The University of Southeastern Philippines Gender and Development (GAD) Office continues to mainstream gender sensitivity across university programs, activities, and projects by strengthening partnerships with other offices. This commitment was highlighted during the USeP Income- Generating Projects (IGP) Summit 2025, where GAD Director Assoc. Prof. Genesesly R. Tahoy and Resource Management Division (RMD) Director Dr. John Mark S. Francisco reinforced their collaboration to ensure that all IGP initiatives remain gender-sensitive. To support this goal, the GAD Office delegated Ms. Rubylene A. Masinadiong as the resource speaker for the November 27, 2025 afternoon session at the University Social Hall, USeP Obrero Campus. A faculty member of the College of Business and Administration and a trained GAD advocate, Ms. Masinadiong clearly explained the importance of applying GAD laws and principles within IGP operations.

The session gathered participants from various institutions, including Davao Oriental State University (DOrSU), Davao del Norte State College (DNSC), Davao del Sur State College (DSSC), Davao de Oro State College (DDOSC), Southern Philippines Agri-Business and Marine and Aquatic School of Technology (SPAMAST), Davao Penal Colony (DaPeCol), Philippine Coconut Authority (PCA), Mindanao State Universityโ€“Iligan Institute of Technology (MSU-IIT), Marikina State College (MSC), USeP Resource Management Division (RMD), USeP Knowledge and Technology Transfer Division (KTTD), USeP Food Hub Renters, USeP student cultural groups, and student developers. An open forum followed, where Director Tahoy joined the discussion and presented the strategic directions of the USeP GAD Office. The University of Southeastern Philippines reaffirmed its commitment to maintaining a safe and inclusive academic environment by holding a refresher session on Basic Gender Principles and the Salient Provisions of the Safe Spaces Act and Anti-Sexual Harassment Law on November 14, 2025 at Audio Visual Room, Mintal Campus. Organized by the Gender and Development Office, the whole-day activity gathered both teaching and non- teaching personnel from USeP Mintal Campus and USeP Malabog Extension Campus. In the morning session, faculty members attended lectures facilitated by Dr. Eden Stephanie B. Bolido of the College of Education, who discussed Basic Gender Principles, followed by Legal Assistant III Ramon Caesar L. Conjugacion, who explained the key provisions of the Safe Spaces Act and Anti-Sexual Harassment policies. An open forum allowed participants to raise concerns and deepen their understanding of gender- related issues.

The afternoon session brought together non-teaching personnel from the two campuses, with Assoc. Prof. Genesesly R. Tahoy serving as resource speaker on Basic GAD Principles. Director Tahoy also took the opportunity to share the GAD Officeโ€™s agenda and strategic directions for the coming years. Mr. Conjugacion continued as presenter for the legal provisions on safe spaces and anti-sexual harassment. The session was described as meaningful and inspiring, motivating participants to strengthen gender sensitivity and support the universityโ€™s goal of maintaining a โ€œSafe from Bastosโ€ environment. Throughout the activity, faculty member Mr. Jenny L. Abasto and GAD Technical Staff Mr. Joshua Robert L. Sante provided essential assistance to ensure a smooth and enriching learning experience for all attendees.

The University of Southeastern Philippines (USeP) proudly marked a significant achievement as it received a prestigious award from the Philippine Commission on Women (PCW) for its outstanding dedication to gender equality and women's empowerment. Recognized for its exceptional management of the 2024 Gender and Development (GAD) budget, USeP ranked 10th among State Universities and Colleges with the highest total GAD budget expenditure and 5th for the highest attributed GAD expenditure. This recognition highlights USePโ€™s unwavering commitment to effectively allocating resources toward advancing gender-responsive programs and initiatives.

The award ceremony took place on September 25, 2025, at the Crown Plaza, Manila Galleria, Quezon City, where PCW top officials presented the plaque of recognition to USeP. Receiving the award on behalf of the University were Vice President for Administration Dr. Maria Luisa B. Faunillan and GADvocate Dr. Leah O. Pelias. The University of Southeastern Philippines (USeP) is setting the stage for a historic gathering of gender advocates as it prepares to host the 2025 GAD Focal Point System (GFPS) Summit for all Higher Education Institutions (HEIs) in Region XI this coming November 25โ€“26, 2025 at USeP Obrero.

In a spirit of collaboration and purpose, the USeP GFPS team, led by Director Genesesly R. Tahoy, Dr. Eden Stephanie B. Bolido, Dr. Leonila M. Fajardo, and Asst. Prof. Hernan G. Pacatacang, met with the RGAN XI officials on September 12, 2025 at the GAD Building of Davao del Norte State College (DNSC), Panabo City. The coordination meeting showcased USePโ€™s initial preparations and affirmed the shared vision of making the upcoming summit a transformative event for the region.

