In observance of the National Hazing Prevention Week, Pampanga State Agricultural University highlights the importance of Republic Act No. 11053, also known as the Anti-Hazing Act of 2018.

This legislation significantly expanded the scope of the previous law (R.A. 8049) by shifting from the "regulation" of initiation rites to the total prohibition of hazing in all forms.

Key Provisions of the Law:
• Definition: Hazing is defined as any act that results in physical or psychological suffering, harm, or injury inflicted on a recruit, neophyte, applicant, or member as a prerequisite for admission or continued membership in an organization.

• Accountability: Penalties apply not only to those who participate in hazing but also to officers, alumni, and school administrators who fail to prevent such acts.

• The "No Consent" Clause: The law explicitly states that the "willingness" or "consent" of the victim to participate in hazing is not a valid legal defense.

• Strict Regulation of Rites: Any initiation rite that is not hazing must be conducted only after a written application is submitted to school authorities at least seven days prior, and it must be monitored by at least two school representatives.

Pampanga State Agricultural University, in coordination with Commission on Higher Education Regional Office III, remains committed to the strict enforcement of these provisions to ensure a safe and conducive learning environment for all.
