Presidents, Vice Presidents, Campus Administrators, Board Secretaries, and Executive Assistants from 22 State Universities and Colleges (SUCs) under the charge of Commission on Higher Education (CHED) Commissioner Desiderio R. Apag III convened for the 3rd SUCs Executive Forum, hosted by the University of Rizal System (URS), Morong Campus, Rizal, from September 1 to 3, 2026.

The three-day executive forum served as a platform for SUC leaders to exchange experiences, share institutional best practices and strengthen collaboration.

A major highlight of the forum was the State of the 22 SUCs Address (SUSA) delivered by Commissioner Apag, where he underscored his direction of making government and university processes more accessible, and environmentally responsible through digital transformation.

Commissioner Apag emphasized the importance of transitioning to paperless systems, particularly in the conduct of Board meetings.

โ€œMoving to our paperless board meetings can help reduce the use of printed materials and make document management easier when ensuring the board members can find the agenda documents they need in one organized system. The E-Agenda System Portal is one of the practical steps toward a more digital, connected, and paperless approach to board governance,โ€ Commissioner Apag said.

He further emphasized that digital systems must continuously evolve in response to the actual operational needs of SUCs.

โ€œAs we continue to improve the system based on actual operational needs, it can better support our goal of building a smart office that is data-driven, responsive, and capable of managing the growing demands of our work,โ€ he said.

Commissioner Apag cited the integration of various digital initiatives, including the E-Agenda System Portal, Travel Authority System, and SUC Assessment Travel Environment Portal, as concrete manifestations of the direction toward smarter and more connected government offices.

โ€œWhen we look at these systems together, we can clearly see the direction you are building in the office,โ€ he added.

The CHED Commissioner stressed that the ultimate objective is to establish a smart office that is organized, responsible, and prepared to address the increasing demands of the modern higher education sector.

โ€œWe want information to be easier to access, requests to be easier to track, processes to be easier to manage, and technology to provide practical solutions to our concerns,โ€ Commissioner Apag said.

The forum also featured the showcase of best practices from the Bukidnon State University, University of Antique, and Davao Oriental State University, highlighting innovative institutional initiatives that may be adapted and replicated by other SUCs.

Another significant component of the gathering was the Commitment Signing Ceremony and SMART SUCs Declaration, symbolizing the collective commitment of the participating institutions to pursue digitalization and continuous institutional improvement.

The activity also provided an avenue for all participating University and College Presidents to share their experiences, challenges, and aspirations during the Roundtable Discussion.

The exchange fostered meaningful dialogue among SUC leaders and encouraged the sharing of practical solutions and strategies in addressing common institutional concerns.

The 3rd SUCs Executive Forum underscored the importance of collaboration among state universities and colleges in advancing a higher education sector that is not only responsive to present challenges but also prepared for the demands of a rapidly changing and increasingly digital world.

Through the collective vision of SUC leaders and the guidance of CHED, the forum reaffirmed the commitment of the 22 participating institutions to building SMART SUCs that is more accessible, and sustainable institutions committed to quality public higher education.

Northern Iloilo State University (NISU) University Director of the Office of Student Auxiliary and Services (OSAS), Brandon P. Rivera, served as one of the presenters during the Zonal Public Orientation on CHED Memorandum Order (CMO) No. 18, series of 2026, on August 28, 2026, at Taal Vista Hotel, Tagaytay City.

The presentation was titled โ€œInclusive and Comprehensive Policies and Guidelines on Student Affairs and Services,โ€ which focused on the policies and guidelines for student affairs and services in higher education institutions.

The orientation aimed to help participating higher education institutions better understand and implement the provisions of CMO No. 18, s. 2026.

Riveraโ€™s participation highlighted NISUโ€™s involvement in promoting effective and inclusive student affairs and services in line with the updated CHED guidelines.

Northern Iloilo State University (NISU) Main Campus conducted the Faculty-University President Forum, bringing together university officials and faculty members to discuss various academic and institutional concerns, at the NISU Mini-Theater, on August 26, 2026.

Meanwhile, the forum tackled several matters, including feedback on class modalities and assignments, uniform and subject requirements, contributions and collections, and studentsโ€™ cross-dressing.

Additionally, several concerns were raised and discussed during the forum.

Moreover, the activity provided an avenue for faculty members to voice their concerns, exchange feedback, and clarify matters concerning university policies and practices.

Furthermore, the forum emphasized the importance of open communication and active participation among faculty members and university officials in addressing concerns within the university community.

Office of Student Affairs and Services (OSAS) gathered student leaders across colleges of Northern Iloilo State University - Estancia together with the four main organizations for a Basic Leadership Training, August 19, 2026 at NISU Mini Theater.

Anchored to the theme " Building Values-Driven Student Leaders Through Effective Organizational Governance", the training kicked off with Welcome Remarks and Rationale of the Training of Mr. Mark Anthony P. Lopez, Campus Director of OSAS, where he emphasized the importance of leading with values and serving with purpose.

It was followed by the discussion of the Values-Driven Leadership by Dr. Anthony Samuel, Former Adviser of Future Leader of the Philippines (FLP) on behalf of Dr. Veminrose A. Clariza-Samuel, Campus Director of NISU - Estancia and the discussion of Writing of Notices and Minutes of Meeting of Ms. Hallysa Mica G. Bandojo-Alarcon, Secretary 1 and Former Student Regent.

Starting the afternoon session is the discussion of Basic Parliamentary Procedures by Dr. Veminrose A. Clariza-Samuel, Campus Administrator, and the discussion of Resolution--Making by Mr. Mark Anthony P. Lopez, Supervising Administrative Officer.