With the summit on the horizon, USeP embraces the challenge and honor of being the host, carrying the torch of inclusivity, empowerment, and shared responsibility. More than an event, the 2025 GAD Summit is envisioned to become a milestone in the journey toward a more equitable academic community.

In the heart of the University of Southeastern Philippines (USeP) campus in Obrero, a meaningful dialogue unfolded as the Gender and Development (GAD) Office and the School of Law (SoL) Extension Office convened a roundtable discussion with barangay officials on September 17, 2025. The event, held at the SoL's Moot Court, became more than just a meeting; it was a step forward strengthening collaboration between the University and its surrounding communities.

Three barangays accepted the invitation to engage in this important dialogue: Barangay 17-B, represented by Hon. Dennis A. Limbo, Barangay Secretary Lloyd D. Villanueva, and BNS Marife D. Limbo; Barangay 18-B, represented by Punong Barangay Hon. Jose L. Gamolo; and Barangay 20- B, represented by Punong Barangay Hon. Eduardo Jose B. Vergara.

On USePโ€™s side, the GAD Office was represented by Director Genesesly R. Tahoy, Dr. Engr. Joe Vincent B. Deluao, and Mr. Gerald C. Cagape, supported by their technical staff. The SoL delegation included Atty. Jamil L. Matalam, Atty. Imma Coney P. Olayan, Atty. Maria Zola Estella I. Geyrozaga, Atty. Jesus A. Villardo III, along with their staff and selected law students.

The roundtable centered on identifying pressing needs within the barangays where USeP could meaningfully contribute. Among the agreements reached were initiatives for capability building programs for barangay officials and functionaries on Gender-Responsive, Child-Friendly, and Indigenous Peoples-Relevant Katarungang Pambarangay, as well as upskilling on gender-responsive report writing.

Another highlight of the discussion was the concern for student welfare. The team proposed capacity-building activities for boarding house owners within the three barangays to help them ensure safe, inclusive, and well- managed spaces for student renters. This includes a registration and profiling system for boarders to enable barangays to respond swiftly when services and interventions are needed.

By the end of the discussion, one thing was clear: USeP GAD and SoL are not only educational partners but also community alliesโ€”committed to ensuring that the Universityโ€™s presence in Obrero is a force for empowerment, safety, and social transformation.

The Gender and Development (GAD) Office of the University of Southeastern Philippines, led by its Director, Assoc. Prof. Genesesly R. Tahoy, together with the GAD Office staff, met with the esteemed officials of the USeP School of Law on September 9, 2025, to advance the Healthy Learning Institution Framework.

Represented by Dean Atty. Arlene M. Cosape, Atty. Jesus A. Villardo III, Atty. Imma Coney P. Olayan, and Atty. Marian C. Castillo-Pasia, the School of Law forged a stronger collaboration with the GAD Office and Gender and Development Focal Point System (GFPS).

On August 6, 2025, the University of Southeastern Philippines - College of Teacher Education and Technology (CTET) integrated Gender and Development (GAD) into its Strategic Planning Sessions for SY 2025โ€“2026, held on August 6-7, 2025, at the FTC Hall, USeP Tagum-Mabini Campus, Tagum Unit.

The two-day activity brought together faculty and staff to align academic, research, and extension priorities while integrating GAD principles into its directions.

The first day opened with plenary discussions on planning essentials and institutional updates, setting the tone for a collaborative exchange among faculty and staff. In the afternoon, the spotlight turned to GAD integration. Dr. Leonila M. Fajardo delivered a session on the Basic Principles of GAD, highlighting its role in fostering inclusive teaching and professional practices. This was followed by Assoc. Prof. Genesesly R. Tahoy, GAD Director, who presented the USeP GAD Agenda 2025โ€“2030, providing participants with a clear framework to align their initiatives with the Universityโ€™s long-term vision for a gender- responsive academic environment.

Adding depth to the session, Dr. Ruby A. Serrano presented the Gender-Responsive Syllabus Framework, which prompted meaningful exchanges among the participants. Her discussion guided faculty to critically assess course syllabi, ensuring that inclusivity, sensitivity, and equity are systematically integrated into academic instruction. Faculty and academic leadersโ€™ engagement during the session reflected a strong commitment to rethinking teaching strategies and institutional outputs in ways that are responsive to diverse learner needs.

Through these meaningful exchanges, CTET strengthened its commitment to advancing gender-responsive education, ensuring that its academic, research, and extension initiatives remain inclusive, future-oriented, and aligned with USePโ€™s mission of fostering transformative and equitable learning.

