The UP Cebu Sciences Federation acknowledges the implementation of the block reshuffling practice within the College of Science.

Prior to its implementation, the Federation, together with the Academic Organizations and the UPC University Student Council, engaged in dialogue with the College administration to relay the sentiments and concerns gathered from students. During these discussions, students highlighted the importance of existing support systems within their blocks, the role of block cohesion in laboratory-based courses, and the continuity required by collaborative academic projects that extend across semesters.

While we recognize that the administration's intent is to foster stronger batch-wide connections and encourage students to engage beyond their established circles, we maintain that changes affecting the academic and social experiences of students should be developed through meaningful consultation with the student body. During our dialogue with the administration, it was acknowledged that no prior student consultation had been conducted before the implementation of this practice.

Furthermore, while we recognize the administrationโ€™s prerogative in implementing academic and administrative policies and practices, we believe that the manner and timing of the reshufflingโ€™s implementation raise legitimate concerns. The discontinuation of a long-standing practice without prior consultation, formal orientation, or sufficient notice to students, particularly with implementation taking place shortly before pre-enlistment for the First Semester of Academic Year 2026-2027, falls short of the principles of transparency, accountability, and student-centered governance that should guide decisions affecting the student body.

As representatives of the College of Science student body, we affirm that students should not only be informed of institutional changes but also be meaningfully involved in the discussions and decision-making processes that directly affect them. The implementation of the reshuffling practice underscores the importance of active student participation in matters that shape our academic lives, and reinforces the need for stronger mechanisms of consultation between students and the administration moving forward. Genuine student representation cannot end at being informed after decisions are made. It demands a real seat at the table where these decisions are shaped. We call on the College administration to institutionalize consultation processes that are timely and substantive.

At the same time, we emphasize that block reshuffling is only one of many concerns affecting the College of Science community. Longstanding issues concerning student spaces, facilities, accessibility, transportation and mobility, budget allocations, learning resources, and student welfare across both the Lahug and SRP Campuses continue to require urgent attention. These are not issues the Federation can resolve through dialogue aloneโ€”they require the student body's active and continuing participation. As discussions on the reshuffling continue, we call on both the administration and the student body to remain equally engaged in advancing these causes and addressing these broader concerns, which significantly affect our daily academic lives and learning within the College.

With the implementation now underway, our collective priority is to ensure that student experiences and concerns continue to be heard. The Sciences Federation, together with its Academic Organizations and the UPC University Student Council, commits to continuing its consultation efforts through feedback mechanisms, dialogues, and engagements with students, building upon the consultations conducted prior to the reshufflingโ€™s implementation. But these mechanisms only carry weight if students themselves fill them with their voices. We shall monitor its effects on academic performance, student welfare, and community-building, and communicate these findings to the College administration and relevant stakeholders.

We welcome the administration's openness to revisiting and recalibrating the implementation at the end of the semester. In line with this, we look forward to further discussions with the College administration, student representatives, and relevant stakeholders to evaluate the outcomes of the reshuffling practice and explore possible adjustments based on student experiences and feedback. We likewise emphasize the importance of ensuring that these discussions remain inclusive of concerns affecting both the Lahug and SRP Campuses.

We encourage all College of Science students to continue sharing their experiences, concerns, and recommendations as we work toward ensuring that policies and practices within the College remain responsive to the needs of its students while still fostering a stronger, more connected, and more participatory College of Science community. These concerns demand sustained, collective action from the entire student body, for it is only through standing and organizing together that real, lasting change is won.

In unity, the UP Cebu Sciences Federation, together with its constituent academic organizations and the UPC University Student Council, remains committed to advancing student welfare, meaningful representation, and participatory governance within the College of Science.

The Mathematics Program of the University of the Philippines Cebu will host a World Expert Lecture Series (WELS) on 23 June 2026 at 8:00 AM in AVR 1, UP Cebu, featuring two distinguished researchers from Kanazawa University, Japan.

The lecture series, titled โ€œRecent Developments in Structure-Preserving and Adaptive Numerical Methods for Partial Differential Equations,โ€ will showcase recent advances in computational mathematics, numerical analysis, and scientific computing, particularly in the development of robust numerical methods for solving complex partial differential equations.

Dr. Masato Kimura of the Faculty of Mathematics and Physics, Institute of Science and Engineering, Kanazawa University, will deliver a lecture on โ€œEnergy Dissipation in Irreversible Phase-Field Fracture Models and Their Extensions.โ€ His presentation will discuss mathematical models and numerical techniques for analyzing fracture phenomena in materials.

Meanwhile, Dr. Hirofumi Notsu, also from the Faculty of Mathematics and Physics, Institute of Science and Engineering, Kanazawa University, will present โ€œStabilized Lagrangeโ€“Galerkin Methods: Theory and Adaptive Mesh Computations,โ€ highlighting theoretical and computational developments in adaptive numerical schemes for PDEs.

Organized through the collaboration of the UP Office of the International Linkages and the UP Cebu Mathematics Program, the event seeks to promote international academic engagement and provide opportunities for students, faculty members, and researchers to learn from globally recognized experts in applied and computational mathematics.
