He graduated from Universidad de Manila (UDM) with a degree in Bachelor of Arts in Political Science. He is an Academic and Leadership Excellence Awardee and a Deanโ€™s Lister. He completed the Simulation of Parliamentary Procedure training under the Manila Youth Parliament, where he studied and practiced the correct rules and processes of formal meetings.

His internship experience at the Metropolitan Trial Court gave him expertise in following strict rules, proper processes, and orderly procedures required in official proceedings. This experience helped him develop a deep understanding of how to follow systems, maintain order, and observe proper conduct in all formal matters.

Hon. Descutido will clearly explain the rules and steps so everyone can easily understand how to run meetings properly, how to make and support motions, follow correct processes, and conduct organized discussions.