The USeP Gender and Development (GAD) Office moved a step further in its research initiatives with the conduct of the GAD Research Studies Proposal Evaluation on August 29, 2025, at the TLE Building, Obrero Campus, gathering faculty-researchers and GAD Advocates in a collaborative effort to advance gender-responsive research within the University.

Guiding the discussion were insightful critiques and recommendations from the Panel Reactors, Assoc. Prof. Sajed S. Ingilan, faculty of the College of Arts and Sciences, and Assoc. Prof. Sadie D. Law-ay, GAD Director of Davao del Norte State College (DNSC), who provided comprehensive feedback to enhance the proposalsโ€™ clarity, relevance, and gender-responsiveness, ensuring their alignment with the USeP GAD Agenda 2025โ€“2030. Their exchange with the proponents brought valuable perspectives, enabling researchers to refine their proposals in ways that strengthened academic quality and enriched gender-responsive studies, contributing to the Universityโ€™s inclusive development goals. Complementing this process, Mr. Michael B. Dodongan of CTET, also serving as panel reactor, contributed a detailed paper review that further reinforced research quality and the integration of gender perspectives.

Closing the session, the proposals advanced to the next stages of approval and implementation, marking another step in the Universityโ€™s commitment, through the GAD Office, to advancing research that nurtures an inclusive and gender-sensitive academic environment.

The University of Southeastern Philippines (USeP) opened the Non-Teaching Personnel Summit and Talks: Empowering Personnel, Building Resilience, and Fostering a Culture of Service Excellence on August 14, 2025, at Aumann Villas, Seminary Drive, Tagum City, Davao del Norte. The summit brought together non-teaching employees across campuses, providing a platform for learning and reflection aimed at strengthening resilience, promoting well- being, and affirming their indispensable role in delivering service excellence within the University.

The morning session set the tone with a thought-provoking talk, Parenting in the Digital Age, delivered by Dr. Ruby A. Serrano of the College of Education. She unpacked the realities of raising children in a technology-driven era, presenting four parenting frameworks contextualized within the Fourth Industrial Revolution. Her discussion resonated with participants as she offered practical approaches to guide children responsibly through digital spaces while balancing the dual demands of professional and parental life.

Building on this foundation, the session transitioned to the theme "Safe Spaces Act in the Context of a Healthy Working Environment," presented in a talk show format that engaged participants through dynamic exchanges with esteemed USeP educators and advocates. Dr. Eden Stephanie B. Bolido opened the conversation with Understanding the Safe Spaces Act (RA 11313), emphasizing its importance in safeguarding employees and promoting respect across workplaces. Joining the dialogue, Mr. Gerald C. Cagape shared insights on Boosting Energy and Well-Being in the Workplace, followed by Dr. Cynthia S. Alpas, who stressed the value of Psychological Well- Being in sustaining professional resilience. Mr. Mark Anthony G. Arellano continued the discussion with Workโ€“ Life Balance and Healthy Boundaries, offering practical strategies for harmony between personal and professional life. In a bold stride toward inclusive education, the Gender and Development (GAD) Office, in close coordination with the Curriculum and Instruction Office (CIO), is rolling out a framework designed to empower program heads in guiding educators to embed GAD core messages, highlighting gender equality, equity and responsiveness into core syllabi. Spearheaded by Dr. Cynthia C. Alpas and GAD Director Genesesly R. Tahoy, the initiative culminated in a collaborative writeshop on July 11, 2025, where GAD advocates from various campuses convened to craft the gender-responsive syllabus framework. With strong contributions from experts including Dr. Eden Stephanie B. Bolido, Dr. Leonila M. Fajardo, Dr. Leah O. Pelias, Ms. Rubylene A. Masinadiong, Ms. Catherine P. Ison, Ms. Liza May Lamban, Mr. Hernan G. Pacatang, Ms. Mary Rose J. Ponce, Mr. Mark Anthony G. Arellano, Mr. Gerald C. Cagape, and with technical assistance from Ms. Jackie Isabel B. Pangilan and Mr. Robert Joshua L. Sante, the framework aims to bring GAD messages from the margins to the mainstream of academic instruction.

The resulting framework is now ready for presentation and consultation among program heads across campuses, with pilot implementation set for the second semester of AY 2025โ€“2026. Central to the process was the guidance of Dr. Ruby A. Serrano, the framework's key consultant, who ensured it aligns with both pedagogical standards and GAD advocacy. As this transformative tool prepares to shape classrooms across disciplines, it stands as a testament to a united academic community determined to cultivate a culture of respect, inclusion, and equityโ€”starting from the syllabus.
