IN CASE YOU MISSED IT: Mayor Isko Moreno Domagoso has suspended face-to-face classes in all Manila schools on November 17–18 to give way to the peaceful INC rally at Quirino Grandstand.

The city will provide perimeter support—from traffic and police assistance to medical teams and DPS cleanup operations.

BREAKING: Manila City Mayor Francisco “Isko” Moreno Domagoso has ordered the suspension of face-to-face classes in all public and private schools in the capital on November 17 (Monday) and November 18 (Tuesday) to give way to the peaceful rally of the Iglesia ni Cristo (INC) at the Quirino Grandstand in Luneta.

Domagoso said all schools in Manila are advised to shift to Alternative Delivery Mode (ADM) during the two-day class suspension.

“I am ordering the suspension of face-to-face classes in all levels on November 17 and 18. All schools are advised to implement Alternative Delivery Mode or ADM,” the mayor said.

Domagoso said the city government will also provide “perimeter support,” including traffic, parking, police and medical assistance throughout the event to ensure order and public safety around the Luneta area.

“While we know that the INC is very organized whenever it holds a rally, the City Government of Manila will deploy teams to monitor and provide assistance outside Rizal Park,” he said.

The Mayor added that 14 ambulance vehicles will be stationed in key locations surrounding the venue for medical emergencies.

Domagoso also noted that although the INC is known for leaving its rally sites clean, the Department of Public Services (DPS) will still be mobilized to maintain cleanliness, especially in areas where ambulant vendors are expected to gather.

“We want to make sure the surroundings remain orderly even beyond the main rally grounds,” he said.

The Mayor said the Manila Police District (MPD) will secure the outer perimeter and nearby streets, while Manila Traffic and Parking Bureau (MTPB) traffic enforcers will be deployed to manage vehicular flow during the three-day event.

JUST IN: Malacañang, through Memorandum Circular No. 106, suspends work in government offices and classes on Monday (Nov. 10, 2025) in the National Capital Region, Cordillera, and Regions I, II, III, IV-A, IV-B, V, and VIII as Super Typhoon (Fung-wong) barrels through Luzon with destructive winds and torrential rain.

Meanwhile, classes at all levels in the aforementioned regions, as well as in Regions VI, VII, and the Negros Island Region, are suspended on Nov. 10 and 11.

“Agencies responsible for basic, vital, and health services, preparedness and response duties must continue to remain operational,” the circular read.

Malacañang said other government offices in affected areas may adopt alternate work arrangements to ensure the continuity of essential functions.

Local governments outside the listed regions are authorized to issue their own class and work suspensions as needed. | Darryl John Esguerra

Meanwhile, classes at all levels in Aklan, Albay, Antique, Batangas, Bataan, Camarines Norte, Camarines Sur, Capiz, Cavite, Catanduanes, Guimaras, Iloilo, Laguna, Leyte, Marinduque, Negros Occidental, Oriental Mindoro, Rizal and Quezon are also suspended to ensure public safety. | Darryl John Esguerra

: Upon the recommendation of the Manila City Disaster Risk Reduction and Management Office (MCDRRMO), I am ordering the suspension of face-to-face classes in all levels, public and private schools on Friday and Saturday, 26–27 September 2025.

This is in preparation for the expected impact of Severe Tropical Storm Opong, which weather forecasters warn would bring heavy rainfall, possible flooding, and strong winds in Metro Manila and surrounding provinces.

All schools in the nation’s capital are advised to shift to ADM or Alternative Delivery Mode.

: Upon the recommendation of the Manila City Disaster Risk Reduction and Management Office (MCDRRMO), I am ordering the suspension of face-to-face classes at all levels in both public and private schools tomorrow, 23 September 2025 (Tuesday), due to inclement weather with moderate to heavy rains brought about by the Southwest Monsoon and Super Typhoon Nando.

All schools are advised to shift to ADM or Alternative Delivery Mode.

BREAKING: Manila City Mayor Francisco "Isko" Moreno Domagoso has ordered the suspension of physical classes in all levels in both public and private schools tomorrow, Monday, September 22, to ensure the safety of all students.

The Mayor also instructed all schools to implement Alternative Delivery Mode (ADM) to continue learning despite the suspension.

In light of Kainang Pamilya Mahalaga Day and in view of Malacañang Memorandum Circular No. 96, which suspends government work from 1:00 PM onwards on September 22, 2025 (Monday), all affected UP Manila classes are enjoined to shift to asynchronous mode during this period, whenever possible.

In view of the transport strike on September 17-19, 2025, UP Manila faculty members are enjoined to extend leniency towards students who may encounter difficulties attending onsite classes and activities due to transportation disruptions. When possible, asynchronous or online learning modes are encouraged during this period.

UP Manila personnel affected by the transport strike and who will not be able to report on-site on September 17-18, 2025, shall adopt the work-from-home arrangement, with the approval of their respective heads of units/offices, and ensure the recording of attendance and accomplishment report through ORAS (oras.up.edu.ph).

The Philippine General Hospital shall issue its own advisory on appropriate work arrangements.
