The Maritime Industry Authority (MARINA) has announced that it will assume jurisdiction over all Maritime Education and Training (MET) courses in the Philippines, following an official statement released on October 16. The move is in accordance with Republic Act No. 12021, also known as the Magna Carta of Filipino Seafarers.

Under this transition, the Commission on Higher Education (CHED) will hand over all MET-related operations to MARINA but will continue to serve as a key consultant, together with the Technical Education and Skills Development Authority (TESDA), for future policy implementations.

All maritime programs currently offered by various maritime schools will remain active. CHED scholarships and grants will continue accepting applications and providing benefits while MARINA’s scholarship administration is being established.

Beginning January 1, 2026, MARINA will also take charge of the Certification, Authentication, and Verification (CAV) process and the issuance of Special Orders (SO) for BSMT and BSMarE students. The agency is likewise expected to handle the National Merchant Marine Aptitude Test (NAMMAT) starting Academic Year 2026–2027.
