Jose Rizal Memorial State University (JRMSU), through the leadership of University President Dr. Maria Rio Abdon Naguit and in partnership with DOST-PCAARRD, continues to strengthen research-driven solutions that support sustainable fisheries, marine innovation, and coastal economic development through three major fisheries and marine science initiatives:

Together, these projects aim to strengthen sustainable sardine production, improve fisheries governance, enhance marine research infrastructure, and support science-based interventions that contribute to job creation, fisheries resilience, sustainable livelihoods, and long-term economic opportunities for coastal communities in the Zamboanga Peninsula — one of the country’s major sardine-producing regions.

The initiatives also highlight the importance of research, innovation, laboratory development, fisheries management, and multi-sectoral collaboration in promoting inclusive economic growth and strengthening the sustainability of the fisheries industry.

The activity highlighted the progress, accomplishments, and ongoing scientific initiatives supporting sustainable fisheries management, marine conservation, and coastal resilience in the Zamboanga Peninsula.

The evaluation was participated in by officials and representatives from the Department of Science and Technology – Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD), Jose Rizal Memorial State University (JRMSU), and the Dipolog School of Fisheries (DSF).

The activity supports the projects on sustainable sardine hatchery development and fisheries policy research, while strengthening industry partnerships, local enterprise development, and sustainable livelihood opportunities for coastal communities.

As part of the Project Review, Monitoring, and Evaluation of the PCAARRD-GIA Projects hosted by Jose Rizal Memorial State University (JRMSU), the DOST-PCAARRD delegation conducted an industry immersion and consultation visit to the facilities of Dipolog Livelihood Distribution Inc. and selected sardine industry partners in Dipolog City.

The activity formed part of the continuing implementation of the projects:

• Managing Sardine Swarms: A Policy for Sustainable Sardine Fisheries in Zamboanga Peninsula

Led by Dr. Reynaldo V. Ebora, Executive Director of DOST-PCAARRD, together with Dr. Mari-Ann M. Acedera, Director of MRRD, and officials and researchers from JRMSU headed by Dr. Maria Rio Abdon-Naguit, University President and Project Leader, the delegation visited processing and distribution facilities to better understand the operational needs, production systems, and realities faced by stakeholders in the sardine industry.

The visit provided an important venue for aligning ongoing research initiatives with actual industry demands, ensuring that scientific studies, hatchery initiatives, and policy recommendations remain practical, responsive, and beneficial to the fisheries sector and coastal communities of the Zamboanga Peninsula.

Through collaborative discussions with industry stakeholders, the activity reinforced the importance of research-driven innovation, sustainable fisheries management, and strong academe–industry partnerships in advancing regional food security, marine sustainability, and economic development.

As part of the Project Review and Monitoring & Evaluation (M&E) activities for the PCAARRD-GIA initiatives of the Jose Rizal Memorial State University (JRMSU), the DOST-PCAARRD delegation conducted a visit to the Shared Service Facility for Bottled Sardines Processing Facility in Dipolog City in cooperation with the Inglass Sardines of Dipolog City Association (ISDA).

The visit served as an important industry engagement activity connected to the ongoing projects:
