ALTERNATIVE WORK ARRANGEMENTS FOR GOVERNMENT OFFICES, ALTERNATIVE LEARNING MODES FOR SCHOOLS ON SEPTEMBER 10

Pursuant to Memorandum Circular No. 135, government offices are directed to implement appropriate alternative work arrangements in the National Capital Region and the following provinces on September 10, 2026, in anticipation of continued heavy rainfall associated with the enhanced Southwest Monsoon (Habagat) and the cumulative effects of prolonged rainfall:

📍 National Capital Region (NCR)
📍 La Union
📍 Pangasinan
📍 Benguet
📍 Bataan
📍 Bulacan
📍 Pampanga
📍 Zambales
📍 Batangas
📍 Cavite
📍 Laguna
📍 Rizal
📍 Occidental Mindoro
📍 Oriental Mindoro

Unless otherwise directed by their respective Local Chief Executives, alternative learning modes for classes at all levels in public and private schools shall be implemented in the aforementioned areas.

Agencies involved in the delivery of basic and health services, disaster preparedness and response, and other vital services shall continue their operations and render the necessary services.

Contract of Service (COS) and Job Order (JO) workers placed under alternative work arrangements shall be paid their corresponding wages or salaries, subject to applicable rules and regulations.

The suspension of work or adoption of alternative work arrangements in the private sector shall be left to the discretion of management.

Upon recommendation of the Manila City Disaster Risk Reduction and Management Department (MCDRRMD), I am ordering the suspension of all classes in all levels in public and private schools today, Wednesday, September 9, 2026, due to observed flooding and heavy rainfall brought about by a thunderstorm carried by the southwest monsoon (habagat).

According to the MCDRRMD, the Department of Science and Technology Philippine Atmospheric, Geophysical and Astronomical Services Administration (DOST-PAGASA) raised an orange rainfall warning over the National Capital Region as of 8:00 A.M. today, which is expected to persist until 11:00 A.M.

Schools are advised to shift to ADM or Alternative Delivery Mode.

| Upon recommendation of the Manila City Disaster Risk Reduction and Management Department (MCDRRMD), I am ordering the suspension of all classes in all levels in public and private schools tomorrow, Saturday, September 5, 2026, due to continued inclement weather brought about by the southwest monsoon (habagat).

According to the MCDRRMD, the latest rainfall outlook from state weather bureau PAGASA indicates continued rainy weather over the city tomorrow. An orange intense rainfall warning is currently raised over Manila and nearby cities.

Schools are advised to shift to ADM or Alternative Delivery Mode.
