DEBESMSCAT strengthens student support services through partnership with SorSU

IN PHOTOS: As part of its continuing commitment to academic excellence and enhanced student welfare, the Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) formally entered into a partnership with Sorsogon State University (SorSU) through the signing of a Memorandum of Agreement (MOA) on June 18, 2026, at the Bicol University Executive Center in Daraga, Albay.

The agreement aims to strengthen DEBESMSCAT’s guidance and counseling and library services through collaborative initiatives and resource sharing between the two higher education institutions. Under the partnership, SorSU will extend professional assistance through its qualified and licensed Guidance Counselors and Librarians to support DEBESMSCAT’s student support programs, quality assurance efforts, accreditation activities, and universityhood initiatives.

The MOA was signed by DEBESMSCAT SUC President III Dr. Arnel B. Millesca and SorSU President Dr. Geraldine F. De Jesus. Witnessing the signing on behalf of SorSU were Dr. Jhonner D. Ricafort, Vice President for Academic Affairs, and Atty. Mary Joy C. Bongapat, University Legal Officer.

The partnership is aligned with DEBESMSCAT’s DAMGO Vision, which promotes innovation, collaboration, and institutional growth through strategic partnerships. It also reflects the College’s guiding mantra, “Together, Everyone Achieves More,” recognizing that meaningful collaboration among higher education institutions is essential in delivering quality services and achieving shared goals.

This milestone underscores DEBESMSCAT’s commitment to strengthening student support services, advancing academic excellence, and fostering partnerships that contribute to the continuous development of the institution and the communities it serves.

DEBESMSCAT Conducts 2nd Quarter Nationwide Simultaneous Earthquake Drill

Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) successfully conducted the Second Quarter Nationwide Simultaneous Earthquake Drill (NSED) today, June 18, 2026.

​The activity was facilitated through the DEBESMSCAT Disaster Risk Reduction and Management Office (DRRMO), led by Mr. Wilfred Pagorogon. To assess and oversee the ex*****on of the drill, representatives from the Bureau of Fire Protection (BFP) Mandaon, Mandaon Municipal Police Station (MPS), and the Mandaon Municipal Disaster Risk Reduction and Management Council (MDRRMC) were also present.

College personnel and students actively participated in the initiative to ensure institutional readiness. The event simulated essential emergency protocols, including the standard "duck, cover, and hold" procedure, evacuation maneuvers, emergency responses, and first-aid operations.
The activity concluded with a hands-on fire extinguisher simulation and fire suppression drill.

Through this drill, DEBESMSCAT continue to equip personnel and students with the knowledge and skills needed to respond effectively during emergencies. Preparedness saves lives, and every drill brings us one step closer to a safer DEBESMSCAT community.

Pagtugyan san Katungdanan: SSC Chair-Student Trustee Turnover Ceremony

The Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) formally conducted the turnover ceremony for the Student Trustee position, marking the transition of student representation in the College's highest governing body.

The ceremony was led by DEBESMSCAT President Dr. Arnel B. Millesca, who officiated the formal turnover from the former Supreme Student Council (SSC) President for Academic Year 2025–2026, Ms. Zaira Joy Maglente, to the newly elected SSC President for Academic Year 2026–2027, Hon. RP Reel Acosta.

As part of the transition, Hon. Acosta officially assumed the role of Student Trustee and will serve as a member of the Board of Trustees for Academic Year 2026–2027. In this capacity, he will represent the interests, concerns, and aspirations of the student body in policy discussions and decision-making processes of the institution.

During the ceremony, Dr. Millesca emphasized the importance of student representation in institutional governance and encouraged the incoming Student Trustee to uphold responsible leadership, active participation, and meaningful engagement in advancing the welfare of DEBESMSCAT students.

The turnover signifies the College's continued commitment to inclusive governance by ensuring that the student sector remains actively represented in the formulation of policies and programs that contribute to the growth and development of the institution. It also supports DEBESMSCAT’s DAMGO Vision by promoting transparency, accountability, and good governance among student leaders, fostering responsible leadership and active participation in institutional governance.
