LICAB, NUEVA ECIJA โ€” A total of 1,089 students, teachers, and parents in Licab, Nueva Ecija gained insights into science and technology (S&T)-based agricultural innovations during a simultaneous awareness seminar conducted by the Central Luzon State University (CLSU) Extension Center on September 3, 2026.

Titled โ€œExploring Sustainable S&T-Based Agricultural Innovation: A Seminar on Mushroom, Tilapia, ItikPINAS, and Goat Production,โ€ the activity brought together 563 participants from Exequiel R. Lina High School (ERLHS) and 526 participants from Sta. Maria National High School (SMNHS).

Project Leader Mr. Ju-Mark Pagaduan set the tone for the activity by emphasizing the role of innovation in addressing agricultural challenges and encouraging the youth to view agriculture not only as a source of food but also as a potential avenue for entrepreneurship and livelihood.

The seminar featured four S&T-based agricultural innovations developed and promoted by CLSU, highlighting practical technologies that participants could explore for production, livelihood, and agri-entrepreneurship.

Mr. Elimar Urpiano discussed ItikPINAS Production, introducing participants to the Philippine Mallard Duck and its potential for the production of quality balut and salted eggs, as well as value-added products such as salted egg chips and kinulob.

For aquaculture, Ms. Mary Grace Padilla presented Red Tilapia Production, or โ€œAng Tilapia na May Twist,โ€ showcasing red tilapia as an alternative to the commonly raised gray tilapia and discussing its production and market potential.

Meanwhile, Ms. Mariel Baldoz introduced Oyster Mushroom (Pleurotus florida) Production, providing participants with an overview of its cultivation processโ€”from tissue culture and grain spawn preparation to harvesting and value-added product processing.

Completing the four featured technologies, Mr. Urpiano also discussed Goat Production, popularly described as โ€œThe Poor Manโ€™s Cow.โ€ His presentation highlighted practical small-scale goat management and introduced breeds such as Boer and Anglo-Nubian, which are commonly raised for meat and breeding purposes.

School officials also expressed appreciation for CLSUโ€™s initiative to bring agricultural technologies closer to young learners. Ms. Maria Canlas, Head Teacher III of ERLHS; Dr. Thelma Q. Alamon, SHS Master Teacher of SMNHS; and Maโ€™am Christina M. Bernardo, Master Teacher I of SMNHS, acknowledged the seminarโ€™s contribution to exposing students to agricultural opportunities and potential livelihood pathways.

Through initiatives such as this, CLSU continues to promote the application of science and technology in agriculture while encouraging the youth to recognize farming as an innovative, productive, and potentially entrepreneurial field.

The Central Luzon State University (CLSU), through the University Extension Center (UEC), in partnership with the National Commission on Indigenous Peoplesโ€“Nueva Ecija Provincial Office (NCIP-NEPO), conducted a Needs Assessment Consultation and Community Dialogue with the Alta Indigenous community in Barangay Labi, Bongabon, Nueva Ecija, on August 26, 2026.
The consultation aimed to identify the communityโ€™s existing livelihood sources, challenges, available resources, and priority training needs as bases for developing appropriate and community-responsive livelihood and capacity-building interventions.

Dr. Eugenia G. Baltazar, Chief of the UEC Continuing Education Division, led the consultation and facilitated the Problem Tree Analysis, a participatory tool that enables communities to identify a core problem, determine its underlying causes, and examine its effects.

Through the activity, community members were able to collectively assess their situation and articulate concerns based on their own experiences, perspectives, and priorities.

Dr. Donato B. Bumacas, Provincial Officer of NCIP-NEPO, encouraged the community to actively participate in succeeding consultations and development initiatives.

โ€œMagpatuloy tayo sa mga ganitong proyekto at proseso. Sa bawat hakbang, titingnan natin ang mga kakulangan at pangangailangan ng komunidadโ€”parang isang sakit na kailangang matukoy muna upang mabigyan ng tamang lunas at solusyon.โ€

Municipal Indigenous Peoples Mandatory Representative (IPMR) Ms. Mercy Reyes likewise expressed hope that the proposed training and livelihood initiatives would help improve the communityโ€™s well-being and expand its livelihood opportunities.
Among the areas identified for possible support were skills development, entrepreneurship, agricultural production, and other community-based livelihood activities, subject to further consultation and assessment.

