BATAS AT BUKAS: A YOUTH LEGAL CARAVAN SA LUNGSOD NG TABACO

Bridging the gap between the law and the people through knowledge, service, and compassion.

On October 4, 2026, the law students of Bicol College School of Law, through their Clinical Legal Education (CLE) program, brought the law closer to the community through Batas at Bukas: A Youth Legal Caravan in San Carlos, Tabaco City, Albay.

The activity featured Atty. Sheina Marie Onrubia-Dela Cruz as the guest speaker, who discussed Republic Act No. 9344, or the Juvenile Justice and Welfare Act of 2006. Meanwhile, CLE student Jan Eduard Laude, under the supervision of Pros. Lyn A. Caramoan, discussed Republic Act No. 11313, or the Safe Spaces Act.

Beyond the discussions, the caravan provided simultaneous legal assistance to community members in need of legal guidance, offering them an opportunity to better understand their rights, seek answers to their legal concerns, and gain knowledge about the laws that may help address their respective situations.

More than an academic endeavor, this initiative reflects the essence of legal education beyond the four walls of the classroom. It is a reminder that the law becomes more meaningful when it is made accessible, understandable, and responsive to the needs of the people.

Through the Legal Caravan, we continue to uphold the belief that an informed community is an empowered community—and that the youth, equipped with legal knowledge and a heart for public service, can help pave the way toward a more just and equitable society.

Because the law should not remain confined to books and courtrooms; it must reach the people it is meant to serve.

Batas para sa lahat. Kaalaman para sa bawat isa. Bukas para sa kabataan. ⚖️

25 YEARS OF DEDICATION, HEART, AND SERVICE

Some people become part of an institution’s history not because they seek recognition, but because, year after year, they choose to serve, to care, and to be there.

As Ms. Magella A. Mapa celebrates her 25th year with the Bicol College School of Law, the Law Student Council dedicates this project to her as a small but heartfelt expression of our deepest gratitude for the years she has devoted to our community.

For 25 years, you have witnessed countless students walk through the doors of the School of Law—with dreams, doubts, challenges, and hopes of becoming lawyers. Through all those years, you have remained a familiar and steadfast presence, offering your support, extending a helping hand, and contributing in countless ways to the continued journey of BC School of Law.

There are contributions that may never make it into a plaque or a certificate, but they become part of the memories and stories of the people who experienced them. Your 25 years of service are one of those contributions.

This project may be simple, but behind it is our sincere appreciation for 25 years of unwavering commitment, quiet sacrifices, and genuine care for the BC School of Law community.

Thank you, Ms. Magella, for staying, serving, and giving your best through the years. Thank you for being a constant presence in the lives of generations of BCeans and for helping make the School of Law a place we can proudly call home.

Twenty-five years of service. Countless stories. Generations of BCeans. And a legacy that will continue to live on.✊

Happy 25th year, Ms. Magella.

With all our gratitude and appreciation, the BC Law Student Council celebrates you.⚖️🥳
