Negros Oriental State University (NORSU) held its 3rd Quarter Briefing on Physical and Financial Accountability Reports for Fiscal Year 2026 today, October 22, 2026, at the NORSU Main Campus Library Conference Hall. The event brought together university administrators and campus officials to review key accomplishments and financial performance as of September 30, 2026. The session opened with welcome remarks and an inspirational message from Dr. Merivic G. Catada, Vice President for Administration and Finance.
During the university-level presentations, Engr. Celestina O. Favor, University Planning Officer, presented the Physical Report of Operations, covering board examination passing rates, enrollment metrics, research outputs, and infrastructure projects. Ms. Marcializa T. Olasiman, University Budget Officer, then detailed the university's financial accomplishments and general fund status. The briefing also featured individual campus-level reporting on accomplishments, financial updates, and operational concerns for the Main Campus and Pamplona Extension, Bayawan–Sta. Catalina Campus, Siaton Campus, Bais Campus, Mabinay Campus, and Guihulngan Campus.
A highlight of the program was the Awarding of Top Performers with the Highest Budget Utilization Rates across various campus offices:
• Mabinay Campus: Office of the University Security and Safety Management — 98.85%
• Bais Campus I & II: Assistant Campus Administrator's Office – Administration — 98.00%
• Bayawan–Sta. Catalina Campus: Student Welfare Services – CARE Office — 98.00%
• Guihulngan Campus: Office of the University Management Information System — 97.82%
• Main Campus — Internal Audit Office — 91.92%
• Siaton Campus: Budget Office — 82.17%
The briefing concluded with closing remarks from Mr. Rene Boy A. Catubig, CPA, MBA, Chief Administrative Officer for Finance, highlighting the importance of accountability and prudent fiscal management.
