The Negros Oriental State University, through the College of Arts and Sciences and the University Library, entered into a Memorandum of Agreement (MOA) today, May 19, 2026, with Barangay Junob for the Barangay Reading Enrichment and Access for Development (BREAD) Project at the Junob Barangay Hall, Dumaguete City.

The project is an extension initiative that aims to establish and operationalize a Community Reading Center in the barangay. It seeks to provide children with a safe, accessible, and child-friendly space where they can develop stronger reading habits through books, storytelling, reading circles, read-aloud sessions, reading games, and other literacy enrichment activities. The project also includes volunteer and parent orientation, supervised reading center sessions, monitoring of reading engagement, and a simple borrowing and usage system for reading materials.

Present during the MOA signing were Dr. Guilbert Nicanor Atillo, University Extension Director; Dr. Colette O. Abequibel, University Librarian; Dr. Jolo Van Clyde S. Abatayo, Project Leader; and Ms. Relyn T. Tayko, President of the Negros Oriental Librarians Association, together with NORSU librarians. Representing the Barangay Local Government Unit were Hon. Isagani U. Bana, Barangay Captain of Junob, and members of the Barangay Council.

Through this partnership, the project's advocacy of establishing one reading center at a time in Dumaguete City continues as part of its concrete contribution toward helping combat illiteracy and promoting a culture of reading among children.

In line with Negros Oriental State University's (NORSU) strategic goal to revitalize infrastructure with operational systems, a comparative review visit is being conducted beginning today May 19, 2026 by Cebu Technological University (CTU). This is in line with CTU's continuing efforts to strengthen institutional planning and development

The benchmarking activity aims to capture best practices to enhance CTU's own facilities and services. The visit specifically focuses on the Arena facilities at the NORSU Bayawan Campus, as well as the Audio Visual Rooms (AVRs) at the NORSU Main and Bajumpandan Campuses. Through this initiative, CTU seeks to gain insights into NORSU's facility management, operational systems, and development strategies for institutional advancement.

Key officials and administrative personnel from both universities are present for the event, including NORSU's University Planning Officer Engr. Celestina O. Favor, Planning Officer III; Hasmine Tinguban, Planning Officer II; Arch. Jason B. Ijan, University Architect and Project Development Officer; Maribel Cardente, Procurement Officer I; Jeycarter A. The Department of Science and Technology (DOST) Region VII headed by the Regional Director Tristan Abando and Central Visayas Consortium for Health Research and Development (CVCHRD) recognized the outstanding student health researchers and innovators of Negros Oriental State University during the 11th Central Visayas Health Research & Innovation Conference held at Parklane International Hotel, Cebu City, on May 15, 2026.

The event brought together representatives from academia, government agencies, healthcare institutions, and development partners to showcase innovations and evidence-based solutions aimed at improving patient care, strengthening public health systems, and addressing pressing health concerns in communities.

This yearโ€™s awardees reflected the diverse efforts being undertaken across Central Visayas to respond to real-world health challengesโ€”from disease prevention and health promotion to healthcare delivery, environmental health, and public health education.

Recognized during the awarding ceremony from NORSU were the following winners:

Joshua Godwyl L. Batoon, a 4th year BS Pharmacy student, won 1st place in the Student Experimental Category for the study entitled, โ€œStability Tests of Cymbopogon citratus Essential Oil Nanoemulsion-Chitosan Edible Coating in Chanos chanos and Thunnus albacares Fillets.โ€

Louise Venice Calunsag, a 4th year BSN student, won 2nd place in the Student Non-Experimental Category for the study entitled, โ€œHealth Literacy of Caregivers".

Ivan Pagbunocan Lim, a 4th year BSN student, won 2nd place in the 3-Minute Pitch Student Category for the study entitled, โ€œFood Safety Practices among Street Food Vendors in Dumaguete City.โ€