The results of the consultation will serve as inputs in the preparation of a project proposal for submission to a national government agency for possible funding support.
The initiative underscores the shared commitment of CLSU and NCIP to advancing participatory, needs-based, and culturally responsive development initiatives that recognize the communityโ€™s expressed priorities, existing resources, and capacities.

The Central Luzon State University (CLSU), through the University Extension Center (UEC), and the Development Bank of the Philippines (DBP) are exploring a partnership under the DBP Magsasaka at Mangingisda Training Opportunity (Ma2TO) Program to expand capacity-building opportunities for farmers, fisherfolk, and other stakeholders in the agrifisheries sector.

The proposed collaboration was discussed during a virtual meeting held via Zoom on August 18, 2026, where representatives from CLSU and DBP explored possible areas of cooperation in delivering training interventions responsive to the needs of agrifisheries communities.

The discussion centered on the possible engagement of CLSU in delivering capacity-building activities under the Ma2TO Program, complementing the Universityโ€™s existing extension and training initiatives for communities and partner organizations.

The meeting also explored opportunities to strengthen participantsโ€™ competencies in agricultural and fisheries enterprise development, particularly skills that can contribute to the effective management, productivity, and sustainability of their livelihood activities.
Representing CLSU in the discussions were UEC Director Dr. Aldrin E. Badua, Continuing Education Division (CED) Chief Dr. Eugenia G. Baltazar, and CED staff Mr. Mark Anthony R. Ibarra. DBP was represented by Assistant Vice President Raquel C. Anzures and Program Officer Assistant Ms. Ayana Cathleen R. Sy.

Both institutions expressed interest in pursuing the collaboration, with succeeding discussions expected to further define the partnership framework, training interventions, and implementation arrangements.

The initiative underscores the value of strengthened public-sector collaboration in widening access to relevant training and capacity-building opportunities and supporting the development of more capable and sustainable agrifisheries communities.

The National Irrigation Administrationโ€“Upper Pampanga River Integrated Irrigation Systems (NIA-UPRIIS) Division VI and Central Luzon State University (CLSU) collaborated to conduct a two-day training on Data Privacy, Data Management, and Information Security on August 13โ€“14, 2026, at the NIA Pantabangan Lake Resort Hotel, Pantabangan, Nueva Ecija.

The training was organized by NIA-UPRIIS Division VI through its Institutional Development Unit in collaboration with CLSU through the University Extension Centerโ€“Continuing Education Division and Good Governance Officeโ€“Data Privacy Division, which provided technical support and resource persons for the activity.

Asst. Prof. Marycris A. Manalang, chief, DPD; Mr. Ryan L. Bermoza, technical staff, Information Security, Awareness, and Training Unit; and Dr. Anazel P. Gamilla, Chief, Network, Cybersecurity, and Technical Support Division of MISO, served as resource persons for the training. They discussed the Data Privacy Act of 2012, data management, and information security, respectively, highlighting the responsible handling and protection of personal and organizational information.

The first day featured lecture-discussions on the three major areas of the training. On the second day, participants took part in workshops, case study presentations, and practical exercises, including the development of mini-risk assessments and discussions on how the concepts and practices presented during the training could be applied within their respective units.

In his closing message, Engr. Roel L. Vegiga, division manager, NIA-UPRIIS Division VI, emphasized the importance of translating the knowledge gained from the training into actual workplace practices. He emphasized that, as public servants, participants are expected to apply their learnings in their daily operations to help establish an environment where data is properly managed, personal information is protected, and information systems are secured.

The training equipped the participants with practical knowledge and skills applicable to their respective units. It also strengthened the continuing collaboration between NIA-UPRIIS Division VI and CLSU in supporting capacity-building initiatives for human resources.
