decades, dysfunction becomes normalized.

Here are some of the major structural roots often discussed by political scientists, economists, historians, and governance experts:
