The Office of the 28th Student Regent stands as the highest and sole representative of over 27,000 BUeños in the Bicol University (BU) Board of Regents.

𝗜𝗖𝗬𝗠𝗜 | 𝗕𝗨 𝗨𝗦𝗖 & 𝗖𝗦𝗖 𝗖𝗼𝗻𝘀𝘂𝗹𝘁𝗮𝘁𝗶𝘃𝗲 𝗠𝗲𝗲𝘁𝗶𝗻𝗴 𝘄𝗶𝘁𝗵 𝘁𝗵𝗲 𝗨𝗻𝗶𝘃𝗲𝗿𝘀𝗶𝘁𝘆 𝗔𝗱𝗺𝗶𝗻𝗶𝘀𝘁𝗿𝗮𝘁𝗶𝗼𝗻

On September 14, 2026, the Bicol University University Student Council (BU USC), together with the College Student Councils (CSC), convened a consultative meeting with University President Dr. Baby Boy Benjamin D. Nebres III, with the presence of the Office of Student Affairs (OSAS) Dean Dr. Salvacion L. Villafuerte, to raise pressing concerns affecting students across campuses and colleges.

Discussions covered infrastructure and connectivity, campus safety, institutional events, administrative policies, student welfare, facilities, and academic and research processes. University offices provided clarifications and identified corresponding actions, including infrastructure follow-ups, strengthened safety protocols, student welfare and sustainability initiatives, digital onboarding, and responses to college-level concerns.

The meeting established clearer channels for coordination, monitoring, and follow-through. Student councils and university offices are expected to sustain these efforts, provide timely updates, and ensure that identified concerns are acted upon and properly resolved. Student concerns must lead to action, with accountability maintained throughout the process.

The 𝗖𝗵𝗮𝗶𝗿𝗽𝗲𝗿𝘀𝗼𝗻 of the University Student Council (USC) shall automatically be the 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗥𝗲𝗴𝗲𝗻𝘁. The Student Regent is a member of the highest decision making body in Bicol University, the BU 𝗕𝗼𝗮𝗿𝗱 𝗼𝗳 𝗥𝗲𝗴𝗲𝗻𝘁𝘀. The Student Regent must actively take part in matters relating to Student Welfare and lobby the resolutions duly approved by the General Legislative Council and the Pre-Board to ensure effective and exemplary governance. The Chairperson and Student Regent is also the Overall Chairman of all events/initiatives of the University Student Council.

Pursuant on the Office Memorandum No. 16, s. 2026 submitted by the BU Office of the Student Regent on the switching of modality to Asynchronous Classes in commemoration of the 54th Declaration of Martial Law on September 21, 2026.

As declared and signed by the BU Office of the President on the Office Memorandum 321 s. 2026 all students, faculty members, department chairs and program advisers are advised to conduct the classes on Asynchronous Modality to provide an opportunity and reflect on the significance on this matter while ensuring the continuity of the academic activities.

Ngunit ang tunay na diwa ng People Power ay hindi nasusukat sa paglipas ng panahon; ito ay nakikita sa ating tapang na manindigan para sa katotohanan, pananagutan, at makataong pamamahala. Ang paggunita ay hindi seremonya lamang—ito ay patuloy na pagkilos.

In solemn commemoration of the 40th Anniversary of the EDSA People Power Revolution, the Student Regent has formally transmitted a written request to the Office of the University President, respectfully seeking the suspension of classes or, in the alternative, the implementation of an asynchronous modality for the said date. The request is anchored on the imperative of affording students a reasonable and meaningful opportunity to participate in duly organized civic and commemorative activities marking this historic milestone.

Such representation proceeds from the recognition that education is not confined within the four corners of the classroom. Universities, as citadels for higher learning, bear the responsibility of advancing historical consciousness, civic engagement, and principled discourse. Allowing students to participate in civic observances upholds the continuing essence of our democracy and affirms the role of the academic community in preserving and advancing constitutional values.

In honoring EDSA at forty, we do more than revisit history as we are called to examine how each generation exercises, safeguards, and gives substance to the freedoms it has inherited.

Ang Bawal Bastos Law (Safe Spaces Act, R.A. 11313) na inilathala noong 2019 ay nagpoprotekta sa lahat mula sa gender-based sexual harassment sa pampublikong espasyo, online, trabaho, at paaralan. Ito ay nagbibigay-diin sa pananagutan ng lahat para lumikha ng ligtas, may dignidad na kapaligiran para sa lahat, anuman ang kasarian o oryentasyong sekswal.

At ngayon, sa pinakaunang pagkakataon sa kasaysayan ng Bicol University, ang mismong unang may-akda at matibay na tagapagtaguyod ng Bawal Bastos Law, 𝗦𝗲𝗻𝗮𝘁𝗼𝗿 𝗥𝗶𝘀𝗮 𝗛𝗼𝗻𝘁𝗶𝘃𝗲𝗿𝗼𝘀, ang makikipag-usap sa atin! Ang kaganapan ay gaganapin ngayong huwebes, Disyembre 11, 2025 sa BU College of Engineering Gymnasium (East Campus), kung saan ibabahagi niya ang kaalaman tungkol sa ating mga karapatan, responsibilidad, at paraan para tumindig laban sa panliligalig.

BUeños, sumali sa atin sa forum na ito! Maging kaisa sa hakbang patungo sa paglikha ng tunay na ligtas na espasyo para sa lahat!