The training concluded with the discussion of Organizational Planning Workshop by Engr. A. Borja, Planning Officer I and Former Student Regent.

The Northern Iloilo State Universityโ€“Estancia College Red Cross Youth (NISUโ€“Estancia CRCY) received a Bronze Citation during the 25th Blood Donors Awarding and Recognition on August 14, 2026, at the Philippine Red Crossโ€“Iloilo Chapter.

Prof.Niqui Joy F. Majarucon, NISUโ€“Estancia CRCY adviser, received the award on behalf of the council.

The recognition was given for the councilโ€™s contribution to the National Voluntary Blood Services Program through its conduct of a blood donation activity.

The activity was carried out in collaboration with the Supreme Student Council, Young Environmentalist Society, and Future Leaders of the Philippines, with support from university officials.

Professors Majarucon expressed gratitude to the university officials and partner student organizations for their support in making the Mobile Blood Donation Drive successful.

The Bronze Citation recognizes the councilโ€™s efforts to promote voluntary blood donation and encourage students and organizations to contribute to saving lives.

Students, faculty, and staff of Northern Iloilo State University (NISU) are set to benefit from a partnership between the University and DITO Telecommunity aimed at strengthening campus communication and expanding studentsโ€™ access to digital services.

The initiative includes the distribution of 17,000 free DITO prepaid SIM cards to NISU students, faculty, and staff across all campuses. At the NISU-Main Campus, distribution is being conducted from August 10 to 14, 2026.

Under the partnership, recipients will be able to receive official university announcements and alerts through DITOโ€™s A2P messaging service.

Beyond digital connectivity, the partnership also opens opportunities for structured internship programs for NISU students, particularly those taking information technology, marketing, engineering, business, and related programs.

The partnership seeks to improve the University's communication system, facilitate students' access to essential online platforms, and provide practical industry exposure that may help prepare students for future careers.

The Office of the University President through the University National Service Training Program (NSTP) gathered implementers and campus coordinators from all NISU campuses for the Knowledge Sharing and Capability Building Program for Implementers held at New Beach Head, Carles, Iloilo, on August 7, 2026.

The activity aims to strengthen and standardize the implementation of NSTP across the university by encouraging collaboration among implementers, sharing effective practices, developing harmonized instructional materials, and improving the delivery of community-responsive NSTP programs.

In his message, Dr. Raffy B. Chavez, University President, emphasized that the activity supports the university's goal of strengthening its core values while helping shape students into responsible and productive citizens.

"Makahimo kita sang upright individuals. Naka-anchor kita sa core values to produce good citizens and productive members of society," said Dr. Chavez.

It was further reiterated by Dr. Gilda E. Deguma, Vice President for Academic Affairs, by noting that โ€œthe university is committed to strengthen the NSTP programs and uphold the values needed for nation-building".

Dr. Veminrose A. Clariza-Samuel, Campus Administrator of NISU-Main Campus, also shared that the program provides an opportunity for NSTP implementers and coordinators across the NISU System to work together, exchange ideas, and promote a more unified approach in delivering the program.

Meanwhile, Dr. Anthony B. Samuel, University NSTP Director, highlighted the importance of continuously improving NSTP implementation through collaboration and knowledge sharing among implementers.

โ€œI encouraged everyone to make the most of the activity by learning from one another and applying the best practices youโ€™d gained in your respective campuses,โ€ Dr. Samuel noted.

Northern Iloilo State University (NISU) Barotac Viejo Campus received a Special Award from the Bureau of Jail Management and Penology (BJMP) Regional Office VI in recognition of its significant contributions through extension and community partnership initiatives during the bureauโ€™s 35th Regional Anniversary Celebration held at JR Hall, Diversion 21 Hotel, Iloilo City on August 5, 2026.

Receiving the award for NISU Barotac Viejo Campus is Dr. Janice Sampani, Campus Director for Extension with Dr. Gilda E. Deguma, VP for Academic Affairs, representing Dr. Raffy B. Chavez, University President.

NISU Barotac Viejo Campus was among the recipients of the Special Award for its significant contribution to the bureau. The recognition was conferred during the anniversary celebration themed, โ€œDisiplina at Responsibilidad sa Serbisyong may Kredibilidad.โ€

Moreover, the award recognized the campusโ€™ extension initiatives implemented under the umbrella program, โ€œSynergy in Action: A NISU-LGU Convergence of Hope for the Marginalized Sector.โ€

Among the projects cited was Project LIT UP, led by Dr. Sampani, which extends beyond functional literacy by integrating livelihood opportunities for beneficiaries. The initiative also secured a livelihood grant from the Department of Social Welfare and Developmentโ€™s Sustainable Livelihood Program (DSWD-SLP).

Additionally, MI GAD BEHIND BARS, led by Dr. Eva Joy Palma, was recognized for promoting gender responsiveness, inclusivity, and empowerment among Persons Deprived of Liberty (PDLs).

Furthermore, the extension initiatives were implemented through a Memorandum of Agreement (MOA) among NISU Barotac Viejo Campus, the Local Government Unit of Barotac Viejo, and the BJMP Barotac Viejo District Jail.

Meanwhile, the partnership continues to sustain a weaving craft initiative while stakeholders explore additional market opportunities for handcrafted products produced by the beneficiaries, supporting livelihood development within the community.

The Special Award formed part of BJMP Region VIโ€™s 35th Regional Anniversary Celebration, recognizing institutions and individuals for their contributions to the bureauโ€™s programs and community development efforts.
