In 2011, DOST launched Project NOAH (Nationwide Operational Assessment for Hazards) to address the echoing need to better prepare the country against natural disasters. One component of the project is the Disaster Risk and Exposure Assessment for Mitigation (DREAM) Program, which uses a 3-dimensional (3D) mapping program using LiDAR technology. The DREAM-LiDAR program conducts detailed resource as

sessments to produce highly accurate topographic maps used for forest inventory, agricultural assessments, environmental monitoring, flood mapping and others. DREAM-LiDAR has two components: Phil-LiDAR 1 and Phil-LiDAR 2. Phil-LiDAR 2 is tasked to create detailed resource maps to establish spatial distribution of natural resources as well as to develop methodologies for extracting resource features from LiDAR data. The final maps will then serve as guide for policy makers and/or be used in research and development of climate adaptation strategies and natural resource management plans.
